A RESOLUTION AUTHORIZING PARTICIPATION IN
JACKSON COUNTY/JACKSON COUNTY HOUSING AUTHORITY
PROGRAM FOR REPLACEMENT OF WOODSTOVES
WHEREAS, Jackson County, Oregon, has received a grant in the
amount of $485,000.00 under the Oregon Community Development
Block Grant Program administered by the Department of Economic
Development, for housing rehabilitation, and in particular, for
the replacement of woodstoves, and Jackson County has entered
into a contract with the Jackson County Housing Authority for the
purpose of administering and operating said program, and
WHEREAS, said program requires that a restriction would be
placed on every benefitted address so that no downgraded (more
polluting} heat source could be reinstalled, regardless of the
ownership of the befitted address, and the City's cooperation in
connection therewith could be utilized by the review of building
permit applications for installation of woodstoves, and the
provision of such application information to the Jackson County
Housing Authority to assist in the monitoring of the requirements
of said program, and
WHEREAS, the City finds that it would be in the best interest
of the residents of the City of Central Point to participate in
said program., and further that the City cooperate in the
implementation of said program, now, therefore,
BE IT RESOLVED by the City Council of the City of Central
Point, Oregon, as follows:
Section 1'. The City hereby endorses the Jackson County
program, as administered by the Jackson County Housing Authority,
for housing rehabilitation in the form of replacement of
woodstoves with other less polluting sources of heat, and in
connection therewith, encourages all residents of the City
qualifying for participation in said program to participate
therein, and
Section 2. The City Council hereby declares that it shall be
City policy to cooperate with the Jackson County Housing
Authority in the administration of said program, including but
not limited to, issuance of building permits upon application
meeting all City requirements, for installation of alternate heat
sources under said program, and the review by the City
Administrator, or his designee, of any applications for building
permits at participating addresses to monitor the downgrading of
heat sources at said participating addresses, and to forward to

the Jackson County Housing Authority any information indicating
an intention by a program participant to downgrade to a more
polluting heat source.
Passed by the Council and signed by me in authentication of
its passage this 18th day of August , 1988.
