HomeMy WebLinkAboutSSN032414CITY OF CENTRAL POINT City Council Study Session March 24, 2014 MEETING CALLED TO ORDER Mayor Williams called the meeting to order at 6:00 p.m. II. ATTENDEES Mayor: Hank Williams Council Members: Bruce Dingler, Allen Broderick, Kelly Geiger, and Rick Samuelson were present. David Douglas was excused. Ellie George was absent. City Manager Chris Clayton; Community Development Director Tom Humphrey; Parks and Public Works Director Matt Samitore; Information Technology Manager Jason Richmond; Captain Brian Day; Police Chief Kris Allison; and City Recorder Deanna Casey were also present. III. BUSINESS A. 2014/2015 Department Goal Presentation Community Development Community Development Director Tom Humphrey presented his goals: 1) Regional Plan Implementation will involve developing concept plans for CP -1 B and CP -4D. We will be amending the UGMA to address Gibbon Acres as agreed to when the plan was adopted. He plans to conclude his work on the Agricultural Task Force. 2) Comprehensive Plan Amendments will include UGB Expansion for Tula Applications; Residential UGB Expansions; Updating the Housing Element and the Public Facilities Element. They will be working on the Transportation Element for the IAMP 33/35 exits. 3) Municipal Code Amendments will need to be done to the Land Division Ordinance in order to include and expand zoning in the UGB. Staff will also be researching and updating our sip code in the coming year. 4) RVACT/MPO: Staff will be promoting and tracking transportation projects and available funding options. We will be monitoring the Twin Creeks Crossing Project with the expectation of beginning construction in 2016. 5) Continued Promotion of Destination Businesses by conducting monthly meetings and attending boot camp events each year. He will be working with the local businesses to build a city marketing strategy. 6) Urban Renewal will be a continuing goal. Staff will be working on the 5 -year project program, an annual Urban Renewal Report on funding and projects. 7) Preserve Building Inspection Function by maintaining certifications and implement an on-line permitting process. This program will provide Mr. Zwageman additional time in the field without needing to return to the office each time he does an inspection. Administration City Manager Chris Clayton explained that goals for Administration for the City of Central Point will include items from Admin, Recorders Office, Human Resources, and Finance. C.C.cl- $LLd-, $e9910. Metct 24, 2014 P-ae 2 I) Administration will be working on the 2015 Citizen Survey. This survey is conducted bi-annually to keep in touch with the citizens of Central Point. He will be increasing the funds available for Legal Determinations. There are several issues on the horizon that may need legal advice to resolve. Jackson County has asked to work with the city to find a new joint location for the municipal court. He will also be working on the Charter Franchise renewal and a debt consolidation project. Mr. Clayton stated that he is budgeting for improvements to the City Council Chambers. There have been complaints about being able to hear. 2) Recorders Office will be updating the record management software next year. This software helps with citizens and public records requests. The program allows for transparency and ease of finding records for staff and citizens. 3) Human Resources Director will be working on implementing the revised Personnel Policies. She will also be working with CIS to work on Best Management Practices for a bonus program with Risk Management. She will be working on Union contracts in the next few months; these usually take several months to complete. Finance The Finance Department will be working on the Long Range Financial Plan and working with the new Auditor for 2014. The long range financial plan will require a number of financial policy decisions. Information Technology Information Technology Manager Jason Richmond explained that his department will be working on installation of the LaserFich upgrade. This will provide a digital workflow, electronic forms & records Management to streamline manual processes. There is an automated records retention aspect to the program that will help in retaining and destruction of records in a timely manner. He will be upgrading the disaster recovery system for the digital records. If there were an incident and something happened to this building would still be able to access our important records and be able to function. There will be upgrades to the city hall security doors. The existing security system is obsolete and making it hard to find parts. There will be a new communication system upgrade for the police department. This will replace a problematic system that is currently being used. Police Department Police Chief Kris Allison stated their overall goal is to support the realization of the City of Central Point objectives by meeting the logistical needs of the Police Department through progressive leadership and management of administrative responsibilities related to personnel, fiscal affairs, and training. Their goal is always to maintain public trust through transparency and responsible management of publically funded resources. 1) Increase goal for in-house training hours from the current year by 100%. Police Officers will be schedule to participate in at least 140 hours of in-house training. 2) Train all PD employees in ICS/NIMS. Employees will attend the recommended level of ICS/NIMS training based on their position within the department. 3) Add a CPPD Traffic Enforcement Officer. This will enhance public safety through traffic enforcement, public education, and vehicle crash investigations. 4) Create a CPPD Annual Report. This Police Department Annual Report will be for distribution to the community and partnering emergency services agencies. C.C.cl- $LLd-, $e9910. Metct 24, 2014 P-ae 3 5) Assign each officer an audio/video recording device. Assigning the equipment will maximize availability and reduce maintenance costs through personal accountability. Currently officers often share audio/video recording devices and it can be questionable at tune who recorded the last items. 6) Fill Volunteer Coordinator Position with a Police Support Specialist. Tony McPherson has announced that he will be vacating the position at the end of the year. This action will maximize personnel resources by filling our current part-time position with a full tune Police Support Specialist. This will increase coverage by 100% while only increasing personnel costs by 35%. 7) Implement Mental Wellness Program. We will be developing and implementing a mental wellness program for all PD personnel, similar to the current model in the High Techs Crime Unit. 8) Vehicle Fleet. We will bring a proposal that will allow the entire CPPD fleet to be on a 3 year lease cycle with a $1 buy-back option. In most cases after the three years the vehicle can be used as a secondary vehicle for the Police Department. We have been very successful in maintaining the quality of our leased cars, and after the 3'a year we purchase them for $1.00 and continue to use them. Southern Oregon High Tech Crimes Unit The SOHTC will continue to work with other participating agencies within Southern Oregon to be proactive on the investigation, examination, and prosecution of cases involving crimes against children and intellectual property rights. The SOHTCUTF also continues to support and lead other law enforcement agencies in computer forensics. 1) Maintain a positive relationship with participating agencies. The Detectives will assist and respond to partnering agencies regarding the investigation of computer facilitated crimes. 2) Public education. They will continue to have a positive and respected relationship with the public by continuing public education and knowledge. 3) Achieve ASCLAD re -accreditation. IV.
