BE IT RESOLVED BY THE PLANNING COMMISSION Or THE
CITY OF CENTRAL POINT, OREGON:
Section 1. That the Planning Commission recommends
the addition of the following definitions to the Municipal Code:
Section 17.08.3b8 - Short-Term Uses -- A use of
limited duration in a commercial zone not exceed-
ing forty-five (45) calendar days. The City
Administrator shall cause ShortWTerm Use Permits
to be issued at a fee of $1.00 per day; the
minimum permit fee shall be $10.00. This per-
mit fee shall include all required licenses.
Section 17.08.383 - Temporary Uses - A use of
limited duration in a commercial zone not exceed-
ing five (5) months. Examples might be, but are
not limited to, sidewalk caf es, farmers markets,
mobile food ven dors, craft markets, etc. The
fee for Temporary Use Permits wi11 be the same
as for other conditional use permits.
Section 2. That the Planning Commission recommends
that Short-Term Uses be allowed as permitted uses and Temporary
Uses be allowed as conditional uses in the following zones:
C-1 - Section 17.32.030, Item D
C-2 - Section 17.36.030, Item GG
C-3 - Section 17.40.030, Item M
C-4 - Section 17.44.030, Item T
C-5 - Section 17.4b.030, Item Z

Zoning Text Amendment
Short-Term Uses and Temporary Uses
The passage of this proposal ~,>ill allow Temporary Uses as
conditional uses in all Commercial zones. The procedure
for approval ~,~ill be the same as outlined in Section 17.76.
These permi is will be issued by the ~'lanning Commission
far a maximum period of five (5} months. Examples of
Temporary Uses are farmers markets, mobile food vendors,
craft markets, etc.
Short-Term Uses will be allowed in all Cor~ercial Zones
for a maximfu~n period of rorty-five {45) days. These permits
will be issued through the City Administrator's Office at
a fee of $1.00 per day, with a minimum fee of $10.00 (to
cover the City's expenses). This permit fee shall include
all City required Licenses {Business, Short-Term Use, etc.).
The addition of these uses will allow the City to be more
flexible and provide for a permit process for previously
excluded activities.
Staff recommends approval of this proposal.

Mayor Jones at this time introduced Carth Fllard as a passible candidate
for the Planning Commission upon approval by the City Council.
Commissioner Piland returned to his chair on the Planning Commission.
Chairman Frederick called a recess at 10:40P.M.
Chairman Frederick called the meeting back to order at 10:43 P.M.
F. Resolution No. A Resolution Recommending A royal of the Amendment
to the Te~;t of the Zonin Ordinance to Allow Short-Term Uses as Permitted
Uses and Tem orar Uses as Conditional Uses in All Commercial Zones
Chairman Frederick then proceeded to Item D on the agenda. Chief
Penicook advised that this resolution was another of the previously
passed resolutions that did not originally have a Resolution of
Intent. Therefore, the resolution has been resubmitted for approval.
Commissioner Freeman made a motion to approve Resolution No. , A
Resolution Recommending Approval of the Amendment to the Text of the
Zoning Ordinance to Allow Short-'t'erm Uses as Perriitted Uses and Temporary
Uses as Conditional Uses in All Commercial Zones, as Resolution No. 43.
Commissioner Novasad seconded the motion. Roll call vote: Christy, yes;
Freeman, yes; Novasad, yes; Piland, }=es. A11 Commissioners voted zn
favor of the motion, and the motion carried.
G. Resolution No. , A Resolution of Intention of the Plannin Commission
to Amend the Text of the Zonin Ordinance to Authorize Medical Services,
Clinics and Laboratories as a Permitted Use in the C-5 Zone
Chief Penicook advised that the passing of this resolution of intent was
the first step in the process of amending the zoning ordinance to include
medical services, clinics and laboratories in the C-5 zone. If this
Resolution of Intent should be approved, then a Resolution Recommending
Approval would be presented.
Commissioner Christy made a motion to approve Resolution No. , A Re-
solution of Intention of the Planning Commission to Amend the Text of
the Zoning Ordinance to Authorize Medical Services, Clinics and l,abara-
tories as a Permitted i3se in the C-5 Zone, as Resolution No. 44.
Cor~nissioner Piland seconded the motion. Roll call vote: Christy,
yes; 1'~eeman, no, Novasad, yes; Piland, yes. The majority of the
Corr~missioners voted in favor of the motion, and the motion carried.
