A RESOLUTION GRANTING APPROVAL OF A TENTATIVE PLAN
FOR PHASE II OF VALLEY POINT SUBDIVISION

BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
CENTRAL POINT AS FOLLOWS:
Section 1. Nature of Application. This is an application
for approval of a tentative plan for a 9-lot subdivision in an R-
2 district of Central Point, Oregon. The Planning Commission
reviewed the application and tentative plan at a public hearing
on August 16, 1994.
Section 2. Approval Criteria. The criteria for approval of
this application are found in CPMC Chapter 16, relating to
tentative plans and subdivisions, and in Chapter 17, relating to
zoning and lot sizes.
Section 3. I'indin s and Conclusions. The Planning
Commission finds and determines as follows:
A. Tentative Plan Re uirements. The application and the
amended tentative plan submitted on August 16, 1994 herein are in
the correct form and contain all of the information required for
the same under CPMC Chapter 16.10.
B. Area and Width of Lots. The subdivision lots range in
size from 6,607 to 13,122 square feet. All meet the R-2 district
lot size requirements of 6,000 square feet for interior lots and
7,000 for corner lots found in CPMC 17.24.050. The minimum width
requirements of CPMC 17.24.050 are met, with interior lots at
least 60 feet wide and corner Tots at least 70 feet wide. Lot 57
meets the requirements for flag lots.
C. Blocks and Streets. The tentative plan proposal for the
layout and dimensions of streets and blocks is in compliance vaith
the requirements of CPMC Chapter 16.20 regarding streets and CPMC
Chapter 16.24 regarding blocks.
Section 4. Conditional A roval. The application for
tentative plan approval for Valley Point Subdivision a.s hereby
approved, subject to the conditions set forth an Exhibit "A",
which is attached hereto and by this reference incorporated
herein, imposed under authority of CPMC 16.10.090.

TENTATIVE PLAN CONDITIONS
VALLEY POINT SUBDIVISION, PHASE 11
1. All structures shall have roof drains, area drains, and crawl spaces with positive drainage
away from the structure and drain lines connected to a curb drain, or an approved storm
sewer, The devebper shall provide the necessary storm drainage improvements and lot
grading to assure that all streets, lots, and all properties will drain properly. The developer
shall submit a grading plan with the construction drawings and perform such grading and
drainage improvements which satisfies this drainage condition leaving only minor grading
required for each lot during house construction.
2. The City's Engineer shall, at the cost of the developer, evaluate the strength of the native
soils and determine the street section design in accordance with the Public Works
Department Design Standards. The streets shall use the following design criteria:

3. The construction drawings for this Tentative Plan shall include a Street Lighting Plan and a
Traffic Control Plan in accordance with the requirements of the City of Central Point Public
Works Department. The construction drawings shat[ include clear vision areas designed to
meet the City's Public Works Standards. Parking shall be prohibited on Beal! Lane adjacent
to the curb and gutter along Beall Lane. The developer shall pay for all costs associated with
the design and installation of the improvements specified on these plans.
4. The applicant shall provide at least 112% grade along the curb and gutter of Beal! lane or
if less than 112% grade, install catchbasin every 1 b0' along the north curb and gutter of
Beall Lane to reduce puddling of water,
5. The construction drawings shall indicate type, size and location of water mains and fire
hydrants in accordance with the City`s Public Works Standards and the recommendation of
the City's Fire Chief.
6. The applicant shall install a minimum 314" ~~±tt service to each lot.
7. The developer shall construct an adequately storm drainage system to provide for runoff
onto the subdivision property and from each lot. As a part of the construction of the
improvements for this Tentative Plan, the developer's engineer shall provide a complete set
of drainage calculations for sizing the storm drainage system for this development. The
developer shall submit this information to the Public Works Department at the time
construction drawings for the subdivision are submitted to the Public Works Department far
permits for construction of the storm drainage improvements. The engineer shall use the
rainfalllintensityeurve obtain from the Public Works Department for hydrology calculations.

8. The construction of this development shall include the street subgrade, base rock, paving,
lighting, traffic cantral and delineation improvements, curb/gutter, safety improvements,
ingresslegress improvements, sidewalks, bikeways and utility crossings to the north side
of Beal! Lane, including 100' minimum transitions beyond the project boundaries, and a right
turn lane from Beall Lane to Heather Lane. The construction of Heather Lane shall include
a left turn lane to access Beall Lane heading east.
9. The sanitary sewer serving this project shall connect to the proposed sewer for the Valley
Point Phase l development.
10. The developer shall construct Heather Lane to have a 40' width from Beall Lane to 75' north
of Beall Lane and a transition to a 36' width beyond this point.
11. The developer shall connect the water system to the existing water line along Beall Lane,
with valuing as determined by the Public Works Department
12. The developer shall extend the proposed storm drain line to Beall Lane ~:'=i~~ the
drainage from the roadside ditch, and upstream properties already, draining towards this
subdivision.
13. The driveway for lots 53 & 54 shall access Heather Lane in accordance with the Public
Works Standards.
