A RESOLUTION CONDITIONALLY APPROVING A SITE PLAN
APPLICATION FOR THE CASTLE COURT CONDOMINIUM PRO~'ECT
{Applicant: Redah Corporation)

Recitals
This matter came before the Punning Commission for hearing on
March 1, 1994, an applicant's site plan application for a proposed
l_04--unit resa.dent~.al project, wa~th a total of 26 foux-plea condoma.na.uz~
buildings on an $-acre parcel on the north side of Hopkins Road in the
vicinity of where Village Drive, Columbine Way and Hopkins Road
intersect, in an R--3, residential multiple-family district of the
City. The Planning Camma_ssion reviewed the application and the City
staff report, and received comments from all persons wishing to be
heard in favor of and opposed to the application.
Now, therefore;
BE XT RESOLVED BY THE PTANNING COMI+~EISSION OF THE CITY OF CENTRAL
POINT, OREGON, AS FOLLOWS:
Section 1. Criteria Applicable to Decision. The fallowing
chapters raf the Central Point Municipal Code apply to this
application:
A. Chapter 17.28,
District;
B . Chapter 1.7.60 ,
C. Chapter 17.64,
D. Chapter 1.7,72,
Construction P
R-3, Residential Multiple--Family
General Regulations;
Off-Street Parking and Loading;
Site Plan, Landscaping and
lan Approval.
Section 2. Findixags and Conclusions. The Planning Gammi.ssian
hereby adopts by reference all findings of fact set forth in the City
staff review report (Exhibit "E" in the record herein), and concludes
that the application and proposals comply, except as described in
Section 3 below, with the requirements of the following chapters of
the Central Point Municipal Code:
A. Chapter 17.2$ relating to uses, lot size, lot coverage,
setbacks and building heights in the R-3 district.
B. Chapter 1.7.60 relating to paving and landscaping
requirements.

C. Chapter 17.64 relating to off-street parking and loading
facilities.
D. Chapter 17.72 relating to site plan requirements.
section 3._,.Conditia~al Approval. The within application for
site plan approval is hereby conditionally approved, so J.ang as the
following conditions are met:
Conditions
1. Prior to issuance of any building permits, applicant shall:
a. Prova.de the City with the number and sire of water
meters for the project, antic~.pating one water meter for each
condominium unit. City will provide and install the water meters at
applicant's expense.
b. Provide a set of construction drawings for all new
construction of the sanitary sewer system for review and approval by
City.
c. Provide to City a permanent 20-foot easement centered
aver the 12-inch sanitary sewer line running through The Meadows to
the north, which sanitary sewer line shall serve the project.
Applicant shall n.at construct. any buildings within the easement, and
shall relocate the san~.tary sewer or the proposed buildings to satisfy
this requirement.
d. Provide the City with a complete set of construction
drawings for the storm drainage system to serve the project. All roof
drains, area drains, crawl spaces, and parking lot drains shall have
positive drainage away from the structures, and shall connect to a
storm drainage system approved by the Public Works Department,
e. Provide the City with a grading and drainage plan for
the entire project. Runoff and pipe suing calculations prepared by
applicant's engineer shall accompany this submittal. The engineer
shall use the intensity-duration curve prepared by Kramer, Chin and
Mayo in determining the runoff for this project.
2. Friar to the issuance of any Certificate of Occupancy far any
structure on the property, applicant shall comply with the following:
a. The City shall inspect and test all existing
improvements proposed for dedication to the City. City will conduct
the inspection and testing in the same manner, where practical, as
required far new construction. Applicant shall repair or replace a.ny
improvements not meeting City standards for new construction. The
Gity's inspection will include the existing pavement and base section
