A RESOLUTION CONDITIONALLY APPROVING A
CONDITIONAL USE PERMIT AND SITE PLAN APPLICATION FOR
SOUTHERN OREGON HEAD START PROGRAM AT CRATER HIGH SCHOOL
{Applicant: Southern Oregon Child and Family Counsel, Inc.)

Recitals
1. This matter came before the Planning Cammissiazz far
hearing an February 15, 1994, on applicant's site plan
application and conditional use permit application for an early
childhood development school facility on a .58~acre portion of
the 32-acre Crater High Sehaol property, in an R-1 district of
the City. The Planning Commission reviewed the applications and
the City staff report, and received comments from all persons
wishing to be heard in favor of and opposed to the applications.
Naw, therefore;
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
CENTRAL POINT, OREGON, AS FOLLOWS:
Section ~.. Criteria Applicable to Decision. The following
chapters of the Central Point Municipal Code apply to this
application:
A. Chapter 17.20, R--1, Residential Single-Family District
B. Chapter 17.60, General Regulations
C. Chapter 3.7.64, Off-Street Parking and Loading
D. Chapter 17.72, Site Plan, Landscaping and Construction
Plan Approval
E. Chapter 17.76, Conditional Use Permits
Section 2. Findinr~s and Conclusions. The Planning
Commission hereby adopts by reference all findings of fact set
Earth in the City Staff Review report {Exhibit D in the record
herein), and concludes that the applications and proposals comply
with the requirements of the following chapters of the Central
Paint Municipal Code:
A. Chapter 17.20 relating to uses, lot size, lot coverage,
setback, building height and screening in the R--1 district.
B. Chapter 17.60 relating to paving and landscaping
requirements.
C. Chapter 17.64 relating to off-street parking and loading
facilities, provided that applicant comply with the conditions
placed on this approval set forth in Section 3 below.

D. Chapter 17.72 relating to site plan requirements.
E. Chapter 17.76 relating to the size and shape of the
subject property, accesses to public streets, lack of adverse
effects on abutting properties, and compliance with all
applicable health and safety regulations.
Section 3. Conditional Approval. The within applications
far site plan approval and conditional use permit are hereby
conditionally approved, so long as the following conditions are
met:
Conditions
1. Prior to issuance of a building permit, applicant shall:
a. Provide improvement drawings for the driveway
entrance.
b. Provide City with the number and size of water
meters. City will provide and install the water meters, at
applicant`s expense.
c. Provide a set of drawings for the sanitary sewer
system for review and approval by City.
d. Provide City with a complete set of construction
drawings for the storm drainage system. All roof drains, area
drains, crawl spaces, and parking lot drains shall have positive
drainage away Pram the structures, and shall connect to a storm
drainage system approved by the Public Works Department.
e. Comply with any and all requirements placed on the
project by the Fire Chief relating to accessibility and
sufficiency of fire fighting facilities,
f. Provide parking spaces 20 feet in depth and parking
aisles 26 feet wide.
2. Prior to issuance of a Certificate of OccupaneY,
applicant shall install a fire hydrant to serve this development,
at applicant's expense. All costs associated with this condition
shall be the responsibility of the applicant.
3. Hours of operation shall not exceed Monday through
Friday, 8:00 a.m. to 5:00 p.m., with occasional parent meetings
during evening hours.
~. No mare than 36 children shall use the facility at any
one time.
5. Applicant shall coordinate dismissal times with Crater
High School so as to provide far a minimum of traffic flow
problems.

6. Applicant shall install a vegetative buffer of shrubs or
hedge from the northwest corner of the play area east to the edge
of the building.
