APPLICATION ON LAUREL AND NORTH TENTH STREET

BE TT RESOLVED BY THE PLANNTNG COMMTSSION OF THE CTTY DF
CENTRAL POTNT, OREGON, AS FDLLOWS:
Section 1. Nature of A~placatinn. This is an application
for site plan approval fnr three four-plexes and one six-plex an
four tax lots in an R-3 district an the corner of Laurel and
North Tenth Streets.
Section 2. Criteria A~~licable to Decision. The following
Chapters of the Central Point Municipal Code apply to this
application:
1. Chapter 17.28, Requirements for Residential
Multiple Family District;
2. Chapter 17.60, General Regulations;
3. Chapter 17.64, Off-Street Parking and Loading; and
4. Chapter 17.72, Site Plan, Landscaping and
Construction Plan Approval.
Section 3. Findings.
1. The proposal is for an 18-unit multiple family
residential project, in an R-3 distract, which is a permitted
use, The combined lot area is 39,204 square feet, which would
allow for 22 units under the density standards of CPMC 17.28.080.
The 18 units therefore comply with the density standard.
2. The proposed structures are less than 35 feet in height,
and therefore comply with the height standards of CPMC 17.28.050.
3. The setback dimensions on the plans for the project show
that the proposal meets or exceeds City standards for front, side
and rear setbacks contained in CPMC 17.28.050. The special front
yard setback from a secondary arterial of 60 feet contained in
CPMC 17.60.090 is met.
4. The maximum lot coverage in the R-~3 zone is 50~. The
proposed building coverage is 16,580 square feet on a lot of
39,240 square feet, which is 425. The proposed lot coverage
therefore meets CPMC 17.2$.060.

5. Parking standards in CPMC 17.64.040 are met by the plan,
which provides for 26-foot aisles, paved surface with adequate
drainage, and 9 foot by 20 foot parking spaces, including 22
covered spaces and 19 uncovered spaces.
6. The project meets the city landscape standard contained
in CPMC 17.60.100 in that there is a 20-foot clear vision
triangle provided far in the driveways.
7. State Transportation policy dictates covered bicycle
parking for all new projects, at the rate of one sheltered
bicycle space per unit. The site plan meets that requirement.
8. The American Disabilities Act requires all parking lots
containing 15 ar more parking spaces to have one handicap space
fnr every 25 standard spaces. For the proposed project, one
space would be required. The site plan shows two handicap
spaces, which meets the standard.
Section 4. Conditional Approval. The within application
for site plan is hereby conditionally approved, so long as the
following conditions are met:
Conditions
1. Prior to obtaining a building permit, Developer shall
demonstrate to the City Building Department that the distances
between the parking structures and the principal structures wi11
be at least 10 feet, or Developer shall attach thane parking
structures to the principal structures.
2, Developer shall improve Laurel Street from the west end
of the project to Tenth Street in conformance with the standards
of the Public Works Department. The improvements shall include
concrete curb, gutter, and a 36' street width curb to curb, paved
with asphaltic concrete with a sidewalk on the north side of
Laurel, storm drainage, street lights, curbs and gutters, utility
crossing and traffic control devices. The City's engineer shall,
at the cost of developer, evaluate the strength of the native
soils and determine the street section design in accordance with
the Public Works Department Design Standards.
3. Developer shall provide for street lights at the
following locations:
1. 9500 Lumen HPSV at the intersection of North Tenth
Street and Laurel Street.
2. 5800 Lumen HPSV at the intersection of Laurel Street
and driveway to these apartments.

Developer shall install all pads and conduits far street
lights as a part of the construction of the development, and
shall assume all costs associated with this condition.
4. The driveway for this project shall be located on Laurel
Street. Developer shall provide for safe ingress and egress far
the project according to the requirements set forth in the Public
Works Standards.
5. Developer shall construct a new sidewalk adjacent to the
curb along Laurel Street according to the City's Standards tar
Public Works Construction.
6. Developer shall provide the City with the number and
size of water meters for this development. City wi11 provide and
install the water meters. Developer shall assume all casts
associated with this condition.
7. Developer shall provide a set of drawings far the
sanitary sewer system for review and approval by City prior to
issuance of a building permit.
8. Developer shall provide City with a complete set of
construction drawings for the storm drainage system to serve this
property. All roof drains, area drains, crawl spaces, and
parking lot drains shall have positive drainage away from the
structures, and sha11 connect to a storm drainage system approved
by the Public Works Department.
9. A "No Parking" area sha11 be created along North Tenth
Street adjacent to the property.
10. The bikeway an North Tenth Street shall be striped to
include a 5' bikeway on the west side of North Tenth Street.
11. Developer shall install fire hydrants} at a
location{s} to be stipulated by the Public Safety Department.
12. Conditions 4, 6, 7 and 8 sha11 be completed prior to
issuance of any building permits. Conditions 2, 3, 5, 9, 1fl and
1I sha11 be completed prior to issuance of a certificate of
occupancy for any structure.
