Buntin, Applicant) (37 2W IIABD Tax Lots 1601, 1602 and part of 1603) BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL POINT, OREGON, AS FOLLOWS: Section 1. Nature of A~plica~ion. This is an application for site plan approval for a 44-unit residential multiple family project in an R-3 district on Hopkins Raad, near the intersection of Hopkins and Burrell Raad. Section 2. Criteria Applicable to Decision. The fallowing Chapters of the Central Paint Municipal Code apply to this application: i. Chapter 17.28, Requirements tar Residential Multiple Family District; 2. Chapter 17.fi0, General Regulations; 3. Chapter 17.64, Off-Street Parking and Loading; and 4. Chapter 17.72, Site Plan, Landscaping and Construction Plan Approval. Section 3. Findinas. 1. The proposal is far a 44-unit multiple family residential project, in an R-3 district, which is a permitted use. The combined lot area is 108,900 square feet, which would allow for 64 units under the density standards of CPMC 17.28.080. The 44 units therefore comply with the density standard. 2. The proposed single story structures are less than 35 feet in height, and therefore comply with the height standards of CPMC 17.28.050. 3. (~ (1.21693) 5. Parking standards in CPMC i7.64.0~0 are met by the plan, which provides for 9 foot by 20 foot parking spaces, including 44 covered spaces and 5~ uncovered spaces. 6. The project meets the city landscape standard contained in CPMC 17.60.1Q0 in that there is a 2a-foot clear vision triangle provided far in the driveways. Section 4. Conditional Approval. The within application for site plan is hereby conditionally approved, so long as the following conditions are met: Conditions 1. Outside lighting shall not reflect into adjacent streets and property. 2. Applicant shall amend the site plan to provide for 26- foot parking aisles, a total of 44 sheltered bike parking spaces, and three handicap parking spaces. 3. All ground floor units must be adaptable to handicap standards, and all common use activities must be made accessible for handicap use, pursuant to the American Disabilities Act. 4. Developer shall provide for street lights at the driveway intersection with Napkins Road and install all pads and conduits for street lights, as a part of the construction of the development. Developer shall assume all costs associated with this condition. 5. Developer's engineer shall submit a traffic analysis regarding the adequacy of the distance along Hopkins Road, from the proposed driveway for this development to the intersection with Bursell Raad. The engineer shall demonstrate the adequacy in terms of the required storage for vehicles behind an east bound vehicle turning left into this development. The engineer shall use an estimated traffic volume of 5Q00 VT/D for Hopkins Road. 6. Developer shall provide City with the number and size of water meters for this development. City will provide and install the water meters. Developer shall assume all costs associated with this condition. 7. Developer shall provide a set of drawings for the sanitary sewer system for review and approval by City, prior to issuance of a building permit. 2 - PLANNING COMMISSION RESOLUTION NO. a ~ ~ (121693) 8. Developer shall provide City with a complete set of cnnstruetion drawings for the storm drainage system to serve this property. All roof drains, area drains, crawl spaces, and parking lat drains shall have positive drainage away from the structures, and shall connect to a storm drainage system approved by the Public Works Department. 9. The on-site storm drain system shall drain to the Meadow`s storm drain system through a new storm drain or an approved drainage ditch. Developer proposes draining this development to an existing drainage ditch which is not adequate. 10. Developer shall construct a local street along the easterly property line. The street shall have: 1. A ~O-f oat right-af-way; 2. Street width of 36 feet Pram curb to curb paved with asphaltic concrete; 3. Curbs/gutters; 4. Sidewalks; 5. Storm drainage; 6. Street lights; and 7. Utility crossings. ll.. Developer shall design the sanitary sewer system to serve this development to connect to the 12 inch sanitary sewer in Columbine Way and provide an 8 inch sewer extension at the southerly end of the property at a location approved by the Public Works Department. 1.2. Conditions 4, 10 and 11 shall be completed prior to issuance of a Certificate of Occupancy for any structure. Conditions 5, 6, 7, 8, and 9 shall be completed prior to issuance of any building permits. Passed by the Planning Commission and signed by me in authentication of its passage this ~~ day of 1994.
