PLANNING COMMISSION RESOLUTION NO. 263
A RESOLUTION GRANTING APPROVAL OF A TENTATIVE PLAN
FOR UNIT ND. 1 OF FOREST GLEN SUBDIVISION

BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
CENTRAL POINT AS FOLLOWS:
Section 1. Nature of A lication. This is an applicatian
far approval of a tentative plan for a 45-lot subdivision in an
R-1-6 district of Central Point, Oregon. The Planning Commission
reviewed the application and tentative plan at a public hearing
on August 17, 1993.
Section 2. Approval Criteria. The criteria for approval of
this application are found in CPMC Chapter 16, relating to
tentative plans and subdivisions, and in Chapter 17, relating to
zoning and lot sizes.
Section 3. FindincZs and Conclusions. The Planning
Commission finds and determines as follows:
A. Tentative Plan Re uirements. The application and
tentative plan herein are in the correct form and contain all of
the inf armation required for the same under CPMC Chapter 16.10.
B. Area and Width of Lots. The subdivision lots average
8,204 square feet and all meet the R-1-6 district lot size
requirements of 6,000 square feet fnr interior lots and ?.000 for
corner lots found in CPMC 17.20.050. The minimum width
requirements of CPMC 1?.20.050 are also met, with interior lots
at least 50 feet wade and earner lots at least 70 feet wide.
C. Blocks and Streets. The tentative plan proposal for the
layout and dimensions of streets and blacks is in compliance with
the requirements of CPMC Chapter 16.20 regarding streets and CPMC
Chapter 36.24 regarding blocks,

tentative plan approval for Forest Glen Subdivision Unit No, 1 is
hereby approved, subject to the fallowing conditions imposed
under authority of CPMC 16.10.490:

Conditions
I. City has designated Hopkins Road and its extension as a
collector street, which requires a right-of-way of 60 feet and a
street width of 40 feet. Tentative plan and final plat shall be
corrected to show proper right-af~way and street width.
2. A11 structures which require roof drains, area drains,
and crawl spaces shall have positive drainage away from the
structure and drain lines connected to a curb drainr or an
approved storm sewer. Developer shall provide the necessary
storm drainage improvements and lot grading to ensure that all
streets, lots, and properties will drain. Developer shall submit
a grading plan with the construction drawings and perform such
grading and drainage improvements which satisfies this drainage
condition leaving only minor grading required for each lot during
hawse construction.
3. City's engineer shall, at the asst of the developer,
evaluate the strength of the native sails and determine the
street section design in accordance with the Public Works
Degartment Design Standards, The following design criteria shall
be used:

4. The construction drawings for this tentative plan shall
include a street lighting plan and a traffic control plan in
accordance with the requirements of the City of Central Paint
Public Works Department. Developer shall pay for all costs
associated with the design and installation of the improvements
specified vn these glans.
5. Developer shall include on the final plat a l~foot
access control strip at the ends of Coachman Drive and Glengrove
Avenue.
6. City's master water plan calls far the connection of the
12" water line in Hopkins Road with future water lines on the
east side of the freeway. Developer Shall extend the existing
12" water line in Hopkins Road to the water line proposed for
Glengrove Avenue. Developer shall install a valved cross in

Hopkins Road and extend the 32" water line to the freeway right
of-way. Developer"s engineer shall design the remainder of the
water system to serve the development of this tract and any
future development served by the extension of the water system
installed as part of this development, A minimum 20' water line
easement shall be provided for the 12" water line extension to
the freeway and the easement shall be placed on the final plat in
a location approved by the Public Works Department.
7. The construction drawings shall indicate type, size and
location of water mains and fire hydrants in accordance with
City's Public Works Standards and the recommendation of City's
Fire Chief.
8. Developer's engineer shall design the sewer system to
serve the development of this tract and any future development
served by the extension of the sewer system installed as part of
this development. The sanitary sewer fvr this subdivision and
future phases of this subdivision shall be connected to Manhole
E-34A, which is a part of the regional interceptor.
9. Developer shall reconstruct a portion of the regional
interceptors to a size which will carry the existing peak flow
from the 38" regional interceptor and the peak flaw from this
development, and any future developments upstream that will
connect to this development's sewer system.
14. The storm drainage system for this development, and
future developments within the Meadow Creek Drainage Area shall
be connected to a new storm drainage pipe crossing I-5. The
storm drainage system and the I-5 crossing shall be sized to
carry upstream flows of the Meadow Greek area, and developer's
engineer shall provide drainage calculations as a part of the
construction drawings for this subdivision to support sizing the
storm drainage system.
31. Also, as a part of the submittals to the Public Works
Department, developer shall include all permits, and/or approvals
required by: The Division of State Lands; Dregon Department of
Transportation; Federal Highway Administration; Oregon Department
of Environmental Quality, and any other agency requiring approval
for this storm drainage I-5 crossing. All easements for this
storm drainage system shall be dedicated to the City of Central
Point and shall be submitted to City prior to final plat approval
or if adequate provisions are made under 36.12.474 and 36.32.480
to satisfy this Condition.

12. Developer's engineer shall include a driveway diagram
for each lot on Hopkins Road as a part of the construction plan
drawings. Driveways far each lot having access onto Napkins Road
shall be spaced the farthest distance away from driveways to
adaacent Tots.
