A RESOLUTION CONDITIONALLY APPROVING A SITE PLAN APPLICATION FOR A TWO--FAMILY DWELLING UNIT ADJACENT TO AN EAST-WEST ALLEY IN THE VICINITY OF THE NORTHWEST CORNER OF NORTH EIGHTH AND MAPLE STREETS (Applicants: Kenneth and Annemarie Jangaard} {Northerly Portion of Lats 7 and 8 of Block 68, Original Town of Central Paint) BE IT RESOLVE] BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL POINT, OREC3ON, AS FOLLOWS: Section 1. Nature of Apx~lication. This is an application for site plan approval far a duplex unit in an R-2 zone. The Planning Commission conducted a public hearing an such application on August 17, 1993. Section 2. Criteria Applicable to Decision. The following chapters of the Central Point Muzxicipal Code are applicable to this application: {a} Chapter 1.7.24, Requirements far Residential, Two- Family District; {b} Chapter 17.60, General Regulations; (c} Chapter 17.64, Oft-Street Parking and Loading; {d} Chapter 17.72, Site Plan, Landscaping and Construction Plan Approval, Section 3. Findin s. .1. The proposal is for a two-family dcrelling unit in an R-2 district, which is a permitted use. 2. The proposed structure is 15 feet high, which is less than the 35 feet maximum, sa that the structure complies with the 35-foot standard. 3. The lot is approximately 7,700 square feet, and therefore meets the R'-2 minimum lot size of 7,000 square feet for earner lots. 4. The proposed structure covers approximately 2,748 square feet, which amounts to 36~ of the lot. Maximum lot coverage in the R-2 district is 50~, sa that the site plan meets the standard. 1 - PLANNING COMMISSION RESOLUTION NO. 261. {083093) 5. The set-back requirements for this property are as follows: Front - 24 feet Side {Street) - 20 feet Side {Interior) - 5 feet Rear _ 10 feet The plan meets these standards. 5. The proposal complies with Chapter 17.54 regarding clear vision, projection from building, access, and similar requirements. 7. The site plan includes four covered parking spots, which meets the code requirements. Section ~ Conditional A roval. The within application for site plan is hereby conditionally approved, so long as the following conditions are met: Conditions 1, Developer shall improve the existing alley north of the property in conformance with the standards of the Public Works Department. The improvements shall include a minimum 2 inches of compacted asphaltic concrete over 5 inches of compacted base rock aver compacted subgrade, and reconstruction of the alley driveway. The work shall include drainage improvements. 2. Developer shall saw cut and remove portions of the curb and gutter along North Eighth Street and install new driveways as. designated on the site plan, according to the requirements of the Public Works Department. 3. Developer shall construct a new sidewalk adjacent to Month Eighth Street according to the standards set forth in the Public Works Standards, and assume all costs associated with this condition. ~. Developer shall provide City with the number and site of water meters for this development. City will provide and install the water meters. Owner shall assume all costs associated with this condition. 5. Developer shall provide a set of drawings far the sanitary sewer system for review and approval by City prior to issuance of a building permit. &. Developer shall provide City with a complete set of construction drawings for the storm drainage system to serve this property. 2 - PLANNING COMMISSION RESOLUTION NO. 2b1 (083493} 7. A~.1 rnot drains, area drains, crawl spaces, and parking lot drains shall have positive drainage away from the structure, and shall connect to a storm drainage system approved by the Public Works Department.
