A RESOLUTION CONDITIONALLY APPROVING A SITE PLAN
.~IPPLICATTON FOR A TIiREE~-PI~E3~ MULTZPLE-~FAMII.,Y TJN3T
AT THE NORTHWEST CORNER OF GLENN WAY AND SNOWY BUTTE ROAD
BE IT RESOLVED BY THE PLANNING COMMISSION of THE CITY OF
CENTRAL POINT, OREGON, AS FOLLOWS:
Section 1. Nature of _Appli.cation. Th3.s is an. appla.cation
for site plan approval tar a three-plex rnultipl.e-family unit in
an R-3 zone on a lat ].orated at the northwest corner of Glenn Way
and Sx~awy Butte Road, Central Foi.nt, Oregon. The Planning
Commission. canducted a public hearing on. such appl i_cation an ~Tul. y
£, 1.993, which hearing was continued to and campleted on ~'uly 20j
1993,
Section ?_. Cxi~eria A livable to Decision. The ta7.lawi.ng
chapters of the Central Point Mun~.cipal Code are applicable to
this application:
(a) Chapter 1.7,28, Requirements tar Residential,
Multiple-Family District;
(b) Chapter 1.'7.60, General Regulations;
(c) Chapter 1.7.64, Off-Street Parking anal Loading;
(d) Chapter 1.7.72, Site Plan, Landscaping and
Construction Plan Appraval.
Section 3. Findizz s..
1.. The prapasal is for a three-plex, multiple-family unit
in an R--3 district, which 3.s a permitted use.
2. The proposed structure is ?_3 feet high, which is less
than the 35 feet maximum, so that the structure complies with the
35-foat standard.
3. The lat is approximately 9,583 square feet, and
therefore meets the R-3 m~.n.imum lot size of 8,944 square feet for
a three-unit structure.
~. The propased structure covers approximately 2,'780 square
feet, which amounts to 290 of the lot. Maximum lot caverage i_n
the R-3 district is 50~, so that the site plan meets the
standard.

5. The set-back requirements foz this property in the R--3
zone are a5 f.ollaws:
Front - 20 feet
Side (Street} ... 20 feet
Side { Interior} - 3.0 feet
Rear - l.0 feet
A var.3,ance to allow vehicle mane~~vexing i_n the front set-
back area, adjacent to Snowy Butte Raad, allowing a 1,0-feat set
back instead of the required 20-~f_QOt set-back, was prev~.ously
granted by the Planning Comml.ssion on March 5, I979, and the
Planning Comm3.ssian now affirms that variance. The site plan
meets the side and rear, set-backs.
6. The proposal complies with Chapter 1.7.60 regarding clear
vision, praject.ion from building, access, and simiJ,ar
requirements.
7. The site plan includes three covered parking spots, and
i~our uncovered parking spats, which meets the code requirements,
subject to appli.cant placing wheel stop barriers in parking
spaces 5 , 6 anal 7 .
8. Parka.ng aisles are required to be ?_6 feet in width to
provide for vehicle maneuvering. The application provides f.or a
?_4-foot maneuver~_ng area on the north end of the property arad a
25-foot maneuvering area. nn the southern end of the property.
These measure tents are within the ~.0~ variance which can be
allowed by the Planning Cammissa.an without a formal variance
application, and they are approved.
Section 4 Conditional A, roval. The wa.thin application for
site plan zs hereby conditionally approved, sa long as the
fallow~.ng conditions are met:
Conditions
1. Owner shall dedicate 5 feet of right-of-way on the
southern boundary of the property, adjacent to Snowy Butte Road.
In addition, owner shall, dedicate whatever property is necessary
to round tha corner, to City standards, between Glenn Way and
Snowy Butte Road.
2. Owner shall grant to the City a 10-foot public utility ~
pedestrian access easement, allowing public utilities anal
sidewalks, starting at the northeast corner of the property,
proceeding sout~i. and then west along the boundary to the
soo~thwesterl.y corxaer of the property.

3. Owner shall make street i.mprnvemc~nts to the not^th sidR
of Snowy Butte Raad, adjacent to t~.he project. Such improvements
shall include 20 feet of paved street, curb, gutter, sidewalk anal
storm drainage, a.ll to be canstrt.tcted in accoz°dan.ce witkz the
applicable public works standards. The 24 feet of street
improvement Shall. be measured from the property line after the
5-foot dedication ar,ct~:rs.
4. Owner shall. move the driveway approach at t1tP northeast
carnet of the property i foot. south, in order to meet. the public
works standard.
5. A 9500 Lumen High Pressure Sodium Vapor Street Light
shall be installed at a location to be determined by the Public
works Department.
6. The westerly curb and gutter of Glenn Way adjacent to
the easterly praperty line of the property shall be designated a
"Na Parking" zone, "No Parking" signs erected! ~.~3.d the Curb
painted yellow.
7. The curb anal gutter for the two (2) driveways iEor this
property as designed nn the site plan shall be saw cut and
removed, and new driveways :installed.
$. ,Sidewalk shall be constructed on the praperty adjacent
to Glenn Way according to the standards set Earth in the Public
Works Standards.
9. Owner shall provide the City with the number and size of
water meters for this development.
10. Owner shall. provide a set of drawings for the sanitary
sewer system for review and determinatiaz~. by the City prior to
issuance of a building permit.
lI. Owner_ shall provide the City with a complete set of
construction drawings for the storm drainage system to serve this
property. A1. 1. roof drains, area drains, crawl spaces, and
parking lot drains shall have positive drainage away from the
structures, and shall. be connected to a storm drainage system
approved by the Public Works Department.
1.2. Owner shall place wheel, stop barriers in parking spaces
5, 6 and 7.
