Mnnre Construction Co.} (37 iW 11A Tax Lot 1.901) BE xT RESOL,VEL7 BY THE PLANNING COMMISSION OF THE CLTY OF CENTRAL, POINT AS FOLtLOWS: Section 1. Nature ot_A~ppla.ca'~ian. This is an application for approval of a tentative plan for a 23-lat subda.vision in a.n R-1-8 district of Central Point, Oregon. The Planning Cot~missian reviewed the application and tentative plan at a public hearing on May 18, 1993. Secti.an 2. ,_ Approval Criteria. The criteria for approval cif this application are found a.n CPMC Chapter 16, relating to tentative plans and subdivisions, and in Chapter l_7, relating to zoning and lat sizes. ~ectian 3. Findings and Cnnclusi.ans. The klanning Commission f~.nds and determines as follows: A. Tentative Plan Requirements. The app].icatin~. and tentative plan herein are in the correct form and contain all of the informatian required for the same under CPMC Chapter 16.10. B. Area and Width of Lots. The application is for approval of a 23-lot subdivision in an R-1-8 district. The subdivision has lots ranging in area from 8,000 square feet to approximately 8,500 square feet, which area sizes satisfy the R-1-8 district lat size requ~.rements of 8,000 square feet for interior Iots and 8,000 for corner lets found in CPMC 17.50,050. The minimum width requirements of CPMC 17.20.050 are also met, with interior lots at least 60 feet wide and corner lots at Ieast 70 feet wide. C. Blocks and Streets. The tentative plan proposal fnr the layout. and dimensions of streets and blocks is in carnpl.iance with the requirements of CPMC Chapter 16.20 regarding streets and CPMC Chapter 1.6.24 regarding blocks. Section 4._ Conditional ALaproval. The application for tentative plan approval for Tyler Park Subdiv~.sx.an is hereby approved, subject to the following conditions imposed under authority of CL'MC 16.10.090: 1 -~ PLANNING GOMMISSZON RESOLUTION NO. ~ {051893) Conditions i. The developer shall construct a storm drainage system adequate to provide for exacting runoff into the subdivision property, and for the runoff from each lot, and all streets within the Subdivision, including Hopkins Road. The developer's engineer shall prepare a complete set of drainage calculations supporting the design of the storm drainage system far this development. The developer shall submit this informat~.on along with the construction drawings for the tentative plan improvements to the Public Works Department before obtaining permits far construction. 2. The developer shall submit, with the construct~an drawings, lot topography information to make sure all roof drains, area drains, and crawl spaces have positive drainage away from the structure and are able to connect to a curb dram ar an approved storm sewer, The developer shall provide the necessary storm drainage improvements to assure that all streets, lots, and all properties will drain properly as sta.pulated above. 3. The developer shall include on the construction drawings a Street Light Plan and a Traffic Control Plan to be approved by the Public Works Department. The developer shall pay far all casts associated w~.th the design, construction and installation of these plans. 4. The City's engineer shall, at the cast of the developer, evaluate the strength of the native soils and determine the street section design in accordance with the Public Works Department Design Standards. The following design criteria shall be used: Street Name Average Daily Traffic ~ Trucks Juanita Way 1000 ~T/D 2~ 5, Hopkins Road shall be reconstructed so that the existing curb returns are removed and replaced with new street improvements. Such improvements shall include the installation of curb and gutter, sidewalks, striping and storm drainage in accordance with the City's Public Works Standards, to be approved by the Publ~.c Works Department. 6. The water system serving this development shall be designed and built so as to serve any future development utilizing the water system far this subdivision. 7. The type, size and location of water mains and fire hydrants shall be in accordance with the City's Public Works Standards and approved by the Fire Chief. 2 - PLANNING COMMISSION RESOLUTION NO. c2.SS {051893} $. The Sewer system serving this develnptnent shall be designed to also Serve any future development which can be served by grav3.ty sewer and which wall connect with the sewer system installed far tl~i5 development. 9. Tkze proposed development for the parcel to the east of this tract includes the cant~_nuance of Juanita Way as a through street, Developer shall design a temporary turnaround on Juanita Way on the eastern. edge of the development. Such temporary turnaround design shall be submitted to the Public Works Director far his approval, prior to incarporatiaa, of such design into the final plat. Such desagn5 shall be incorporated into the construction plans and specify.cations far the subdivision. lb. A on.e-foot access control strip shall be placed at the end of Juanita Way nn the final plat.
