PLANNING COMMISSION RESOLUTION NO.
A RESOLUTION GRANTING APPROVAL OF A TF,NTATIVE PLAN
FOR UNIT NO. 5 OF JACk~SON CREEK ESTATES SUB[7IVISION

BE IT RESOLVED BY TkIE PLANNING COMMISSION OF THE CITY OF
CENTRAL POINT AS FOLLOWS:
Section ~.. Nature of A~~._icatian. This ~.s an applicat~.rsxr
for approval of a tentative plan for a 33-lot subdivision in an
R-~-1-$ district of Central Paint, Oregon. The Plann~.ng Commission.
reviewed the appl]..cat~.an and tentative plan at a publx.c hearing
on Apr3.l 6, ].993.
Sect~.on. 2. A,~pproval Criteria. The criteria far approval of
this application are found in Ck~MC Chapter 16, relating to
tentative plans anal subdivisions, and in Chapter 7.7, relating to
zoning and lot sizes.
Section 3. Finda.ngs and Canclusi.ons. The Planning
Commission finds and determines as follows:
A. Tentative Plan Requa.remen.ts. The appJ.ieation and
tentative plan herein are ~.n the correct farm and contain all of
the information required fnr the same under CPMC Chapter 1.6.].0.
B. Area and Width of Lots. The application is for approval
of a 33--1 at subdivision in an R-lw8 district. The subdivision
has lots ranging in area from 8,045 square feet to approximately
1.1.,53]. square feet, which area sizes satisfy the R-1.-8 district
lot size requirements of 8,000 square feet for interior lots and
8,000 far corner lots found a.xz CPMC 1.7.50.050. The minimum width
requirements of CPMC 17.20.050 are also met, vrith interior fats
at. least 60 feet wide and corner lots at least ?0 feet wide.
C. Blocks and Streets. The tentative plan proposal far the
layout and dimensions of streets and blacks is in. complianr~e with.
the requirements of CPMC Chapter 16.20 regarding streets and CPMC
Chapter 16.24 regarding blacks.
D. Off~Site Improvements. The Planning Camma.ssion makes
the following findings and. determinations:
1. This subdivision development will add traffic volume
onto Beall I.~an.e anal a.t is therefore reasonable to require
developer to make certain off-site improvements to Beall Lane,
set. forth in. Section. 4 below.

2. The aff-site improvements required herein am
reasonably related to the develapment. and wil.3. serve the publa.c
purpose of mitigating the increased traffic volume onto $eall
Lane as a resint of the development.
Section 4. Con_di_t__ional Approval. The application for
tentative plan approval far Jackson Creek Estates Subdivision
Unit No. 5 is hereby approved, subject to the following
conditions imposed under authority of CPMC 15.10.090:

fifth axed last phase of a master plan for the Jackson Creep
Estates Subdivision. According to the Jackson Greek Ne~.ghbnrhaad
Development Plan, Annalee Drive is to evQn.tually be extended to
the wewt, ixtta property oat awned by Developer. Developer shall
design a temporary turnaraund nn Annalee Drive on the western.
edge of the development to provide a turna~~oun.d area for.
vehicles. Such temporary turnaraund design shall be submitted to
the Public Works Director for his appraval. prior to incarparat~.an

incorporated into the construction plans and specificat_i.ans far
the subdivision.
2. The storm drainage pipe an Daffney sane shat] be
extended so catchbasins can be constructed at the intersection of
Annalee Drive and Daffney Dane.
A starrn drainage pipe shall be constructed in Annalee Drive
from the intersection of Annalee Drive and Daffney Lane tq
Station 2+40 W. on Annalee Drive.
3. The City's Engineer shall, at the cost of the developer,
evaluate the strength of the native sails and determine the
street section design in aacardance with the Publx.c Works
Department Design. Standards. The fol].awing design criteria shall
be used:

4. The developer shall. include on the cox~st.ructian drawi.nc~
a Street L3ight Plan and a Traffic Gan.t_rnl Plan to be app~~aved by
the Public Works Department. The developer shall pay for all
costs associated with the design, construction and installation
of these plans.
5. The developer shall ixaclude upon the Constructi.a~z
Dz°awings the driveway locations far ingress and egress for Lots
162, 1.65, 175, 1.76, 181. and 190. The location far the driveways
for the above lots shall be the farthest distance an the lot away
frazn the intersection of Annalee Drive/Daffney Lane, Daffney
Lane/Amanda Way and Amanda Way and A.mancl.a Court, as the case may
be.
6. The developer shall widen Beall sane adjacent to the
Jackson Creek Estah.es Unit No. 5 by constructing the following
irttpravements
a. Street subgrade, baserock, and asphaltic concrete
paving, constructed to widen Beall Lane on the
northerly side to provide for a 2~' rez~terlinP,
to curb width.;
b. Curbs/gui:ters;
c. Sidewalks;
d. Storm Drainage System;
e. Traffic Control and Delineation;
f. 12" Ductile Iron Waterline;
g. Utility Crossings as required;
h. Transition tapers to transition from the
widened portion of l3eal.l Lane to the existing
Beall Lane width, a distance to be approved by
the Public Works Department;
i. Street Fighting;
j. Bikeways.
Tc~ accommodate the widening of Beall Lane, the developer
shall deda.rate the most southerly 10 feet of property adjacent to
Beall. Lane in the Jackson. Creek Estates Subdivisa.an Unit No. 5.
7. The waterline on Annalee Drive shall. be designed and
constructed to provide service to property west of Arxnalee Drive.
In the event an 8" taterline is insufficient, the developer shall
increase the size.
8. The Sanitary Sewer Line in Annalee Drive shall be
designed and constructed to provide service to future lots for
the extension of Annalee Drive. Design infnrmati.on shall be
provided at the time the construction drawi.n,gs are submitted for
permits to construct Jackson Creek Estates Subdivision Unit Na.

9. The developer sha11 r.onstruct a storm drainage system
adequate to provide for existing r~~noff into the subdivision
property, and for the runatt tram each lot, and all streets
within the Subdivision. The develaper.'s engineer shall. prepare a
complete set of drainage calculat:~.ans supporting the design of
the storm drainage system far this develaptr~ent. The developer
shall, submit this information along with the construction
drawings far the Tentative Plan improvements to the Public Words
Department before obtaining permits for construction.
7.0. The developer shall submit, with the construction
drawings, lot topography information to mare sure all roof
drains, area di-airzs, and crawl spaces have positive drainage away
from the structure and are able to connect to a curb drain or an
approved storm sewer. The developer shall provide the necessary
storm drainage improvements to assure that. all streets, lots, and
all properties will, drain properly as stipulated above.
