This is an application for sate plan approval for a multiple-family dwelling in the R--3 district on a lot located at 113 Glenn Way, Central k'oint, Oregon. There i.s an existing four-family dwelling already existing on the lot. on January 19, 1993, the Planning Commission r.onduct.ed a public hearing on the application, which public hearing was continued, and then. resumed and completed on February 16, 1993. Section 2,. Criteria Application to I7eci.siox~. The follo~rl.ng chapters of the Central Point Munic:~.pal Code apply to this application: 1. Chapter 12.02, Street Improvements; 2. Chapter I7.28, R--3, Ftesiden.tial Multiple Family District; 3, Chapter 17.60, General Regulations; ~. Chapter 17.64, Off--street Parking and Loadixzg; and 5. Chapter 1.7.72, Site Plan., i~andscaping anal Constructaoxz Plaxa Approval. Section 3.__~'indi.ngs. 1. The proposal is for a multiple-family dwelling in an R--3 district, which is a permitted rise. 2, The maximum building height in the R-3 district is 35 feet. The proposed structure is illustrated at 23 feet, anal meets the standard. 3. The lot is 128 feet Uy 7.30 feet, for a total of 16,640 feet. CPMC 17.28,085 requires that, in order for additaon.al dwelling units to be placed on a single lot upon which there are existing dwelling units, the applicant must be able to create an additional lot meeting the requirements of Title 1,7. The minimum lot. s~.ze ~_n the R-3 district is 6,000 square feet. Pursuant to CPMC 7.7.28.080, applicant would need a total of 7,600 square feet. for each four--fam3.ly dwel.l.ing, for a tot.a]. of 15,200 square feet. The maximum l nt c:average i.n the R-3 di.stri.ct is 50~ of the lot area. The site plan shows a 27n aggregate }aui),ding coverage, and therefore meets the requirement. 5. The proposal meets the minimum setbacks in the R-3 district, 6. The requirement fnr separation betweez-z principal structures is half the sum of the height. of both principal. structures, which in this case is 23 feet. The proposal shows a distance of 20 feet 6 inches, and ther_efare does root meet the standard. k~owever, the Planning Commi.ssiax~. is authorized to grant 10o variances pursua~~t to CPt~G 1.7.80.0?0, and such variance is hereby granted. 7. The project is required to have a minianum of four covered parking spaces and five uncovered spaces, pursuant to CPMC 17.64.040(A}(2}. The site plan satisfies that requirement. 8. CPMC 17.6,100 requires 9 foot by 20 fact parking spaces with minimum 25-foot aisles for 90 degree parking. The application satisfies the parkiixg space size, a.nd provides for a minimum 26-foot parking aisle. 9. CPMC 17.28.085{B} requires a 20~-faot wide access from the street to the structure. The site plan shawl a 24-foot wide driveway/bridge to serve the development, which meets the City standard. ].0. CPMC x.2.02.010 requires improvement of the street adjacent to the building, unless the City determines that the construction is occurring "outside an area of ordi.na3.y city blacks", in which case the City may waive the requirement sa long as the developer gives an irrevocable consent to be included in a local improvement district far the constructions of street improvements, to be binding upon, the property and any future owner of the property. The Planning Commission hereby finds that the proposed construction qualifies as being "outside an area of ordinary ca.ty blocks", because of the unusual alignment of the property and an adjacent creek between the praperty and the street, as well as the fact that the property i.s in an area of an "S" curve. The 2~-~foot wide driveway/bridge access is sufficient to handle fi_refighti.ng and emergency equipment, as per an inspection performed by Fred Phillips, P.E., by report dated ~'anuary x.9, 1993. 7 - PI.~ANNI~IG C[~MMI58ZON RESOf,UTTQ~ NO. ~.~b {030193} Section 4. _ Conditional .~pp~aval. The within appla_cat~.on for site plan is hereby conditionally approved, so lone as the fallowing conditions are met: 1. All roof drains, area drains, and crawlspaces shall have positive drainage away from the structtitre and shall lae connected to a curb drain ar an approved storm sewer. Applicant shall provide the building's finzshed floor anal property tapagraghical elevat~.o~ns to determine that all structures w_~Il drain properly. 2 . Apgiiaant shall, prior to 3.ssuance of a certificate of occupancy, dedicate a five-foot strip of land, running the length of the lot, on the westerly property line, to the City of Central Point for street purposes.
