Oza June 4, 1992, the City received from applicants Ted Branch and Bob Bauman a Tentative Plan Application for Griffin Creek Estates Subdivision, located on the north side of West Pine Street, near the intersection faith Corcoran Lane, in Central Point. 2. On December 7., 7.992, the Central Point Planning Commission conducted a public hearing on the application, reviewed the City Staff Report, and heard testimony and argument an the application. Now, therefore, F3E IT RESOLVED B'Y THE CITY COUNCIL OF THE CITY OF CENTRAL POINT, OREGON, A5 FOLLOWS: Section 3. _ I'~ppraV'a~._ Cr~~.er~a. `She criteria for approval of this application are :~aund in CPMC Chapter 36, relating to tentative plans arad subdivisions, and in Chapter 7.7 relating to lot sizes. Sect~nn 2. Findings__and_Conc~usions. The Planning Commission finds and determines~as (allows: A. Ten$atai,~re Phan Requirements. The application and tentative plan herein are in the correct faun and contain all at the information required for the same under CPMC Chapter 7.6.10. B. ,Area aid Width of Tots. `She application is for approval of a 16-lot subdivision in an R-~1-8 zone. Except far one lot of substandard size, far which a variance was granted by Planning Camrnission Resolution No. 242, the subdivision has lots rangixag in area frog 8,000 to 11.,700 square feet, which area sizes watisfy the R-1--8 lot size requirements of 8,000 square feet far interior lots and 8,000 square feet for corner lots found in CPMC 17.20.050. Except for the substandard lot mentioned, the minimum width requirements of CPMC 37.20.050 are also met, with interior lots at least 60 feet wide and corner lots at least 70 feet wide. 3 ~ PLANNING COMMISSION RESOLUTION NO. 246 (121192) C. _Blocks and Streets. The tentative plan proposal tar the layout and dimensa.ans of streets and blacks is in compliance with the requirements of CP~SC Chapter 1.6,20 regarding streets and CPMC Chapter 1.6.24 regarding blocks. D. 0~~-mite ~mp~c~~r~m~n~s. The Planning Commission makes the fallowing findings and determinations: 1. This subdivision development will add traffic volume and tcao additional accesses onto West Pine Street and it is therefore reasonable to require Developer to make certain off- site improvements to West Pine Street, set forth in Section 3 below. 2. The oft-site improvements required by the Planning Commission are reasonably related to the development and will serve the public purpose of mitigating the increased traffic volume and additional accesses onto West Pane Street as a result of the development. Estates subdivisian ~_s, hereby approved, subject to the fallowing conditions imposed under authority of CPMC ~.~.1.0.090: Cando. t i ons 1. All roof drains, area drains, and crawl spaces shall have positive drainage away from the structure, and shall be connected to a curb drain or an approved storm sewer. Developer shall provide a finished floor eletratian and property topographic information for each lot as part of the construction drawings for this subdivisian. 2. West Pine Street shall be widened in the following manner: (a) From the intersection of West Pine Street and Nadine Way Station 0+00, West Pine Street shall be widened 100 feet to the east to provide a 30 fact curb to curb width Pram the centerline of West Pine Street. Frain I00 feet t.a the east of station 0+00 West Pine Street shall be widened to station 1-~2~ for a transition from the widened portion of West Pine Street to the existing pavement. (b) From the intersection of West Pine Street and Nadine Way Station 0+00 West Pine Street shall be widened to the west to station 1+fi0 to provide for a 30 font curb to curb width from the centerline of West Pine Street. Frain station i+60 to the west. to station 2+20, West Pine Street shall be w~.dened to provide for an acceleration taper to match the existing pavement. 2 -~ PLANNING G©MMISSION RESC]LUTION NO. 246 {121.].92) {c} The West pine Street widening improvements shall include: subgrade, baserock, asphaltic concrete, curb and gutters, sidewal3~s, storm drains, street lights, traffic control devices, delineation and utility crossings. 3. A Street Lighting plan shall be included in the construction documents according to all the requirements of the Central Point Public Works Department. All ~.ntersectians shall be illuminated and all local streets shall have a minimum street light spacing of 200'. Arterial streets shall have a minimum spacing of 200' utilizing 22,000 Lumen $PSV street lights. Developer is to install all pads and conduits far street lights as a part of the construction of the Subdivision. The Developer shall also pay far street lights and far the installation of all street lights in the Subdivision. 4. A Traffic Control Signing Plan shall be included as a part of the final construction plans, and all signs and controls will be installed by the City. All costs associated with such installation shall be paid far by the Developer. 5. Driveway accesses for Lots 13, i4 and tax lot 300 shall. be from Nadine Way, and shall be constructed the farthest distance away from the intersections} of West Piz~e Street and Nadine Way. Na driveway access will be allowed onto West Pine Sheet. 6. A portion of this property is located in a special flood hazard area commonly referred to as the 100 year flood plain. The Developer shall obtain a development permit as established x.n Central point Municipal Cade (CPMC) 8.2~.i20, and provide the information required by CPMC 8.2.130 prior to the issuance of said development permit. The development permit shall be obtained from the City prior to commencement of construction on this subdivision. 7. A soils engineer must evaluate the strength of the soil (R-value or equivalent) to determine the street section design. The City's Engineer shall be used, and the Developer shall pay for the casts of these services. West Pine Street shall be designed for a minimum 20 year life, given a daily traffic volume of 10,000 vehicle trips per day and 10p trucl~ traffic. Nadine Way shall be designed for a minimum 20 year life, given a daily traffic volume of 1,000 vehicle trips per day, and 20 truck traffic. 8. The western end of Nadine Way shall be Constructed sa as to intersect with West Pine Street. at a 90 degree angle, or as close thereto as possible. 3 ~ PLANNING COMMISSION RESOLUTION NO. 246 {121192} 9. Trans~.tion at pavement., curbs and sidewalks at the west intersection of West Pine street and Nadine Way shall be canstructed by the Developer as illustrated ~.n the attached schematic, diagram marked Exhibit "A", and by this reference in.cor~orated herein. ~.0. Developer shall install, in compliance with City Public Works' standards, curb, gutter and sidewalks adjoining 37 2W IOBD Tax Lat 200, and 37 2W lOAP, Tax Lots 4900 and X104. 11. Developer sha11 do the following: (a) Serve written notice on all subcontractors advising them to use araly the fraz~t entrance to the subdivision as ingress and egress, and to refrain from using private property as access; {b) Install an earthen barricade to prevent access to the site via private property; (c) Require builders and buyers to install a uniform fence (gaud neighbor style} between the site and adjoining property, as it is developed, running the full lexzgth. of the subdivision boundary; and (d) Provide an on--site supervisor, full time, dur~.ng construction to oversee project activity.
