Zeeb - OSP Property - 37 2W 3B TL 1500) WHEREAS, Clayton D. Zeeb, on behalf of Northwest Construction Company, has submitted an application for a minor land partition of a 7.25 acre parcel, located at 1000 North Pacific k~ighway (Hwy 99} just north of Crater High School (37 2W 3B TL 1500), and WHEREAS, the Planning Commission of the City of Central Point held a public meeting upon said application for minor land partition on October 2, I990 pursuant to Central Point Municipal Code Section 1.24.020C, and having at said public meeting received and reviewed the City staff report and testimony, and being fully advised, now therefore, BE IT RESOLVED BY TEE PLANNING COMMISSION OF THE CITY OF CENTRAL POINT, OREGON , AS FOLLOWS : Section 1. Based upon the staff report, evidence, and record relating to said application, the Planning Commission hereby finds that said application meets the requirements far minor land partition, that said minor land partition as proposed is in compliance with the City's comprehensive plan and zoning code, and if the conditions set Earth hereinafter are met, said application meets the City's requirements for minor land partition. Section 2. The Flanning Commission hereby recommends approval of the minor land partition application Submitted by Clayton D. Zeeb, subject to the conditions set forth in Exhibit A, attached hereto and by this reference expressly made a part of the within resolution. RESOLUTION NO. 209 MLP.ZEEB/RESO Section 3. Tn accordance with Central Point Municipal Cade Chapter .1.24, this resolution of the Planning Commission, inc~.uding th.e conditions set forth a.n Exhibit A, shall be forwarded to the City Administrator who shall schedule a public hearing before the City Council. After conducting said public hearing, recording and reviewing the city staff report and testimony, the City Council may decide in the matter of sa~.d minor land partition. ZEES/~tESO CONDITIONS - N.W.CONSTRUCTION-05P Minor f..and Partition The following items shall be completed within the timing listed for approval of this Minor Land Partition. 1. Any improvements made to Parcel 2 which requires a building permit shall require the conditions below to be completed. 2, If Parcel 1 is not constructed as approved by the site plan for the Oregon state Police Facility, then Parcel ~ would also be subject to Condition 1. above. a. Highway 99 shall be widened to accommodate a 60 ft. street section according to the requirements of the Dragon State Highway Department. The widening improvements shall include paving with asphaltic concrete, curbs and gutters, sidewalks, street lighting, and storm drainage, Highway 99 shall be designed based an the strength of the sni 1 for a 20 year l ife, 2C?,000 vt/d and 2D~ trucks. 4. Parcel 2 shall provide i5 ft. storm drainage and sanitary sewer easements to Parcel 1 to provide access across each property, 5, A street lighting plan shall be included in the construction documents according to the requirements of the Public Works Director. All ingress/egress locations shall be illuminated. developer to install all pads and conduits for street lights as a part of the construction of this project, The developer shall also pay far street lights and the installation of all street lights by PP&L. 6. The developer shall install ar cause to be installed, conduits far utilities at intersections ar locations determined by utility companies and utility companies who will oat install their services until after this project is constructed. The developer shall be responsible for all costs associated with the installation of these conduit crossings. All utility construction {i,e. power, telephone, gas, cable t.v.) shall be constructed according to the requirements of the governing utility and the franchise agreements with the City for each utility. 7. This development shall nat impact the i00 year Mood capacity of Griffin Creek or the Scenic Avenue bridge, ~f improvements are required, they shall be done according to the plans completed by Developer's engineer and approved by the Central Point Public ~lorks pepartment. 8< C?evelaper shall design the storm drainage system to provide for discharge of properties in future phases or within the drainage service area of this project's storm drainage system. do site storm drainage shall be designed to handle a 1C year storm runoff. 9. Accn~^ding to CPMC 8.24 and 8.28, the owner of the property adjacent to a 1Ct~ year Eland plain or a drainage channel is required to maintain their portion of the channel free from obstructions that would affect the 1(}C year flood elevation or ialock flow in the channel. The developer shall provide access to Griffin Creek a minimum of l5 ft. for equipment to maintain the Griffin Creek channel. All maintenance of Griffin Creek Channel is the responsibility of the prapert}' pwner.
