A RESOL~3TION RECOMMENDING APPROVAL OF PRELIMINARY
SUBDIVISION PLAT FOR STONECREEK NO. 4, Phase II
WHEREAS, Gary Y~hittle, on behalf of Pacific Crest Properties, has submit-
ted a preliminary plat for a subdivision located in the southwest quadrant of the
city west of where Hog Creek runs approximately north and south, further de-
scribed as Jackson County Assessors map 372W 10DA Tax Lots 300,400, and 100, and,
WHEREAS, the proposed preliminary plat for Stonecreek No. 4, Phase II is
a component of a larger subdiva.sian development which is planned for the tract
controlled by the developer, further described as T.,at T, Snowy Butte Orchards,
Jackson County Assessor Map No. 37 2W 10DA, Tax Lots 100, 200, 30D and 400, and,
WHEREAS, the developer has submitted a tentative master plan for
Stonecreek No. 4 dated June 26, 1990, which illustrates the layout of the forty-
one (41) lot subdivision, the layout of cut.-de-sacs and a fifty (50) foot wide
extension of Glenn Way which would connect at the existing Glenn Way and inter-
sect at Seall Lane, and,
WHEREAS, on July 10, 1990, the Central Paint Planning Commission re-
ceived and accepted said tentative master plan, and,
WHEREAS, the Planning Commission of the City of Central Point held a
public meeting upon said application for approval of the preliminary plat on
August 7, 1990, pursuant to Central Point Municipal Code Section 1.24.020C, and
having at said public meeting received and reviewed the application. City staff
report and testimony, and being fully advised, now, therefore,

UREGON, AS FOLLOWS:
Section 1. Based upon the staff report evidence, and record relating
to said applicatian, the Planning Commission hereby finds that said application
meets the requirements for preliminary plat applications, that said preliminary
plat as proposed is in compliance with the City's Comprehensive Plan and Zoning
code, and if the canditions set forth hereinafter are suet, said application meets
the City°s requirements for subdivision layaut, par} dedication, street stan-
dards, water system standards, sanitary sewer standards, and storm drainage stan-
dards.
Section 2. The Planning Commission hereby recommends to the City
Council approval of the preliminary subdivision plat submitted by Gary Whittle,
far Stonecreek No. 4, Phase II subject to the conditions set forth in Exhibit A,
attached hereto, and by this reference expressly made a part of the within resolu-
tion.

1. Place "North" arrow an preliminary plat.
2. Provide topographic information on Preliminary Plat so drainage areas
can be defined.
3. (..ocate existing seasonal runoff streams on the preliminary plat.
~. The Master Plan for Stnnecree€< No. ~- identifies Glenn Way as being
adequately served by a 50 R.O.W, and a 36' curb to curb street
section,
5. A Storm Drainage Master Plan for this area shall be developed as a part
of the construction documents to assure all seasonal drainage €~~as been
provided for.
6. Storm Drainage calculations shall be provided by the engineer with final
construction drawings adhering to existing Master Plans.
7. Access driveways for corner lots 15 and ~6 shall be located the furthest
point away from the intersection nn the new col-de-sac.
8. The col-de-sac must be renamed. Amy Street already exists in Central
Point,
9, Street name signs including posts, labor and equipment for installation
of street signs shall be paid for by the developer of this subdivision
and the installation shall be carnpleted by the City,
i0. A traffic control 5igr~ting plan shall be included as a part of the final
construction plans, and will be installed by the City and all costs
associated with traffic control sign installation shall be paid for by
the Developer,
li. A soils engineer must evaluate the strength of the sail (R-value) to
determine the street section design. The City'S engineer shall be used,
and the developer Shall pay far the casts of these Services. A design

l2. A street lighting plan shall be included iii the constructian docui~rents
according to the requirements of the Public Wort-.s Director. All
intersections shall be illuminated. Developer to install al~i pads arzd

i3. Ladder rungs shall be installed in each sanitary sewer manhole of a
depth greater than 3.0' to the flow line of the manhole. Develaper

14, Thera is a small seasonal stream which flaws through this property.
Developer shall construct a storm drainage system which collects the
flow from this stream and carries the flaw through this subd;vision 'in
such a manner as to not cause flooding of any lot.
15. Develaper shall instal l ar cause to be instal led, conduits for uti 1 i'cies
at intersections, or laca~tinr~s determined by utility companies.
Develaper shall also provide conduit crossings for uiility companies who
will i~rnt install their services until after the subdivision is
constructed. The developer shall be responsible for all costs
associated with the i»stallat~ion of these conduit crossings.
16. The water sysl=.erz~ shall be designed to provide a minimum flow at eacah
fire hydrant in the su~adivisian of #000 gpm.
17. All construction far utilities, streets and other structures discussed
I~erein within rights of ways owned or to be owned by the City of Central
Paint, shall be done so according to all rules, regulations, ordinances,
resolutions, and other applicable requirements of the City of Central
Point far constructian of this subdivision.
i8. The preliminary plat review for the preliminary plat submitted herein
by Gary Whittle was dune in accordance with the rules, regulations and
ordinances in effect as of the date of this review. Any modifications
by the developer which would a11ow this subdivision not to meet
standards set forth in the Central Paint Municipal Code or would require
staff to complete a new preliminary plat review shall require a new
su~amittal of preliminary plat far City approval.
19. The developer nr developer's engineer sha11 submit two (2) sets of
canstr°uction plans, and specifications, ar~d any other appurtenant
information required by the Public Works Director in order to review for
compliance with Public Works Standards far Central Point.
