USE ITT THE CITY'S C-4 70NING DT STRICT
WHEREAS, A developer is currently planning a community shopping center
development within the Gity`s Tourist and Office Professional District (C-4
Zone), more specifically located within the southeast quadrant of the city east
of Freeman Road and west of Interstate 5 freeway, and,
WHEREAS, Community Shopping Center is not listed as a permitted use in
Chapter 17.44 of the Central. Point Municipal Code and said developer has request-
ed that the planning Commission make a ruling as to the similarity and compatibil-
ity of said commercial use within the C-4 zone,
THE PUNNING COMMISSION OF THE CITY OF CENTRAL POINT, OREGON, MAKES THE
FOLLOWING FINDINGS:
Section 1. Community shopping center is not specifically named as a
permitted use in any zoning district of the Zoning Title of the Central Point
Municipal Code and therefore is eligible for consideration as a similar and com-
patible use within a zoning district of the City.
Section 7. It has been observed that community shopping centers have
been planned and developed within other communities like Central Point and such
developments have typically included a variety of commercial uses which are also
listed as permitted uses in Section 17.44.{320 of the Central Point Municipal Code
and therefore it is anticipated that a community shopping center could exist
compatibly with those uses.
Section 3. The community shopping center which is currently being
contemplated by a developer was not anticipated when the zoning ordinance was
revised and codified because the economic environment within the community of
Central Point was not conducive to such commercial developments at that particu-
lar point in time.
Section 4. A community shopping center is a group of commercial Estab-
lishments planned, developed, owned and managed as a unit and will be subject to
local., state and federal regulations in the same manner as permitted uses listed
within 'Title 17 of the Central Point Municipal Code.
Section 5. The community shopping canter use is consistent vrith the
general purpose of the C-4 zone and the City's growth policies because
a. Community shopping centers provide parking and retail shopping
convenience to local consumers, Expo park users, airport users
and the City's downtown area;

b. Conununity shopping center would be easily accessed by local
residents from major arterial streets and caauld be easily
accessed by the general motoring public from :Cnterstate 5
freeway;
OREGON:
c. Community chapping centers which are planned, developed, owned
and managed as a unit provide economies of scale;
d. Community shopping centers would encourage future economic
development within the city which is essential to the demands
of a growing population;
e. Community shopping centers located within the community will
strengthen the City's overall economic base because they will
reduce the drain of retail sales transactions which occur
outside the City of Central Point now.
f. Community shopping centers have the potential to provide for
and serve the development of concentrated tourist commercial
and entertainment facilities and compatible major professional
office facilities.
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY 0~` CENTRAL POINT,
1. That the community shopping center sha11 be defined as a group of commer-
cial establishments planned, developed, awned or managed as a unit which
may include a variety of uses such as those permitted uses listed in
Section 17.44.020 of the Central Paint Municipal Code and may also in-
clude typical uses as follows:
a. Supermarket
b. Department store
c. Sporting goods
d. Bunks and stationary
e. Gifts, nations and variety
f. Florist
g. Leather goods and luggage
h. Pet sales and related supplies
i. Photographic supplies
j. Health food
k. Self-service laundry
1. Antique shop
m. Delicatessen
n. Pastry and confectionery
o. General apparel
p. Shoes and boots
q. Specialty apparel
r. ~7ewelry
s. Clocks and watches, sales and services
t. Bakery, retail only
u. Bicycle shop
v. Audio, video, electronics sales and service
w. Printing, lithography and publishing

2. That said community shopping center use .is of the s~3zne general type as
those permitted uses in Chapter 1'7.44 of the Central Paint Mun.i.c.ipal
Code is therefore declared to be similar and compatible to said uses.
3. That a record of this similar and compatible determination shall be kept
by the City as xequired by Central Point Municipal Code Section
17.60.140.
