Whittle, subdivider and developer, has applied far approval of the preliminary plat far Phase IV of Stonecreek No. 3, a subdivision generally located on Daniel Street between Glenn Way and Timothy Street in the southwestern quadrant of the City, more particularly described as Jackson County Tax Assessor`s map page 37 2W IDDB Tax Lot 100; and, WHEREAS, a notice of public meeting was appropriately posted at the the Central Paint Public Library, Central Point Post Office, Central Paint fire Sta- flan, and the Central Point City Hall; and, WHEREAS, at a regular meeting an January 2, 1990 a review of the prelimi- nary plat was held before the Central Point Planning Commission where opportunity for testimony from proponents and opponents was provided; now, therefore, BE IT RESOLVER BY THE PT=ANbIING CONINiTSSION OF THE CITY OI' CENTRAL POIN'T', OREGON, AS FOLLOWS: follows: Section 1. The relevant criteria applicable to said application is as (a) The Comprehensive Plan designates the site as low--density residen- tial; (b) The Zoning Ordinance designates the site as R-1-6; (c) Central Paint Municipal Code Chapter 16.24 describes the infor- mation the Planning Commission must review in order to consider approval of a preliminary subdivision plat. Section 2. The Planning Commission hereby finds as follows. The proposal meets the City`s housing goal as described in the Comprehensive Plan because: (a) It ensures that adequate housing will be provided in the City of Central Point for persnns regardless of age, family status, income level, race, ethnic background, sex, ax religious affiliation. (b) Tt ensures that a vaziety of housing will be provided in the City in teams of location, type, price and tenure, according to the projected needs of the population. Street name signs including posts, labor and equipment fer installation of street signs shall be paid for by the developer of t:~is subdivision and the installation shall be completed by the City. 2. A traffic control signing plan shall be included as a part of the final construction plans, and will be installed by the City and all costs associated with traffic control sign in~tailation shall be paid for by the Developer. 3. A soils engineer must evaluate the strength of the soil (R--value) to determine the street section design. The City's engineer shall be used, and the developer shall pay for the cost of these services. A design life for Snowy Butte Lane shall be a minimum 20 year life given a daily traffic volume of iF•00 vehicle trips per day and 1ss truck traffic. ~. A street lighting plan shall be included in the construction documents according to the requirements of PP&L. All intersections shall be illuminated. Developer to install all pads and cor:duits for street lights as a part of the construction of the subdivision. The developer shall also pay for street lights and for the installation of ail street lights in this subdivision. 5. The developer shall construct a valve at the end of the street in this phase for future connection of the next phase of this development. 6. Ladder rungs shall be installed in each sanitary sewer manhole of a depth greate r than 3 .0 feet to the f l o~•r 1 i ne of the manho 1 e . bevel ope r shall use ladder rungs approved by the Central Point Public works Depar~~-~en~. 7. There is a small seasonal stream which flows through this property. Developer shall construct a storm drainage system which ooilects the flow from this subdivision and carries through this subdivision in such a manner as to not cause f 1 ood i ng of any l of i n or d rai Wage area of th i s seasonal stream. 8. Developer's engineer shall evaluate the downstream structures of the drainage system which provides discharge for this subdivision. If it is determined that any structure(s) can not meet the flow requirement oat to exceed a 100 year flood, the developer shall improve said structure(s) to meet this requirement. Said improvement shall be done according to the plans completed by the Developer's engineer and approved by the Central Point Public Works's Department. 9. Catchbasins must be located no greater than 350 feet for any section of curb and gutter. 5 iC. Developer shall design the storm drainage system tc provide for discharge of properties in future phases or within the drainage service urea of this subdivision's storm drainage system. 11. A $2Cp.00 per lot parks and recreation fee will be paid prior to City Council considering approval of the Fina~° Plat. 12. The developer shall install or cause to be installed, conduits for utilities at intersections or locations determined by utility companies who will not instali their Services until after the subdivision is constructed. The developer shall be responsible for all costs associated with the installation of these conduit crossings. 13. A Subdivision ;agreement shall be approved by the City Council prior to issuing a permit for construction of this subdivision. 1~. All construction for utilities, streets and other structures discussed herei n wi thi n rights of ways o~,vned or to be owned by the City cf Central Point, shah be done so according to all rules, regulations, ordinances, resolutions, and other applicable requirements of the City of Central Point for construction of this su:~div=sion. 15. The final plat for this subdivision shali pct be approved by the City Council until all conditions as herein stipulated and as a~nroved for t:^is subdivision have been met. .. 16. The preliminary pint review for the preliminary plat submitted herein by Gary i~lhittle was done in accordance with the rules, regulations and ordinances in effect as of the date of this review. Any modifications by the developer which would allow this subdivision not to meet standards set forth in the Central Point Municipal Code or would require staff to complete a new preliminary plat review shall rewire a new submittal of preliminary plat for City approval. 17. Zf it is determined that insufficient flow less than 1000 gpm is unattainable for fire flow in this subdivision, the developer shall make the necessary corrections to the existing water system within this subdivision to obtain the required fire flow. The correction(s) shall be completed as a part of the construction of this subdivision, 18. Developer shall construct the storm drainage system to meet the requirements set forth by the Department of Environmental Quality for Biochemical oxygen demand, suspended solids, ammonia, and phosphorus. Any correction to the storm drainage system shall be completed during the construction of this subdivision, 19. Snowy Butte Lane shall Be constructed to a 50 ft. right of way with a 36' curb to curb width. Curbs and nutters and full street width widening shall Be completed by the developer of this subdivision. Any participation in cost by adjacent property owner shall be the responsibility of the developer to coordinate. b 20. ,4 reserve strip sha d be installed at the location approved by the Public Works Department to accommodate the temporary turn around. ~ 2~. Snowy Butte !ane from Joseph Street to the most southerly lot in this =~ subdivision is greater than 400'. Tn order to accommodate this plan, a temporary turn around approved by both the Central Point Fire Department and Public Works Depart{meat shall be installed jus~ south oz the most southerly lot in this subdivision. 22.
