Ifi~a ~Z A I2ESOI,UTION OF' RECOMMENDATION 0~' API'ROVAI, TU GRANT A MINOR LAND PA,R'I'ITION WHEREAS, on March 21, 1989, Koger Richardson filed an application far a minor partita.an of land described as ~7ackson County Map Page 37 2W 13.D, Tax Lot 22x0; and WHEREAS, the agenda including the public meeting was posted at the Central Point Public Library, Central Point Post Of lice, Central Point Fire Station, and the Central Paint City Hall; and WHEREAS, at their regular meeting on April 4, 1989, the Planning Commission held a review of the proposal, provided opportunity for testimo- ny born proponents and opponents, and received a planning staff report; and WHEREAS, subsequent to the review and public hearing, the P1an- Wing Commission made a motion to provide recommendation for approval to the City Council; now therefore; SE IT RESOLVED that the City of Central Point Planning Commission recommends to the City of Central Point City Council that the minor parti- Lion of land be approved subject to the requirements of the Public Works Department, attached hereto as Exhibit "A" and by this reference is incor- posted into the within resolution. Accesses will be authorized at Bursell Road or Beall Lane but not both. Maxi- mum width shall not exceed 30 feet. Access shall be at least 150 feet from the center line of the intersection. 3. Plantings within 55 feet sight triangle at the Beall Lane/Bursell Road; Inter- section shall be not aver 42 inches high, and the sight triangle shall be measured from the future street widths mentioned in 1 above. 5. Beall Lane and Bursell Road are in poor condition, however they are listed under Jackson County jurisdiction. Normally the City will negotiate with the County to participate financially either directly to tkze City or upgrading the existing street section with County crews to City standards. A permit is required from Jackson County for all construction within County road right-of-way. This includes accesses. WATER SYSTEM REQI3IREMENTS 1. An existing 8 inch water main is in the northern right-of-way of Beall Lane, and an 8 inch water main exists in the eastern right-of-way for Bursell Road. 2. A City of Central Point fire hydrants is located 1800 lineal feet from the property at the southeast corner of the intersection of Bursell and Pittview Ave, 3. Additional fire hydrants may be required based on recommendat:i.nns of the City of Central Point Fire Department. 4. Meters are required for each building or separate structure. Property owner can separate irrigation system by a separate meter. 5. Ductile Iron Pipe is the only pipe alJ.awed in the City of Central Point hater System. SANITARY SEWER REQUIREMENTS 1. A trunk main exists at the intersection of Beall Lane and Burrell Road. In order to provide service to this property an 8 inch main must be extended east on Beall Lane to the east end of this tax lot. This sewer could be done by Local Improvement District if enough property owners are willing to participate. 2. This property shall design a system far on site sanitary sewer which provides service for the entire development. 3. Connecting service main to this property shall be controlled at a manhole. STORM DRAINAGE REQUIREMENTS 1. Existing storm drainage is provided through roadside ditches. Provide a storm drainage plan which determines affect of runoff from this development on dawn stream storm drainage facilities. MISCELLANEOUS RE UIREMEN`~S 3.. Prior to construction a complete set of construction plans shall be developed which will include the following: - Square footage of each separate lot - List all PUE information on plans - Complete a Systems Inventory Sheet for all Public Works type installation - Include other utilities and crossings for gas, telephone, power and cable TV - All public works construction shall. be completed as required in the Central Point Public Works Standards. - A grading plan shall be provided which corresponds to the cut and fill design to assure all lots drain. - Water, Street Improvements, sanitary sewer, storm drainage, and all other required public curb facilities 2. A $200 per unit Park Development Fee shall be paid prior to issuing building permits. 3. A Deferred Improvement Agreement shall be signed which included water, storm drainage, sanitary sewer, street improvements to Burseil Road and Beall Lane, street lighting, curbs and gutters, and sidewalks. 9. All cost associated with this development shall be the sole responsibility of the applicant or owner.
