THE CONDITIONAL US> APPLICATION 5UB1v3ITTED BY D1aNNTS KOTTKE
WHEREAS, an application for a conditional rise permit for the manufacturing of
plastic products for on--premise sales in a C--S zone has been submitted by Dennis
Knttke for Aztec Cultured Marble, a business to be located at 81(? South Front
Street within the City; the location mare particularly described as Jackson County
Tax Assessor's map page 37 2W 11CB, tax let 405; and
WHEREAS, the Central Point Planning Commission has reviewed and approved the
application at a public hearing held on the first day of March, 1988; now,
therefore,
BE IT RESOLVED BY THE PLANNING COMMISSION OF `!'HE CITY OF CENTRAL POINT,
O~2EGON, AS FOLLOWS:
Section 1. The relevant criteria applicable to the within application is
as follows:
(a) The Comprehensive Plan designates the site as thoroughfare cammerciaJ..
(b) The Zaning Ordinance designates the site as C-5.
(c} Central Point Municipal Cade Chapter 17.76 describes the conditions which
the Planning Cammission must consider in order to grant a conditional
use permit.
Sectiorr 2. The Planning Cammission hereby finds as follows:
(a) The site is adequate in size and shape to accommodate the proposed use,
and meets parking, setback., access, building height, and lot coverage
.requirements.
(b) The site 11as access to a public highway, Front Street, (a major arte-
rial) and has been satisfactorily reviewed by the Uregon Department of
Transportation (ODOT).
(c) All abutting properties are commercial or have light manufacturing char-
acteristics and have been developed to a similar density or are planned
and zoned for such development.
(d} The plastic manufacturing operation will utilize the latest production
techniques and equipment. The facility will meet all applicable Uniform
Building and Uniform 1;'ire Cade requirements.
Section 3. The Planning Commission finds that the record herein and the
findings therefrom support the conclusion that the proposal is in compliance with

the City's Comprehensive Plan and the app:I.icable standards of the Cii:y's Zoning
Code. The proposed conditional use i.s hereby approved subject to compliance with
the relevant requirements of the Unifnrrr~ Building Cade, Uniform fire Cnde, and
requirements of the Public Works Department attached hereto as T;xhibit ''A" ar~d by
this reference incorporated into the within resolution.

1. Sanitary Sewer Service:
The sanitary sewer main is located off First Street to the east of the property.
The developer shall connect the building sewer to this system, The Pennysaver
building connection cannot be .interfered with.
2. Water Service:
The Central Paint Fire Department will approve the location of installation of
fire hydrants if required.
No water service is present; however, the City will be installing a 12-inch duc-
tile iron water main an the east side of Highway 99. 'The City will provide the
service connections and water meters for both domestic and irrigation at a loca-
tion agreed upon by developer, and only upon payment of the proper fees.
3. Storm Drainage:
The developer shall provide a calculation of storm water discharge from the pro-
posed development.
Star_m water shall be discharged from a piped system connected to the catchbasin
located in back of the curb on Highway 99.
Oregon Department of 'Transportation shall approve said storm water connection.
4. Street Improvements:
This property abutts Highway 99 which is a major arterial. 'The Oregon Department
of Transportation (ODOT) recently installed curbs and access driveways to this
property and the Pennysaver building. ODOT shall review and approve the access
requirement prior to issuance of a building permit.
A sidewalk is oat presently constructed along any of the Highway 99 property ex-
cept further north toward Pine Street. The developer shall be required to sign a
deferred improvement agreement for both sidewalk and bikeway facilities planned
for the near future. The estimated cost of sidewalks is $15.00/LF and bikeways is
$17.50/LF.
Streetlighting has been installed from Pine Street south on Highway 99 to about
Cedar Street, Very few street lights exist south of Cedar Street. This makes
ingress/egress to this property at the accesses very dark. Streetlights designed

for an arterial standard 35-foot aluminum davit pale with 22,000 lumen high pressure
sodium vapor light at each access should be installed. The developer should work with
Pacific Power and fight Company for these installations.
5. Qther Utilities:
Developer to work with power, gas, cable T.V., and telephone companies to deter-
mine required improvements in the public right-of-way to serve the property.
These plans shall be included with the construction drawings.
6. Capital Improvement Plan Analysis:
The Cupp Drive waterline project may be in progress during the construction of
this development. The contractor for this development shall cooperate with the
City's contractor so as not to adversely affect the construction of this waterline.
