Section 13.2$.050 requires a s~inimum lot width of 60 feet in an R.-3 Zone, and Section ~.7.b0.134 requires a minimum street frontage of 44 feet. The requested variance is to allow the proposed sots 2 & 3 to share a 30 foot street frontage an Glenn Way. Said frontage to take the form of a 34 foot wide access bridge across Daisy Creek. A.. There are exceptional circumstances applying to this land ire that the only possible access zs across Daisy Greek fzorri Glenn Tdap, resulting in the bridge being the only actual. "street frontage.." Although there axe two similar bridges on adjoining parcels of land, said conditions do not apply generally to Land in the same district. B. The granting of this variance is necessary for development of this property to occur, thereby preserving the property rights of the petitioner. A need for this kind of development has been shown in the findings submitted with the Minor Partition Request (See Attached) C, The granting of this application will not create adverse effects to the health ar safety of persons reaidf,ng oz working, ix~ the area. The location of the access bridge off of Glenn ~1ay has been the only. public safety concern to date. Dave Hutson, County Traffic/Subdivision engineer has suggested the present location to provide adequate traffic flow for the proposed intersection. An easement fur a water line from the subject property across the property to the south has been retarded with the city. This will allow the developer to extend the water line £ra~n East Pine Street and cannec.t to the water ~.ine on Snowy Butte axtd Glertrt Way. 2) The proposed 30 foot bridge across Daisy Czeek will be built to State Highvray Specifications, 3) Developer has had property surveyed with elevations established to assure compliance with the Federal Flood Insurance Act, 4) Design of the prr.~sosed access street onto the property is a matter foz the Planning Commission to consider. - Access from the proposed bridge anti street to accomodate lot ~~2 which will be created by this minor partition, is a matter o£ concern. Pir, Denn has indicated his intention to record a cooperative agreement, deeded to the properties for maintenance and use for ingress and egress for ~l.nt ~2. .. X have made art on-site inspection of the ingress and egress from Glenn Way and after having discussed the problem with Dave Hutson, County Traffic Engineer, the plants subr3titted appear to be the most acceptable.
