Hays and Michael J. Moran filed an application for the vacation of an alley which runs north From East Pine Street for a distance of $0 feet and is located midway betcreen Nnrt11 Front and Narth First Streets, Central Point, Oregon, within Black 14 of the original town map of Central Point, shown on Jackson County Tax Assessor's Map Page 37 2W 3DD, and further described in Exh~.bat D attached hereto; and, WHEREAS, Notice of a Public Bearing held September 1, 1987 was published a.n the Medford Mail Tribune on August 23 and 30, 1987; and, WHEREAS, at sa~.d public hearing testimony from proponents and opponents was heard or given opportunity to be heard; anal, BE IT RESOLVED that the Planning Commission of the City of Central Point recommends appzoval to the City Council of the vacation of an alley which runs north from East Pine Street for a distance of $0 feet and is located midway between North Front and North Fa.rst Streets, Central Point, Oregon, and further described in Exhibit D attached hereto. Planning Commission Chairman ATTEST: ~~ / ~~ Planning Commis oa~ Secretary RESOLUTION N0. 1 27 i ~~ PLANNING COMMISSION RESOLUTION N0. 1 ~ 6 A RESOLUTION RECOMMENDING APPROVAL OTC THE PIZE'LZMTNARY PLAT FOR STONECREEK III, PI-IASE 2, A SINGLE-FAMILY IZESIDENTZAL SUI3DIVZSION LOCATED GENERALLY WEST OF GLENN I.7AY AND SOUTH OF JOSEPH STREI?T ~dHEREAS, Gary GJhittle, subdivider and developer, has fi.J_ecI an application for approval of the preliminary plat for Stonecreelz I3 I, Phase 2, a singJ.e- family residential subdivision 7_ocated. generally west of Glenn tday and south of Joseph Street; and, W1lEREAS, notices of a public hearing held on August 4, 19$7 were published in the Medford Mail Tribune on May 20 and 26, ].987; and, WHEREAS, at said public hearing on August 4, 1987 a review of the preli-~ urinary plat was held before the Central Point Planning Commission where opportunity for testimony from proponents and opponents was provided; and, T,~HEREAS, the proposed preliminary plat is dependent upon receipt of approval of the vacation of the portion of Snowy Butte Road as described in Exhibit "D" attached hereto; now, therefore, BE IT RESOLVED I3Y THE CENTRAL POINT PLANNING COMMISSION AS FOLLOWS: That the Planning Commission of the City of Central Point, Oregon, recom- mends that the City Council approve the preliminary plat for Stonecreek ITZ, Phase 2, a single-family residential subdivision located generally west of Glenn Way and south of Joseph Street, subject to the following fifteen (15} cnndi.tinns and requirements: 1. Developer is to provide a 100-year frequency storm water drainage basin report based on the Cityfs comprehensive plan and design all facilities and housing in the subdivision to comply with the requirements of both the Federal Flood Insurance Program and the City engineer. Such study shall give preference to Griffin Creels for storm drainage purposes. 2, Subdivider shall prova.de curb heights at or above the 100--year flood elevation for each lot, 3. All dwellings shall have elevations o£ lowest floor at least 12 inches above the 100-year flood elevation. Tees in lieu of land dedication for recreational park purposes shall. be $200 "per dwelling unit" due and payable prior to fit_ing of the final plat. 11. All uti..lities to be in relation to street centerline as indicated in the City's standards a~.zd specifications. 12. Plat design shall include connections of sidewalks and street construc- tion with the Glenn Way intersection at Snowy Butte Lane. 13, Sanitary sewer - Provide information on routing of proposed sanitary sewer design considering the proposed vacation of the portion of Snowy Butte and the former design presented a few years earlier. 14. Provide for a sewer connect to accommodate the property at the west end of Snowy Butte Road. 15. Developer shall provide a storm drainage system that addresses the con- veyance of irrigation water and surface runoff. Storm drainage shall also provide for as much westerly flow as possible to avoid additional loading on the Glenn ~n~ay system. 1~urther management of overland flow affected by this development shall be addressed. BE IT FURTHER RESOLVED: That the Planning Commission recommends that the. preliminary plat appro- vat be contingent upon the receipt of approval of the vacation of the portion of Snowy Butte Road as described in Exhibit "D" attached hereto.
