j,7HE}ZEAS, Gary Whittle, subdivider and developer, has fi.~[.ed an application
for approval of the preliminary plat far Stonecreelc ll:t, Phase 2, a single--
family residential subdivision located generally west of Glenn Way and south
of Joseph Street; and,
t;~IiEREAS, notices of a public hearing held an August ~~, 1987 were
published in the Medford Mail Tribune on May 20 and 26, 19$7; and,
WHEREAS, at said public hearing on August ~, 1987 a review of the preli-
min.ary plat was held before the Central 3?nint Planning Commission where
opportunity for testimony from proponents and opponents coos provided; anti,
[d1iEREAS, the proposed preliminary plat is dependent upon receipt of
approval of the vacation of the portion of Snowy Eutte Raad as described in
Exhibit "Dtr attached hereto; now, therefore,
33E IT RESOLED BX THE CENTRAL POINT' PLANNING COMMTSSTON AS FOLLOWS:
That the Planning Commission of the City of Central Poa.nt, Oregon, recom--
mends that the City Council approve the preliminary plat for Stonecreek III,
Phase 2, a single family residential subdivision located generally west of
Glenn Way and south of Joseph Street, subject to the following fifteen (15)
conditions and requirements:
1. Developer is to provide a 100-year frequency storm water drainage basin
report based on the City}s comprehensive plan and design all facilities
and housing in the subdivision to comply with the requirements of bath
the Federal Flood Insurance Program and the Gity engineer. Such study
shall give preference to Griffin Creek for storm drainage purposes.
2. Subd~.vider shall provide curb heights at or above the 100~year flood
elevation for each lot.
3. All dwellings shall have elevations of lowest floor at least 12 a_ncktes
above the 100-year flood elevation.

4. Depth of all sanitary sewers mist be sufficient as determined by the. C,'i.ty
to allow future extensions.
S. Ail construction of public facilities must be done to City standards and
specifications and at developer.'s expense.
6. Street sagas and traffic control signs to be installed by the City at
developer's expense.
7. The installata.an of street lights shal]. be .i_n accordance with Pacific
Power and Light Company`s recommendations. The cost of installation
shah. be the responsibility of the developer
8. Final location, design and s~.z:l.ng of public facilities to be determined
by the City engineer at the time of approv~.ng the developer's construc-
tion drawings.
}. This approval is to the applicant, Gary GThattle, and is not transferable.
A change in ownership of the development shall requ~.re 1'lannang Commis-
sion approval, at which time the Planning Commission may review and may
require additional conditions or requirements to the preliminary plat,
and Planning Commission shall have the option to review the Land sale
document,
10. fees in lieu of land dedication for recreational park purposes shall be
$200 "per dwelling unit" due and payab.l.e prior to filing of the final
plat.
11, All. utilities to be in relation to street centerline as indicated in the
City's standards and specifications.
12. Plat design shall include connections of sidewalks and street construc-
tion with the Glenn. Way intersection at Snowy Butte Lane.
13. Sanitary sewer -- Provide information on routing of proposed sanitary
sewer design considering the proposed vacation of the portion of Snowy
Butte and the former design presented a few years earlier.
1~-. Provide for a sewer connect to accommodate the property at the west end
of Snowy Butte Road.
15. neveloper shall provide a storm drainage system that addresses the con-
veyance of irrigation water and surface runoff. Storm drainage sha11
also provide for as much westerly £low as possible to avoid additional
loading on the Glenn Way system. further management of overland flow
affected by this development shall be addressed.

That the Planning Commission recommends that the preliminary plat appro-
val be contingent upon the receipt of approval of the vacation of the portion.
