City Council Meeting Minutes
August 28, 2008
1. REGULAR MEETING CALLED TO ORDER
Mayor Williams called the meeting to order at 7:00 p.m.
II. PLEDGE OF ALLEGIANCE
III. ROLL CALL: Mayor:. Hank Williams
Council Members: Bruce Dingier, Dick Halley, Kay
Harrison, Mike Quilty, and Matthew Stephenson were
present. Walter Moczygemba was absent.
City Administrator Phil Messina; City Attorney Doug Engle;
Police Chief Jon Zeliff; Community Development Director
Tom Humphrey; Interim Finance Director Bev Adams;
Parks and Recreation Manager Matt Samitore; and City
Recorder Deanna Casey were also present.

V. CONSENT AGENDA
A. Approval of August 14, 2008, City Council Minutes.
B. .Approval of Good Neighbor Day Proclamation
Mike Quilty made a motion to approve the two items on the Consent
Agenda. Kay Harrison seconded. Roll call: Bruce Dingier, yes; Dick Halley, yes;
Kay Harrison, yes; Mike Quilty, yes; and Matt Stephenson, yes. Motion approved.
VI. ITEMS REMOVED FROM CONSENT AGENDA -None
VII. PUBLIC HEARINGS, ORDINANCES AND RESOLUTIONS
A. Second Reading, Ordinance No, 1917, An Ordinance Adding Chapter
8.03 to the Central Point Municipal Code Entitled "Derelict
Structures"
Police Chief Jon Zeliff stated that this was the second reading of an ordinance
allowing the City to enforce issues around derelict structures. There were no
recommended changes at the first reading.

Mike Quilty made a motion to approve Ordinance No. 1917, An Ordinance
Adding Chapter 8.03 to the Central Point Municipal Code Entitled "Derelict
Structures". Kay Harrison seconded. Roll call: Bruce Dingier, yes; Dick Halley,
yes; Kay Harrison, yes; Mike Quilty, yes; and Matt Stephenson, yes. Motion
approved.

B. Second Reading, Ordinance No. 1918, An Ordinance Adding Chapter
8.02 to the Central Point Municipal Code Entitled "Chronic Nuisance
Property"
Chief Zeliff stated that there were no recommended changes at the first reading
of the proposed ordinance. This ordinance allows the City to enforce issues
around chronic nuisance property.
Kay Harrison made a motion to approve Ordinance No. 1918, An Ordinance
Adding Chapter 8.02 to the Central Point (Municipal Code Entitled "Chronic
Nuisance Property". Mike Quilty seconded. Roll call: Bruce Dingier, yes; Dick
Halley, yes; Kay Harrison, yes; Mike- Quilty, yes; and Matt Stephenson, yes.
Motion approved.
City Attorney Doug Engle noticed an error on Ordinance 1918. In the Definitions
section under "Chronic Nuisance Property° the three should be changed to a two
where it talks about nuisance activities that have occurred within thirty days. This
is the only place that specifies three instead of two throughout the Ordinance.
Kay Harrison made a motion to make a change in Ordinance 1918 under
definitions, changing the three to two activities during any thirty day
period. Mike Quilty seconded. Roll call: Bruce Dingier, yes; Dick Halley, yes;
Kay Harrison, yes; Mike Quilty, yes; and Matt Stephenson, yes. Motion approved.
C. Resolution No. 1189, A Resolution of the City of Central.. Point,
Oregon, Authorizing a Financial Plan for Don Jones Memorial Park
Improvements
Parks and Recreation Manager Matt Samitore explained that the bid award was
removed from the Consent agenda because the award winner did not actually
qualify and the other bids were over what the City estimated. This delay will
cause them to miss the window for landscape installation. They have decided to
wait on the landscape and irrigation until spring. Construction can begin on other
aspects of the park soon. They plan to have a grand opening of the park next
Memorial Day weekend. Twin Creeks Development has made a gracious
donation on dirt that will need. to be hauled in for Don Jones: Park. This. cost
savings will allow everything to be installed before the May deadline.
The proposed resolution sets the financial plan for Don Jones Park construction.
The total project cost is approximately 1.2 million. A large amount will be paid for
out of system d@velopment charges, and grants.
Matt Stephenson made a .motion to approve Resolution No. 1189, A
Resolution of the City of Central Point, Oregon, Authorizing a Financial
Plan for Don Jones Memorial Park Improvements. Dick Halley seconded. Roll
call: Bruce Dingier, yes; Dick Halley, yes; Kay Harrison, yes; -Mike Quilty, yes;
and Matt Stephenson, yes. Motion approved.

D, Resolution No. 1190, A Resolution Declaring the City of Central
Point Support for the Greater Bear Creek Valley Regional Problem
Solving (RPS) Participants Agreement
Community Development Director Tom Humphrey stated that there is one
change to the exhibit. At the RPS meeting on Tuesday Council Member Mike
Quilty made a suggestion to change items on page 7 of the Participants
Agreement. The rest of the agreement is the same as was presented in the
Council Packet.
The recommended resolution is in support of the Participants Agreement.
Approval of the resolution lets DLCD know that Central Point is in favor of the
agreement and is committed to see the process to the end. There are still a few
changes to the actual plan, but they are very close to submitting. it to DLCD. The
Participants Agreement is considered a Land Use Document. After all cities have
shown their support it will go to Planning Commissions and then back to Councils
for signature.
LCDC has sent a letter to all the Mayors of the valley asking them to continue
with the process and urging them to approve the plan.
Matt Stephenson made a motion to approve Resolution No. 1190, A
Resolution Declaring the City of Central Point Support for the Greater Bear
Creek Valley Regional Problem Solving (RPS) Participants. Agreement. Kay
Harrison seconded. Roll call: Bruce Dingier, yes; Dick Halley, yes; Kay Harrison,
yes; Mike Quilty, yes; and Matt Stephenson, yes. Motion approved.
VIII. COUPICIL BUSINESS -None
IX. IUTAYOR'S REPORT
Mayor Williams reported that he attended an RPS meeting. They are getting
closer to an end. He also attended the RVCOG Board meeting.
X. CITY ADMINISTRATOR'S REPORT
City Administrator Phil Messina reported that:
• He received an email today stating that there are only three RPS meetings
until the plan goes to LCDC.
• Staff will be working. on Ward meetings. Wards 1 & 2 will be held in October,
and Wards 3 & 4 will be held in November. We are still working on content
and dates for these meetings.
• There will be a Study Session September 17'". We will be discussing
Enterprise Zones and Street Utility Fees.
• There will be a new Admin Intern from SOU beginning soon. Staff already
has several projects for him to work on.
• Deputy Public Works Director Chris Clayton told him that the Pine Street
reconstruction should be completed by the end of September.

XI. COUNCIL REPORTS
Council Member Bruce Dingier reported that he attended the Study Session.
Council Member Dick Halley reported that:
• He attended the Study Session.
• He attended a Bear Creek Greenway meeting. They would like to talk to the
Police Department about adding volunteers to help with the Greenway.
Council Member Kay Harrison reported that:
• She attended the Bear Creek Greenway meeting. Central Point is doing
better than any other city with their portion of the path.
• She attended the Study Session.
• She attended a Jackson County Fair Board meeting.
• She attended an RVSS meeting,.
• She attended an RVTD meeting.
Council Member Mike Quilty reported that:
• OR MPO held a meeting, in Central Point on August 15~'.
• He suggested changes to the RPS Participants Agreement that will help with
Transportation issues in the future.
• He will be attending. an Oregon Transportation meeting. in Redmond.
XII. DEPARTIIAENT REPORTS
Parks and Recreation Manager Matt Samitore reported that:
• This Sunday will be the 3`d Annual Labor Day Dinner and Music Festival.
• Last week was the final Friday Night Festival. It was a huge success this
year. They hope to move some of the movies to the parkin Twin Creeks next
summer.
• Art and Science Camp was a success again this year.
• DSAC is ready to start the school year.
• There is a small park off Hanley Road they hope to put a Welcome to Central
Point sign on.
• They received a $1,000 donation towards the Water Spray Park.
• Battle of the Bones should be a huge success for Central Point. They will
hold the competition at the Jackson County Expo. Central Point Citizens get
in for half price.
Community Development Director Tom Humphrey reported that:
• The wine tasting rooms for the artisan corridor will be opening on Monday for
Daisy Creek and Madrone Mountain.
• There has been some interest in someone purchasing. the Cowley Building.
They will be working with the City to clarify what can be done with it. They are
hoping to add to the Artisan Corridor.
• There will be a Planning Commission Study Session on September 2"d prior
to the Planning Commission meeting to talk about the Transportation Plan.
• There will be a Downtown Meeting on September 8~' at 7:00 p.m.

• He will be attending. and RVACT meeting. on September 9~' where they will be
discussing improvements to Table Rock Road and the Scenic Rail Crossing.
• He is waiting for a call from Bob Dunn regarding the future closure of a Rail
Crossing.
Interim Finance Director Bev Adams reported that:
• There have been a few shifting of duties with the changes in the Finance
Department.
• They have started preparations for the Audit.
• Staff has been working on year end budgets and everything looks good.
• Her goal is to continue with the quarterly financial reports.

XIV. ADJOURNMENT
Mike Quilty moved to adjourn, Matt Stephenson seconded, all said "aye" and the Council
Meeting was adjourned at 8:05 p.m.
The foregoing minutes of the August 28, 2008, Council meeting were approved by the
City Council at its meeting of September 11, 2008.
