City Council Meeting Minutes
September 11, 2008
I. REGULAR MEETING CALLED TO ORIDER
Mayor Williams called the meeting to order at 7:00 p.m.

Council Members: Bruce Dingier, Dick Halley, Walter
Moczygemba, Kay Harrison and Matthew Stephenson were
present. Mike Quilty was excused.
City Administrator Phil Messina; City Attorney Doug
Engle; Planning, Manager Don Burt; Public Works Director
Bob Pierce; Police Chief Jon Zeliff; and Public Works
Administrative Assistant Karen Roeber were also present.
V. PiJBLIC APPEARANCES
Gene Skelton, Chairman for the DARE Cruise, said this was the 10th year of the
DARE Cruise in Central Point. He said they had 188 cars this year, and he
wanted to personally thank City Administrator Phil Messina, Mayor Hank
Williams, DARE Officer Dan Brown and all of the city departments for their help
and cooperation. Mr. Skelton thanked the City for their contn~ibution of $1200 for
advertising, and he named a few of the local sponsors and donors which included
Grange Co-Op; Southern Oregon Trophy, Fidelity Print Quick; Vortex Printing,
Medford Radiology and the plumbers union.

VII. ITEMS REMOVED FROM CONSENT- AGENDA -None
VIII. PUBLIC HEARINGS, ORDINANCES, AND RESOLUTIONS
A. Public Ilearing/First Reading - An Ordinance Amending the City of
Central Point Comprehensive Plan to Update the Buildable Lands
Inventory
Planning Manager Don Burt presented the Staff Report to amend the City's
Comprehensive Plan to update the Buildable Lands Inventory (BLI) and stated
there is no policy implications included. The report shows how much land is
needed to accommodate our projected growth for the next twenty (20) years. Mr.
Burt stated the inventory is calculated the same way each year in order to provide
consistent information..
Matt Stephenson made a motion to move to second readang of an Ordinance
Amending the Central Point Comprehensive Plan to Update the Buildable
Lands Inventory. Walter Moczygemba seconded. Roll call: Bruce Dingier, yes;
Dick Halley, yes; Kay Harrison, yes; Walter Moczygemba, yes; and Matt
Stephenson, yes.
IX. BUSINESS
A. Planning Commission Report
Planning Manager Don Burt presented the Planning, Commission report for
September 2, 2008. The Commission recommended approval of a ROW vacation
for a portion of Ash Street located between Freeman Road and S. 7`i' Street. City
Council will decide the action at its meeting on September 25, 2008. The
Commission recommended approval to create a twenty (20) lot industrial
subdivision to be known as the Table Rock Business Park located west of Table
Rock Road and south of Hamrick Road in the M-l, Industrial zoning district.
This will be built in two phases. The Commission recommended approval for the
City's first mural to be painted on the east side of the M & M building located on
the corner of Pine and Third Streets. The mural will depict the historic Hidden
Valley Ranch north of Central Point and is being funded by the Morris
Foundation. The Commission held the first public hearing to consider an
amendment to the Comprehensive Plan for a new Transportation Systems Plan
(TSP). ODOT requested the hearing be continued to complete their ,review and
for public input until the October Planning Commission meeting. Item E on the
Planning Commission report was to initiate an amendment to the zoning
ordinance to allow discount membership clubs as a conditional use in the M-1

Industrial zoning district. The Commission directed staff to define "Membership
Warehouse Retail" and then wanted to prohibit the use in the M-1 zoning district.
City Council asked that the last item from the Planning Commission report be
removed so that they can review the merits of this item at the next City Council
meeting.
Matt Stephenson made a motion to approve the Planning Commission report
with the exception of Item E. Walter Moczygemba seconded. Roll call: Bruce
Dingier, yes; Dick Halley, yes; Kay Harrison, yes; Walter Moczygemba, yes; and
Matt Stephenson, yes.
X. COUNCIL Bi1SINESS
Council Member Bruce Dingier stated he received a complaint from a citizen
regazding the "Walk/Don't Walk" signs at the traffic signals. The citizen fell and
injured herself as she was trying to hurry across the street in front of Mae
Richardson Elementary school. Mr. Dingier timed the "Walk/Don't Walk" sign
and found the one in front of Mae Richazdson flashes "Walk" for 10 seconds and
the one at Pine Street and Highway 99 flashes "Walk" for 7 seconds. Public
Works Director Bob Pierce explained the "Walk/Don't Walk" sign flashes to let
pedestrians know when it is safe to enter the crosswalk and the timing coincides
with the traffic signal. If the `Walk/Don't Walk" time was lengthened the traffic
signal time to allow vehicles to pass through the intersection would also have to
be increased. Mr. Dingier also mentioned the decorative crosswalk was wearing
out. Mr. Pierce explained it would cost approximately $60,000 to re-do the
crosswalk but he could have staff get bids for the cost of refreshing. the crosswalk.
Council Member Walter Moczygemba asked Chief Zeliff about junk vehicles and
whether it took a citizen complaint or if the Community Resources Officer could
act on those violations by himself. Chief Zeliff explained either citizen
complaints or violations noticed in the field would result in action being, taken.

® Participated in Good Neighbor Day where the local florist gave away 10,000
roses in 3 hours

XIV. IDEPARTMENT REPORTS
Public Works Director Bob Pierce reported the Pine Street median retrofit job was
awarded to LTM and apre-construction meeting will be held next Tuesday,
September 16, 2008. The work will be done on three consecutive nights. so there
should be very little disruption with traffic. The Chicory waterline is finished and
will be chlorinated and pressure tested next week. The street and storm drain
crew will be inspecting and cleaning storm drains until mid-November.
Planning Manager Don Burt reported Community Development Director Tom
Humphrey was not in attendance as his daughter was getting, marred this
weekend.

Police Chief Jon Zeliff reported Officer Godley will be introducing the GREAT
(Gang Resistance Education and Training) program to Scenic Middle School
students. This program is similaz to the DARE program for elementary students
and is geared towazds teenagers. Chief Zeliff also announced Adam Osborne as
the newest member of the Central Point Police Department. Mr. Osborne will
officially start on September 22, 2008. He is a Crater High School graduate and
is currently a Federal Police Officer at the V.A. Domiciliary in White City. Chief
Zeliff also reported that Officers Kessler and Shoen are in their final two weeks
before they go on solo patrol and they start their one yeaz trial period. Chief
Zeliff reported Medford and Central Point Police Departments were working
together on the Beaz Creek homicide. He stated the Greenway is still atrocious
and all departments need to work together to come up with some solutions. He
stressed the importance of the three (3) E's: Environment -Enforcement -
Education.

Kay Harrison moved to adjourn. Dick Halley seconded. All said "aye" and the
Council Meeting was adjourned at 8:15 p.m.
The foregoing minutes of the September 11, 2008, Council meeting were approved by the
City Council at its meeting of September 25, 2008.
