A Citizens Advisory Committee study session was held in City Council Chambers on April 11, 2006, commencing at 6:00 p.m. Present were Herb Fazber, David Painteq Chazles Jakabosky and Joe Thomas. Walter Moczygemba, Sam Inkley, Jr., and Peg Wiedman were absent. Also m attendance were Tom Humphrey, Community Development Director, Dick Halley, City Council liaison and Didi Thomas, Planning Secretary. Bruce Dingier, City Council person arrived at 6:10 p.m. to sit in the audience. Tom Humphrey advised the committee that he would be making a power point presentation to them which had been created by a consultant for the Regional Planning Solutions committee. He asked that CAC members be prepared to critique [he presentation at its conclusion as the same basic information would be presented [o other groups at a later date. The purpose of the presentation was to give an overview of the background and history of the planning efforts that have been made thus faz towazds managing growth, conserving open space, maintaining quality of life despite rapid growth and preserving agricultural lands. Additionally, an attempt is being made to emphasize the identity of each community involved in the planning process through the Regional Problem Solutions committee. Tom explained that as growth is expected to continue and in fact double in the next twenty years, the City of Central Point needs to add more developable land to its inventory and is not in a position to wait another ten years get started. He indicated that discussions with state representatives at DLCD had proven to be beneficial and that the City of Central Point is currently able to commence a 10-year projection of its urban growth boundary needs with subsequent adjustments to be made at a later time. The City Council has already approved a tentative map of potential azeas for inclusion in an expanded urban growth boundary. Within the not too distant future, an insert will be placed in [he Medford Mail Tribune soliciting input from the public in an attempt to create a "shared vision" of where we go from here and to help determine how and where we should grow. Following the presentation, Herb Farber commented [hat it might be a good idea to recreate the alternatives slide to compare and contrast [he differences between "good planning" and "bad planning" with regard to traffic issues, crime, higher taxes and loss of open space. Committee members requested that they be kept informed of any meetings that might be scheduled [o take place concerning urban growth boundary area assessments. Tom assured them [hat they would be advised of future meetings. The committee adjourned at 7:30 p.m.
