A Citizens Advisory Committee meeting was held in City Council Chambers on June ] 0, 2008, commencing at 6:00 p.m. Present were Joe Thomas, Herb Farber, David Pain[eq Sam Inkley, Jr., Allen Broderick, Jake Jakabosky and Larry Martin. Also in attendance were Dick Halley, City Counci] Liaison, Tom Humphrey, Community Development Director, Connie Clune, Community Planner, Dave Jacob, Community Planner, Lisa Morgan, Planning Technician, and Didi Thomas, Planning Secretary. Minutes A motion was made by David Painter and seconded by Jake Jakabosky to approve the minutes of the April 8, 2008 meeting. All members said "aye" with Chairman Joe Thomas abstaining. Motion passed. Public Anaearances There were no public appearances. RPS Update Community Development Director Tom Humphrey advised the audience and committee members [hat presentation of the proposal for creation of urban reserve areas would go before the Land Conservation and Development Commission in August of 2008. The Regional Problem Solving group has a draft plan that has remained virtually unchanged in the last few months. Attorneys are meeting to discuss a stakeholders agreement, and once the agreement is in place and has been approved, a resolution of acceptance will issue. At that time, we will be able to create urban reserve areas and should receive some measure of assurance that we can proceed forward to bring new lands into our Urban Growth Boundary. Meanwhile, we are completing a comprehensive analysis of land use planning within our current Urban Growth Boundary. Citizens Advisory Committee June 10, 2006 Page 2 Consideratron o! Amendment to Chanter 77.48.020. Permitted Uses. M-7 Zonine District Planning Manager Don Burt distributed a letter to committee members written by Cris Galpin requesting consideration of a modification [o the zoning ordinance to allow warehouse clubs/superstores as a permitted or conditional use in the M-1 zoning district. Mr. Burt requested direction from the committee before directing staff to spend time on this matter. Discussion ensued and committee members presented concerns with the size of the proposed warehouse/superstore and the impact it would have on [raffia Mr. Burt said that examples would be Sam's Club, Cos[co or a super Wal-Mart. Tom Humphrey added that by allowing [his sort of use in the M-1 district, we would no[ have [o create more commercial zotting as part of an Urban Growth Boundary expansion. A motion was made by Herb Farber to direct staff to bring back more information on allowing warehouse clubs/superstores in the M-1 zoning district as a conditional use. David Painter seconded the motion. All members said "aye". Motion passed. Consideration o! BuAdable Lands lnventorv. CiN of Central Point Comprehensive Plan Planning Manager Don Burt advised [he Citizens Advisory Committee that the Buildable Lands Inventory would constitute the basis for calculating how much land will be needed in the future. The document is in fact an accounting of buildable lands , by location and zoning, currently available for development. Four assumptions were built into the data base in accordance with State requirements and were used by Lisa Morgan to calculate the buildable land. This should be updated every year. There are currently 447 acres available for development within the City's urban area. The U.S. Census methodology was used to calculate redevelopment land as it provided a more accurate estimate of residential land availability. Mr. Burt stated that the Buildable Lands Inventory will become a part of the comprehensive plan after it has been approved by the Planning Commission and City Council. A motion was made by Allen Broderick to accept the Buildable Lands Inventory as presented. Herb Farber seconded the motion. All members said "aye". Motion approved. Citizens Advisory Committee June 10,2008 Page 3 Consideration of Residential Density Ran¢es. City of Central Point Comorehensive Plan. Land Use Element Planning Manager Don Burt distributed residential density information [o committee members broken out according to each of the individually designated residential zoning districts. The comprehensive plan does not currently deal with densities. The table distributed shows minimum and maximum densities for each of the zoning districts. A second handout was distributed applying the densities [o vacant buildable land and [he resulting yield in dwelling units and average density. If we build out to what we have planned, we get a density of 8.93 within the current undeveloped area. Currently, Central Point has an average density of 4.9. Don Burt pointed out [hat we have converted everything into net acreage and Herb Farber requested that "net" be added [o the tables. Mr. Burt stated further that this was just an introduction to the density issue. Staff would bring back the land use element for review and there would be policies available at that time as well. Miscellaneous The next meeting of the Citizens Advisory Committee was scheduled for July 8, 2008 at 6:00 p.m. A motion to adjourn was made by Herb Farber and seconded by David Painter. All members said "aye". Meeting was adjourned at 7:20p.m. The foregoing minutes of the June 1 Q, 2008 Citizens Advisory Committee were approved by the Citizens Advisory Committee at its meeting of July 8, 2008. Chairman
