Citizens Advisory Committee
Minutes
July 10, 2007
6:00 P.M.
A Citizens Advisory Committee meeting was held in City Council Chambers on July ]0,
2007, commencing at 6:00 p.m.
Present were Joe Thomas, Herb Farber, Chazles Jakabosky, Sam Inkley, Jr., David
Painter, Linda Salvador and Allen Broderick.
Also in attendance were Tom Humphrey, Community Development Director, Don Burt,
Planning Manager, Connie Clune, Community Planner, Lisa Morgan, Planning
Technician, Didi Thomas, Planning Secretary, and Dick Halley, City Council Liaison.
For the benefit of new members Linda Salvador and Allen Broderick, all members of [he
Citizens Advisory Committee introduced themselves and shared a brief account of their
history in the community of Central Point.
A motion was made by David Painter and seconded by Herb Farber [o approve the
minutes of the April 10, 2007 meeting. All members said "aye" except Linda Salvador
and Allen Broderick who abstained as this was their first meeting.
Urban Crowth Boundary Exoansion Uadate
Community Development Director Tom Humphrey informed committee members and
people in [he audience that staff had met with John Renz of DLCD concerning the
proposed Urban Growth Boundary expansion. Prior to filing a formal application with
the State of Oregon, it is necessary to update the existing Transportation System Plan as it
is a critical component of the formal application process for an Urban Growth Boundary
expansion.
Transoortafion System Plan
Don Burt, Planning Manager, explained that in conjunction with the proposed UGB
expansion, the Transportation System Plan (TSP) needs to be updated to ensure that there
are adequate transportation services in place to accommodate proposed growth. We can
proceed with [he TSP through the current UGB, but we need [o get it approved by the
State. We can also go ahead with the UGB amendment without updating the TSP but
that would prohibit us from changing any zoning until we have confirmation of adequate
facilities. Much of the process is the same as the UGB review. Jackson County's
updated population forecasts were used as a basis for calculating additional housing
required to accommodate growth, the demand for additional residential lands, and an
estimate of the increase for additional transportation services. Over [he next 23 yeazs, it

is estimate that [he City of Central Point will need to add an additional 400+ acres. As a
result, potential transportation problems are projected [o occur on the east side of I-5 and
along Pine Street.
Mr. Bur[ continued [hat the executive summary contained in the CAC packet was concise
but targets most of the issues. As growth and heavier traffic volumes occur, we will need
to demonstrate that needs warrant traffic signals. In the interim, stop controls or some
other mitigation efforts will need to be made.
The findings are based on existing conditions so we are going to need to re-evaluate our
different options as development occurs.
'The goals and policies of the TSP have been rewritten and copies will be provided [o the
members of [he CAC for discussion. What we don't want to do is come up with solutions
for just today and [hen expand the UG$ creating a situation where the solutions that
were worked out won't be valid any longer.
Staff will come back with fixes and engineered mitigation efforts in order to provide
solutions as time goes by.
The City will need to identify costs and then determine how we're going to finance
improvements. We will need to monitor the SDC process to see if the funds coming in
are adequate to service the needs of the TSP.
Tom Humphrey interjected that as development occurs, warrants would be met by
additional traffic created. Staff has reviewed housing densities and that's what we're
basing transportation needs on. We could, if the public prefers, reduce densities in some
of the areas to limit traffic. The ratios presented for the different gross densities are as a
result of the RPS process.
Densities are gadually increasing in Central Point and don't presently constitute a
detriment to the quality of life for the people who live here. The increase has impacted
transportation [hough.
The committee determined that they would like to meet every two weeks commencing
with August 14, 2007 in order [o review the goals and policies of the Transportation
System Plan. Mr. Humphrey assured members that the plan would get smaller and more
effective as the revisions continued. Once the State acknowledges the updated TSP, we
will have a legitimate plan. In addition to which, once we aze ready [o seek formal
approval from [he State for an Urban Growth Boundary amendment, we will need to be
ready with a completed Transportation System Plan.

Tom Humphrey invited members of the Citizens Advisory Committee to attend a Uaining
seminar at the University of Oregon in September, and advised that he would famish
additional information by mail to committee members.
A motion to adjourn was made by David Painter and seconded by Jake Jakabosky. All
members said "aye".
Meeting was adjourned at 7:20 p.m.
The foregoing minutes of the July 10, 2007 Citizens Advisory Committee were approved
by the Citizens Advisory Committee at its meeting of , 2007.
