A Citizens Advisory Committee study session was held in City Council Chambers on January 9, 2007, commencing at 6:10 p.m. Present were Joe Thomas, Herb Fazber, Charles Jakabosky, Sam Inkley, Jr. and David Painter. Also in attendance were Tom Humphrey, Community Development Director, Don Burt, Planning Manager, Connie Clune, Community Planner, and Didi Thomas, Planning Secretary. A motion was made by Herb Farber and seconded by David Painter to approve the minutes of the October 10, 2006 meeting. All members said "aye". Urban Growth Boundary Exnansian Uodate Don Burt, Planning Manager, presented committee members with a recap of the survey results from property owners in the proposed UGB expansion areas, indicating that the majority of those persons surveyed would like to be included in an expansion. Mr. Burt encouraged members to schedule a meeting in February to review a housing needs analysis which will be presented by staff. Discussion followed with regazd to proposed densities, efficiency of development of potential properties, exception lands and redevelopment. Mc Burt indicated that staff needs to update maps of undeveloped property within the current urban growth boundary. Don Burt then presented an update on the status of the proposed Urban Reserve areas, indicating that more options would be presented at the February meeting prior to scheduling any open houses for the public. Tom Humphrey, Community Development Director, mentioned that the housing needs analysis comes from the State and is compiled with data obtained through an economic census by survey. Regional Problem So[vine Undate Tom Humphrey reported that he attended [he Regional Problem Solving committee meeting that morning. A representative from ODOT's Transportation Planning Analysis Unit (TPAU) attended and presented land use modeling results. There is less of an impact to local and collector streets as long range improvements are made but more traffic on freeways and points of aceess to freeways. Omamps are very sensitive to Citizens Advisory Committee January 9, 2007 Page 2 changes. Mr. Humphrey stated that public transportation needed to be looked at and added to the mix. Further, a representative from ECO Northwest presented findings on the assumptions they are using to project growth. They aze looking at varying densities and employees per acre [o see how these would increase or decrease land use needs. If we use the low land need, we have deficits m retail services category. Under high land need, we would have higher land use deficits in retail but lower deficits in retail service, If we inorease densities from 6 [0 6.7, it puts us closet to a wash. The policy committee is going to revisit the assumptions used inland use needs scenarios. Medium is good. A motion to adjourn was made by David Painter and seconded by Herb Farber. All members said "aye". Meeting was adjourned at 7:00 p.m The foregoing minutes of the January 9, 2007 Citizens Advisory Committee were approved by the Citizens Advisory Committee at its meeting of April 10, 2007. Chairman
