Citizens Advisory Committee
Minutes
April 1Q, 2007
6:00 P.M.
A Citizens Advisory Committee meeting was held in City Council Chambers on April 1 Q,
2007, commencing at 6:00 p.m.
Present were Joe Thomas, Herb Fazbeq Chazles Jakabosky, Sam Inkley, Jr. and David
Painter.
Also in attendance were Tom Humphrey, Community Development Director, Connie
Clune, CommuniTy Planner, Lisa Morgan, Planning Technician, Didi Thomas, Planning
Secretary, and Dick Halley, City Council Liaison.
A motion was made by David Painter and seconded by Jake Jakabosky [o approve the
minutes of the January 9, 2007 meeting. Al] members said "aye". Sam Inkley, Jr.
arrived at approximately 6:03 p.m. and was not present to vote.
Urban Growth Boundary Exaansion Undate
Community Development Director Tom Humphrey reviewed information previously
presented to the Citizens Advisory Committee pertaining [o the tasks that needed to be
completed in determining housing and residential land needs in preparation for an Urban
Gtow[h Boundary expansion. Mr. Humphrey reviewed changes in housing densities
which have increased in accordance with planning policies and goals. As yet, the
Planning Department has not assigned locations for the various densities on a map.
Mr. Humphrey then presented two different proposals, each with approximately 500
acres of land, to the Committee and members of the audience for their review with a
request that one of the proposals be selected and given a favorable recommendation to be
sent to the State for comment. Mr. Humphrey reminded the group that the State sets out
a set of criteria which must be followed for the selection of lands to be taken in with a
UGB expansion: 1) land [hat is currently in an urban reserve; 2) exception ]ands, or land
that has already been developed; 3) marginal lands (these are lands that aze considered
resource lands that have been compromised in some way -there are no such lands in
Jackson County); and 4) resource lands.
Proposal A includes par, but not all, of the exception lands west of Grant Road; proposal
B focuses on property located east of the freeway. Properties located to the east could be
master planned with proposal B because of lazger tax lots. Substantial improvements to
circulation and storm drainage for those properties would have to be made.

Members of the audience raised concems about: 1) the City's ability to amend the UGB
in the future; 2) the City's use of land already within the UGB but currently outside of
City limits; 3) the City's ability [o use land efficiently and preserve resource land; 4) the
pollution of Jackson Creek; and 5) whether Gibbons Acres should be considered for
inclusion.
There was discussion pertinent to the exception lands located west of Grant Road,
whether the inclusion of these lands would do much good. In addition, concerns were
expressed about infrastructure development in properties located in the northeast section
which were under consideration. A suggestion was made to possibly increase the number
of acres requested from the State to give us bargaining power. Mr. Humphrey reminded
the group that staff would need to come up with compelling azguments for whatever
properties were requested.
Mr. Humphrey then pointed out that Central Point was located in the middle of good farm
land and while the RPS process preserves farm land, it is inevitable that some resource
land would ultimately be developed. When asked when a proposal would be sent to the
State, Mr. Humphrey responded that his intention is to gather input on the proposals
presented, take recommendations to John Reitz with DLCD, and put together a plan to be
sent to the S[a[e for approval.
A motion was made by Herb Fazber and seconded by Jake Jakabosky to accept proposal
B to be recommended to the State as it is the best option at this time.
Strategic Planning Presentation
Tom Humphrey then presented a PowerPoint presentation of [he results compiled by a
consultant for the City's strategic planning process. The presentation highlighted
priorities, strategies for achieving those priorities, and the goals within each strategy.
A motion to adjourn was made by Herb Farber and seconded by Sam Inkley, Jr. All
members said "aye".
Meeting was adjourned at g:00 p.m.
