DIRECTING CITY STAFF TO UTILIZE THE BEST AVAILABLE
FLOOD HAZARD DATA FOR FLOODPLAIN
DEVELOPMENT PURPOSES
WHEREAS, a Presidential initiative supported by Congress has directed all levels of
government to collaborate in updating the Nation's flood hazard identification maps for the
National Flood Insurance Program; and
WHEREAS, the City of Central Point manages the high risk floodplains in accordance
with the National Flood Insurance Program (NFIP); and
WHEREAS, the City of Central Point is a Cooperating Technical Partner (CTP) with the
Federal Emergency Management Agency (FEMA) to create and maintain accurate, up-to-date
flood hazard data for the City; and
WHEREAS, Northwest Hydraulic Consultants, Ina (NHC) has been hired by the City of
Central Point and FEMA to conduct the Central Point Flood Study and produce the Digital Flood
Insurance Rate Map (DF1RM); and
WHEREAS, FEMA encourages communities to utilize the best available data presented
on the draft Flood Insurance Study Workmaps to afford greater protection of the public health,
safety and welfare of a community, only where the data show increased flood hazard areas and
flood heights; and
WHEREAS, NHC provided a draft Flood Insurance Study Workmap to the City on
11 /7/2007; and
WHEREAS, the draft Flood Insurance Study Workmap shows that there will be changes
to the boundaries and Base Flood Elevations (BFE) associated with the Special Flood Hazard
Area, which is also known as the high risk or 100-year floodplain; and
WHEREAS, the draft changes show increases to the flood hazard in some areas, as well
as decreases to the flood hazard in other areas; and
WHEREAS, the City of Central Point City Council has made it a priority to protect the
health, safety and general welfare of the City's residents by supporting the wise management of
high risk floodplain areas;
NOW, THEREFORE, BE IT RESOLVED that, until new Digital Flood Insurance Rate
Maps are adopted by the Federal Emergency Management Agency, the City of Central Point will
utilize the best available flood hazard information, as provided on the most current Draft Flood
Insurance Study Workmap provided by NHC, for the purpose of regulating floodplain
development, for all areas where the SFHA boundaries and BFEs differ from and are greater than
those mapped on the existing Flood Insurance Rate Maps. In the event additional drafts are
submitted by NHC, the most current will apply for the purposes of this resolution.
