HomeMy WebLinkAboutCM040169 city xall 250 E. Pine St. April 1, 1969 Central Point, Oregon 7~3o p.m. The Common Council met in regular ad3ourned session with Mayor Ivan Burton presiding. Roll call found: Manasco, Reed, Tonn and-Van Horn present.- Also present: Mansfield, Tate, Chief Sibley and Zander and Tucker. Mayor Burton asked for a motion of March 4 minutes. Question - Councilman Tonn asked for a correction of the last paragraph, last sentence. "Councilman Tone stated that the City could riot do the excavation at City expense as it shall be handled as in the past by letting it out on a Bid-type basis." Motion made by Tonn, second by Manasco to approve minutes as agreed to with the corrections. Motion carried. Motion by Tonn, second by Manasco to accept the minutes of March 24th. Motion carried. Mayor Burton reports of no material from the Planning Commission. Mayor Burton stated there was nothing further on filling the vacancy of Councilman from Ward 2. Councilman A.D. Van Horn was appointed as representative of the City interest_to the Joint City and School Parks Committee. Motion made by Reed,. second by Tonn to appoint Van Horn as Committeeman to the City and. School Park program. Motion carried. Mayor Burton asked for a motion on the Budget Committee replacements, as three. of the Budget Members terms have expired. It was recommended that the, proposed persons to fill the vacancies be accepted. Mrs. Libby Pfaff replaces Mr. Griffeth, term expiring in 1970 Mrs. Fern Mills replaces Dr. Rowe, term expiring in 1972 Dr. Ernest E. Wisely replaces Les Bigham, term expiring in 1972 Motion made by Tonn, second by Manasco to accept the Mayors recom- mendations on the three new Budget Members. All in favor. Motion carried. City Administrator Tucker reported on building and office progress~.at City Hall. Telephone changes will be made, and electrical outlets installed. Presently there is no used office furniture available anywhere. An ordinance regulating vehicle traffic was read by City Attorney Mansfield and recommended that it be approved. Motion made by Tonn, second by-Van Horn to accept the proposed ordinance #940. Roll call vote. All in favor. Motion carried. Ord. #940 declared duly adopted. ~_ ~` . Mr. Mansfield introduced a,proposed ordinance regulating installation and water connect charges, by amending the old rate. Discussion held on this matter and additional charges and corrections were asked for by the Councilmen. Attorney Mansfield stated that he would redraft and present the ordinance at the next meeting. At this moment Mayor Burton asked the attending audience of citizens if anyone wished to be heard by the Council. Mr. K.C. Werpmnark asked to be heard on various items. Asking Recorder Zander if the Mayor has filed an expenditure report of candidate with this office. This was answered with "yes" by Zander. He also asked if Mr. Ben Mushaney ahd filed such a report as a Chairman of a committee. Recorder Zander indicated that he was ~ unable to locate .such information. Mr. Wernmark then read from his notes in numerical order., ~; 1. Many fences are over 6' high. ~: 2, Tbees in parking strip 8~-10' high as blocking view, namely on 8th and 9th streets.. 3. 8th St. having a serious problem by "dip" for drainage crossing Maple St. 4. Do we have a litter ordinance. If we don't, get one - a_s many bottles are strewn about his property. 5. The street sweeper not being able to do a good fob as to many cars are parked on the street dmring night and morning hours.. We need an off street parking ordinance. - 6. No parking in sidewalk area. 7. Water pressure has been from 90 to 145 lbs. and is causing relief valves to blow. 8. The need of a storm sewer on N. 5th St. 9. Our traffic signals should have a push button for pedestrians when crossing and having to wait too long. 10. The traffic problem on 8th St. Drag racing and fast traffic - 40-50 m.p.h. Also largg trucks using this street. The excess weight causing damage to street. 11. Asking for a repeal on paving ordinance on Oak Street on certain past,City Councilman and employee having benefited by the State funds applied to their area. 12. No trees are to be, closer than 10' from curb or gutter as damage will be apparent from root growth. An ordinance is needed. ,' 13. The street wash truck is traveling too fast to do a good 3oti. With an estimated expense cif $32,000. 14. A survey showed 9,000,000 dogs running at large and enforcement is needed. 15. The City could have a Certified Public Accountant for $200.00 a month to do all budgets and balancing. The City needs a City Administrator who qualifies as an engineer. I will take the fob for .$500.00 a month" with 42 years experience.' Why not pay Zander a wage. ~~~ 16. We have given away $10,000.00 of property by vacating the alley of Van Wey's. This ~ho~T.d never have been done. During the paving of 8th Street, contractors have cheated the City by using below standard base rock fill. (waste and dirt). 17. By figures, the sewer agreement will cost the City $375,000.00 This is too much for what we-are getting. 18. I heard that the City is going to buy a whole City block of property. 19. There is a conflict of interest between our building inspector and a subdivider.- Lets break it up. 20. How come the City attorney was paid $1,800.00 for representing us on the sewer program? 21. Esrery time I pass through town, I see all of the police cars parked at the station. 22. I can save the City $4,200;100 by having a new system on paying the water bills and meter reading every 6 months. 23. The City is too small,to have a City;Administrator. Mayor Burton thanked Mr. Wernmark for his interest and coming to the meeting and expressing his business. - Councilman A.D. Van Horn questioned Mr. Wernmark, in answer to some of your ideas that were read, "I say that the City crew is working as fast as they can on the storm sewer; I do not believe that the flush truck is traveling 35 mph; I do not believe it to be pr~ectical to read water meters every 6 months; I do not feel that the City has hired a broken down City Administrator, and further more I donut - think you should made any such accusations and be careful when - you do. - Mr. Wernmark stated that all subdividers should deposit $300.00 per lot fee to cover water connects.- City attorney Mansfield recommended a proposed ordinance, this being an ordinance relating to the Uniform Building Code, 1964 edition, making amendments thereto; and amending Ordinance #853 in part of Sec. 1 and Sec. 6 describing and pertaining to the fire zones. Motion by Marasco, second by Tonn to accept proposed ordinance. Roll call vote found all in favor. Motion carried. Ordinance #941 declared duly adopted. - Mr. Mansfield read proposed ordinance relating to Buildings of Public Assembly. After discussion, the Mayor felt it should be regered to the City Administrator and City Attorney. for further study. Mayor Burton felt that. the proposal could create a hardship on existing property owners. Fire Chief 'Allan Higinbotham•discussed an existing problem relating to burning barrels and incinerators. Photos were shown by the fire chief of the troublesome conditions existing. This matter was referredr; to the Fire Dept. Committee for a through study. and report. 1 2. Mayor Burton asked for any further business from the attending audience. No?• further questions from the floor at this time. Councilman Manasoo stated that a membership fee for Chief Sibley of the National Association of Chief of Police is to be considered. Councilman Tonn stated that the Dept. receives training material and other valuable material and suggests that the City should consider approving this billing.. Motion by Tonn, second by Marasco to approve the membership for Chief Sibley. All in favor. .Motion carried. Mayor Ivan Burton briefed the council and audience of the proposed Mayors Prayer Breakfast to be held April 19th at 8:00 A.M. at the Scenic Junior High School Cafetbria. Invitations will be mailed out within the next few days. He also stressed the importance of ® Christianity within our City Government as an important role with °~ the City in which we live. ~; ~ Mayor Burton recommended Chairman of the Street Committee, Councilman ~ Reed to head up the annual City Clean-up day. He further stated that the City Sanitary Service Co., Medford, would .provide the vehicles needed. Councilman Reed afvised that he would do what ever he could in setting up the pr~tposed schedule. Councilman Marasco reported on the Church of Christ property, 3rd• & Oak Street. He stated that the committee could not see a purchase of the property at this time. He also asked that~the City should advise-the Board of Directors of the Church of Christ of the City';s decision. • Correspondence was read by Mayor Burton on City Retirement, P.E.R.S. Discussion was held and agreed upon to have a representative meet with the City Fanployees to answer and explain certain questions. Mayor Burton asked Mr. Tucker to contact responsible persons in setting up .such a meeting at an early date for budget preparation... reasoas.- Mr. Capps, Street Supt., reports of cost of material for posting the alleys with "one-way" signs. Cost approximately $214.80 fore material. Council agreed to have the signs installed with the cost and expense to be taken from the Street Dept. fund. City Attorney Mansfield reported on numerous areas in preparation of the City Bond Election (Sewer improvement). Mr. Mansfield briefed the Mayor and Council .on certain matters. Discussion on 30-20 year bond duration. Does Central Point want two separate bond measurers, one on the new system and the other on the Storm Sewer project? Brgce Townley spoke on behalf of the projects involved; also the cost of~the improvements needed. He stated that he has been in the field with Mr. Capps and has more to do before a current and correct figure of cost of the project can be determined. He advised that a special effort will be endevored in having an early report for the city and Mr. Mansfield. Mr. Townley also noted that our present sewage pumping system is not keeping up with the present sewage, therefore the by-pass is a tremendous flow into "elsewhere". Figures and costs will bersecured for the council by the next regular Council meeting, in ~~. preparation of floating the bonds and bonding preceedures to begin. Attorney Mansfield stated when this material is available he will prepare for a~public hearing, possibly for June 3, 1969. Attorney Mansfield asked the Council for a ccist of expenses acquired for the meeting with the Bonding Attorney at Portland on behalf of our proposed bond issue.. After a lenghty discussion, Mr. Mansfield withdrew-the request and stated that he would absorb the expenses occured at this meeting. He felt that attendance of this meeting would be most beneficial to the City at this important moment. The Council advised that this was the attorney's responsibility and not the City~s. It was reported by City Administrator that 8 catch basins have been eliminated from the Sanitary Sewer lines as of this .week. Mayor Burton commented on the Budget and for the Council to expect to meet a~"least three times before meeting with .the Budget Committee. All metabers of the Council were in agreement for an April 8 meeting and other meetings set thereafter. -- Mayor Burton reported that the City of -Central Poinf has lost representation on the Board of Rogue Valley Council of Governments since Mr. Tucker had to resign from the Chairmanship due to accepting employment with the City. Ohly elective officials are to serve on the board. At this time Mayor Burton proposed that Councilman Manasco be appointed to represent the City of Central Point. Motion, made by Reed, second by Van Horn to accept the Mayors proposal. - Motion carried. Mayor Burton stated that the Council should act on the attorneys bill by the 8th of April.. Mr. Tucker advised that the assessments to property owners of S. lst St. have not been prepared at this time. City Engineer Townley stated that a dip or low spot should be corrected by the contractor. Motion made by Tone, second by Van Horn for adjourning the meeting. All in favor.
