The common council met in regular adjourned session with Niayar Ivan
Burton presiding. Roll call found: Hill, Manasco, Reed, Tonn, VanHorn;"
present. Absent: Tucker. Also present were Mansfield, Tate and Zander.
Motion by Tonn, second by Manasco to approve minutes of February 4
meeting with amendments to be as follows: Paragraph 10 - Attorney
Mansfield asked "does the council wish for me to do any further work"
deleting words 4 through l3. Corrections of date, paragraph 13
as shown May 19bg to 1969. West Pine Villa was discussed of its
problems and will be referred to .Contractor Conrad. Paragraph 29"
sentence 1, wor13 "repealed" to be deleted and "proposed" to be entered.
Planning Commission Chairman Bill Langston reported that the building
permit application of C.A. Petrehn has been approved by the Commission.
Mr. Clif Wangerin of the Jackson County Planning Commission presented
the completed project of "Land Use Plan" of Central Point to the
council, Mr. Wangerin had given the background of the study and also
commented on the future. It was also stressed that he had 100 copies
of the program and after going through his list, the entire 100 copies
were given to the past and present City Council a7_ong with State,
County and school, also our local library. Nir. Wangerin also stated
that he could secure additional copies at a very reasonable cost if
the city was interested.
Mr. Daniki.n representing the Church of Christ property, approached
the Mayor and Council whether. the City is still interested. in purchasing
it. Burton called for a study and tour of the property. Same was
agreed upon that A7arch 11, 1969 at about 7:30 p.m. be the date and
time to meet at the Church building at Oak &. 3rd streets.
Mayor Burton read correspondence of Donald E. Faber dated February 2k,
1969 regarding the transferring of funds related to office of City
Administrator's salary (refer to letter). Mayor Burton commented
from this letter as follows: "We do not have a City Manager as the
letter states. Central Point is going to appoint a City Administrator.
Correspondence from C.H. Marks, Oregon State Tax Commission, clarifying
certain budgeted items and how monies can be used. (refer to letter).
Mr. Mansfield. also referred to State Tax Commission letter as he
.read from it. It was the opinion of Mr, Mansfield that the salary
for City Administrator could be taken from the Contingency fund.
Letter was read by Mayor Burton. from Councilman Sterling Tucker
expressing the appreciat.ian:~: for flowers and card during his hospital
committment,

Mayor Burton explained the need ~'ar the City Administrator under
present needs in continuing~City business. Due to a working council,
"we don't have time to look into everything," when things happen.
Mayor Barton recommended that the council accept the nomination of
Sterling Tucker as the selected one for the job. Mayor Burton further
reported. the basic background of Sterling Tucker as a licensed
accountant, chairman of the R. V.C.G., has been in his own business as
an accountant, plus ntimerous other qualifications.
Motion made by Manasco, second by Tonn to accept the mavor'G

recommendation as Sterling T.~ZCker for City Admiristrator. Mayor
Burton asked-for roll call vote and found Mill, Manasco, Tonn and
Van Horn; ayes. Councilman Reed voting nave. Majority in favor and
~ motion carried.

~ Mayor Burton asked. that the Council consider $~jG0.00 a month as a
~ proposed salary for this office. Question by Councilman Van Horn,
"Was this discussed with him (Tucker)?" Councilman Reed answered
with, "The second meeting of January as you recall, we discussed the
wage of both Recorder and Administrator being half the salary and
half the work. And as it looks now, it's double the pay for the
Administrator." Mr, Frank Koch, asking about the half salary of
half the job previously held and how come the big raise? Mayor
Burton explained that this man would save and make up the difference
in administrating city affairs.
Donald Faber spoke regarding the salary of City Administrator and how /J
could the City arrive with this additional cost and still stay within
the budget. Mr. Faber also stated thht all governments are spending
too much. City Attorney Mansfield referred to correspondence of
the State Tax Commission regarding the question. The opinion being
that any additional monies could be taken from the Contingency fund.
Mr.. Arden Pihkham questioned if there was an ordinance on City
Administrator.' Ordinance ~4gS was shown to Mr. Pinkham with fro
further discussion.
May McDowell was present wanting to know when the salary of the Recorder
would be raised? Mayor Burton stated. that a study is being made for
this coming year's budget.
Motion made by P~ianasco for accepting the porposed salary of $700.00
a month for the City Administrator, second by Hill. Roll call vote,
requested by Mayor Burton. Hill, Manasco, Tonn, Van Horn, ayes.
Councilman Reed voting nay. With majority in favor, motion carried.
Rev. Evans introduced himself and proposed. a prayer breakfast for
the Community with a tenitive date being April 19, 1969, with a
guest speaker from the Billy Graham group,

Mr. Ben Mushaney had given a report on the B.C.U.S.A, agreement
reached by all entities, Medford, Pheonix, and Central Point and.
what would be the next step. (refer to report and agreement). Mr.
Mushaney and City Attorney Mansfield recommended the signature of
the Mayor and City Recorder to the document. Mayor Burton asked for
a motion for approval of ratification. Question, Councilman Manasco
referring to the agreement, discussing the.2 or 3 year rating committee.
Question, Councilman Reed, referring to the agreement, notice of
metering 10 days prior to doing so, also will the rates change?
Mr. Mushaney referred to the agreement in detail.
Mr. Ken Damon - Question, IssMedford being metered? Mayor Burton:
yes, all entities will be.
Question: L.L. Rowe, are we paying authority tax? No; we are not in
that district. Voice by several councilmen in answer. New proposed
ordinance was read by Mr. Mansfield, City Attorney, pertaining to
Sewage agreement of Central Point, E.C.V.S.A., i~tedford and Pheonix.
Motion made by Councilman Tonn, second by Van Horn to accept ordinance
regulating the sewage agreement, by roll call vote. Hill, Manasco, Reed,
Tonn, Van Horn all in favor. Motion .carried. Ordinance X940 was
signed by Mayor and Recorder and declared duly adopted.
Councilman Allen Hill spoke on behalf of the City Council, with
appreciation to Ben Mushaney, not as a councilmember, but for his
effort and achievement regarding the sewer study. Attorney Mansfield
stated that he would prepare a new schedule for a Bond Issue as a
next step for a possible June 15 election.
Mayor Burton stated that he would appoint Harold Reed as Chairman
of the Sewer Committee in replacement of Councilman Sterling Tucker.
The joint City and School-Parks Committee was discussed. Mr. Cliff
Ayres is requesting to be taken off `~o the Committee. Mayor Burton
asked for this request and replacement to be tabled.
Mayor Burton advised that he would accept the appointment for
Central Point on the B.C.V. Transportation Study.
A prepared and proposed traffic ordinance was read by Councilman
Tonn, commenting on certin areas. James Corliss, police sgt.,
stated that he would hate to see a'_loaded logging truck operating
in residential areas, however its light weight would be ok.
Attorney Mansfield stated. he would redraft the traffic control ordinance.
A.D. Van Horn, Chairman of the Parks Committee, stated that he wanted
to postpone the joint city-school baseball construction project until
the City has entered into the 6~-70 budget.
Councilman Reed reports that he had contacted Mr. Conrad regarding
4dest Pine Villa street construction. He advised that the repairs
would be made when weather permitted. Mr. Reed further reports
that school.~dstrmct office paid off their contractor and that there

was nothing further that the school district could do regarding the
damage to Cog~et Ave.

Vern Capps was asked to estimate the repairs of street damage. Last
known estimate was approximately $k50.00
Councilman Tonn stated that-the City is without a parking ordinance
at this time. Attorney N?ansfield referred that this would be taken
care of in the new ordinance proposed.
Councilman Manasco questioned the status of our park attendant,, such
as salary and need for year around employment, Dlumerous comments
were made by several. Mrs. Tate explained that his salary of $1,500
per year was paid at $125.00 a month and that during the summer months
he puts in long hours and also on week ends.
Gouncilrnan Hill questioned the bill of $25.00 submitted by Chief of
~ Police Sibley on membership of International Association of Chiefs
~'°'' of Police. Also what information and benefits were received from it.
~ Councilman Tonn was asked to check in to the situation. Matter being
~ tabled and payment fif membership presently withheld.
Councilman Allen Hill presented ti:~ ailying of Attorney Mansfield
for work performed on representing the City at the B,C.V.S.A.
meeting, etc. Attorney 1'•;ansfield. stated that he would prepare
additional copies so each councilman could see the detailed. ta;*ne
involved. Amount being $1,869.00.
Motion by Hill, second by Van Horn to pay the bills as shown,
except the attorney's fee, Motion carried.
Mayor Burton read letter from Oregon State Board. of Health dated .
February. 27, 1969, awarding the City with a Certificate of Nerit in
its proceedure of water sampling each month.
Notice of Public Hearing by the Jackson County Planning Commission
will be held March 12, 1969, 8:00 p.m, at the County Court House
Auditorium regarding change of zoning at the Seven Oaks Area (refer
to letter by G. Scott).
State of. Oregon Hi.ak~way Dept, presented the City with a deed to
property. in a parcel of land to be of future use in a crossing at
Southern.. Pacific Railroad tracks as a continuation of Manzanita
street (refer to letter). ~°
Mayor Burton asked the councilmen to contact interested persons of
Ward #2 as a possible appointment to the council, replacing Councilman
Tucker, .if he accepts the appointment of City Administrator.
Attorney,P~iansfield was asked to redraft an ordinance to the water
connect .fees. $150.00 for 3/4" connect flat rate for unpaved streets,
$200.00 .for 1" connect, unpaved. $200.00 flat fee for 3/t~" on paved
street and $250.00 for 1" connect on paved street.
M.rs. Tate was directed to explain to Mr. Ken Damon the present
viewer charge as it was questioned. Letter to be sent answering
the- question,

Bigham Drive property owners would petition to have street paved if
the City crew would do the construction. Councilman Tonn, stated
that the City could not do the excavation at City expense as it shall
be handled as in the past by letting it out on a bid-type basis.
At 937 p;m., with no further business Van Horn made a motion to
adjourn the meeting to the call of the mayor or next regular council
meeting.
