The Administrative Committee met with the representatives of the City Sanitary Service and Larry's Sanitation Service. Larry Freeman had requested the city grant him, permission to operate his Sanitation Service in Central Point, City Sanitary Service has an agreement with the City~at the present time. Alan Holmes, attorney, represented Larry Freeman. He explained that ~ Mr. Freeman was starting a new business, had only been operating a ~,i few months. He had land available to dump. Land being located on Antioch Road, ,Eagle Point. ~y 1 ~ Several items were discussed concerimm~g the number of pick-ups to be ~ made, type of equiFment Mr. Freeman owned, costs to customers and public du~p grounds. City Sanitary was represented by Attorney Paul Haviland. The owners, Anthony Boitano, and Charles W. Bottjer. One of their drivers, Leo Cellura was also present. Attorney Haviland asked the City if they had any complaints about the service in Central Point. He Bain City Sanitary Service had tried to give the best service possible. They picked up several cans extra for the City, besides the ones they had agreed to pick up. They were - well established and quite an investment in their equignent. They also had a Public dump ground near Jacksonville. He asked if the City felt there was enough business for more than one company. -City Sanitary Service paid the City $376.64 on January 14. The was 2% of the 1968 gross revenues in Central Point, $18,832.09. (722 residences and commercial.) After further discussion and more questions, the City attorney, • William Mansfield, advised the Committee that the City would have to determine if the granting of an agreement with Larry Freeman would be of benefit to the public. The agreement with City Sanitary Service was a non-exclusive agreement. The Committee thanked the gentlemen for coming, and said they would study the matter for a decision at a future date. ~~~`.~. City Hall 250 East'Pine Street January 14, 1969 '~ Central Point, Oregon 8:20 p.m. The Common Council met in Special Adjourned Session with Mayor Burton presiding. - Roll call found: Hill, Manasco; Tonn, Tucker, Reed, Van Horn. Also present; Mansfield, Tate, Zander. It was moved and seconded that all failure of notice of meeting be waived, that Council agreed to discussion of any subject to come before it. Roll call vote. All in favor. Motion carried. Councilman Tucker and Ben Mushaney reported on meeting with the Bear Creek Valley Sanitary Authority; City of Medford and City of Phoenix concerning ,the sewer agreement. Discussion was held on metering or flat rate charges. Interceptor or trunk line up Griffin Creek. Reserve Fund for engineering costs only. The council was in agreement that Mr. Tucker and Mr. Mushaney attend the next meeting to proceed with more work toward an agreement. It was moved by Manasco, second by-Hill to pay F.W. Less the $50.00 car allowance paid to him on January 1 in error. Roll call vote. motion carried. Attorney Mansfield was asked about the duties of the City Recorder. He said a reasonable comparable value of services must be made. The Recorder duties would be possibly half of the work of the combination job of Administrator-Recorder. City Recorder Zander said he felt it most improper for this body to, set the wage at such an unreasonable scale for the Recordep; when the Recorder duties take ~~ of the combined time. He asked the Council to reconsider the wages of $4,500 pwe year, as no one working in city government is working at this low rate of wages. He said he had been told by this Council that the City Administrator duties would be directed to him at the January 7 council meeting. He felt very dis;~urbed' _ on another issue at the January 7 meeting when a councilman, after the meeting had taken up the matter of the Recorders duties with another city employee and in the presence of others. Only such-talk and actions have told him that the past is still present feelings at this council table. After more discussion, it was moved by Tonn, Seconded by Tucker to pay Recorder Zander one-half the combined salary of City Administrator-Recorder, $377.00 per month, for the next six months until budget time, then study in view of salary adjustment. Roll call vote. Ayes; Hill, Manasco, Tonn, Tucker, Van Horn. Nayes; Reed. Motion carried. ~.~ ~ ~. Attorney Mansfield was instructed to draw up a guide for the duties of the Administrative Assistant, Lorain Tate. She is to act as a liason officer to the Council. He was also instructed to draft an ordinance to delete City Administrator from those ordinances which named City Administrator in them. Lorain Tate was instructed to send a letter to the Neidermeyers to obtain information on the crop payment due the City on land leased by them. Letter .was read from Mr. Wisely, principal of Central Point"Elementary School, requesting a crosswalk to be painted across Bush Street at 4th Street.. This was requested for the Westerly side of intersection, to be used for Safety Patrol. It was moved by Hill, seconded by Van Horn to put in the crosswalk if it was feasible. Costs to be checked out with Vern Capps. Motion amended by Manasco if the crow"swalk can be put in, to leave it to the discretion of the Mayor to go ahead. Motion carried. Report of Cecil Bishop of damage to his tire when it hit a chuck hole in Bush Street. Report to be made to the insurance company. There being no further business, it was moved and seconded the meeting adjourn to the call of.the Mayor or the next regular meeting.
