Roll call found: Ayres,. Hill, Holbrook, Mushaney, Tonn, Tucker; present. Also present; Mason, Tate, Mansfield. Absent; none. Attorney Mansfield read Ordinance No. 932, this being an ordinance vacating the Northerly 10 feet of Oak Street from First Street to Second Street, with easements for utilities. - It was moved and seconded the ordinance No. 932 be approved. Roll call vote. All. in favor. Motion carried. Ordinance No. 932 declared 8, duly adopted. C~m~.k -~'~` Discussion Ordinance No. 933,. this being an ordinance providing for the issuance of City of Central Point Improvement Bonds in the sum of $70,4g3.bg, providing for the form of the bonds to be issued and the coupons attached thereto, and providing for the advertisement and sale of said bonds. It was moved and seconded. the Ordinance No. 933 be approved. Roll call vote. All in favor. Motion carried. Ordinance No. 933 declared duly adopted. Attorney Mansfield explained Ordinance No.' 934, this being an ordinance setting time and place for public hearing on the question of vacating the following described property. in the City of Central Point, Oregon: A portion of South Sixth Street, south of Ashley Place, subject to utilities easements. (request made by Thomas Whittle) It was moved and seconded Ordinance No. 934 be approved. Roll call vote. All in favor. Motion carried. Ordinance No. 934 declared duly adopted. Discussion Ordinance No. 935, this being an„ordinance relating to abandoned vehicles and amending Ordinance No. 886. It was moved and seconded to approve Ordinance No. 935. Roll call vote. All in favor. Motion carried. Ordinance No. 935 declared duly adopted. Ordinance No. 936 was read, this being an ordinance relating to bicycles and amending Ordinance No. 229. It was moved and seconded Ordinance No. 936 be approved. Roll call vote. Motion carried. Ordinance No. 936 declared duly adopted. Discussion sewer lines maintenance. The council felt it should be the obligation of the property owner. The city to do the work and charge be made to the owner. It was moved and seconded to table the discussion until further study can be made by the Sewer committee and the Administrative committee. Motion carried. 1 1 (~r~ It was moved and seconded Ordinance No. 932 be rescinded. Description of the East=West alley in Block 10 was omitted. ~ ~~ all vote. Motion carried.. It was moved and seconded Ordinance No. 932, amended, be approved. Addition of the East West alley in Block 10. Roll call vote. All- in favor. Motion carried. Ordinance No. 932. as amended, declared duly adopted. Mrs. Rudolf Lenz, 545 Manzanita Street, appeared before the council to request a yellow curb be painted in front of her house. She said too many people park in front .of her house and she cannot get in or have company. They park across her drive-way. Motion carried. Fire Chief, Allan Higinbotham, recommended Raif DeArmond for Asst. Fire Chief. He said he recommended him on his ability and record. ~ It was moved and seconded to approve the recommendation and to appoint Raif DeArmond as Asst. Fire Chief. Motion carried. Allan Higinbotham requested a new Fire Zone map to correspond with the new zoning. He was advised to work one out and submit to council: City Administrator., F.W. Mason, submitted an estimate of the costs of paving both sides of Fourth Street (from existing paving to curbs) from alley to Oak Street, $438.15. It was moved and seconded to pave South Fourth Street from alley to Oak Street on both sides. Motion carried. It was moved and seoonded to approve the bills and instruct the City Recorder to draw warrants on the proper funds to pays. them. Motion carried. Mr. Mason told of sewer problems of Mrs. Dimick on Hopkins rd. Councilman Tucker reported that the Administrative committee did not + want to make a recommendation on the purchase of the Church of Christ property until the council had toured the building. Councilman Ayres, recommended this be tabled until the new council comes in the first of the year, and let them decide. Councilman Tucker recommended Mr. Mason advise the Church of Christ Eoard that the council is considering the offer. E')` Mayor Bartley recommended the books be audited as of January 1. It was moved and seconded the books be audited January 1. Roll call vote. Ayes: Mushaney, Ayres, Tonn. Naves: Tucker, Hill. Motion carried. (Councilman Holbrook left meeting early to attend School meeting.) 1_ Councilman Tucker requested the council change the East-West alley (Pine to 8~~k) from Front Street to First Street to a'two-way alley again. Since it was not practical the way the businesses are located there now.' Motion Tucker, second Ayres to return the alley to a two-way alley (Pine to Oak) from. Front Street to First Street. Motion carried. The council was in favor of painting the. crosswalks at the schools with diagonal lines. Yellow paint to, be used. Attorney Mansfield reported he had contacted Mr. M. Heisel, Attorney for the BCVSA, and advised him to Contact Mr. Mansfield in the future on any meetings. to do with the agreement. Meetings will be held November 7 and 12 with Medford and Pheonix attorneys. Mr. Mansfield will give a report in detail to the council. He suggested the City of Central Point act as soon as possible on coming to an agreement. Attorney Mansfield reported on the lot split problem. He said the State is also concerned about lots being split and leaving an illegal size. He said a certificate system might be valuable. Motion made by Hill, second Tucker to table the problem for the present time. Motion carried. Attorney Mansfield presented his statement for $34.80 for charges to type and copy the Charter changes.
