The Common Council met in regular adjourned session with Mayor Bartley
presiding.
Roll call found: Present; Ayres, Hill, Holbrook, Tonn, Tucker. Absent;
Mushaney. Also present;- Mason, Tate, Mansfield. .
It was moved and seconded the minutes be approved as mailed to each
councilman. Motion carried.
Attorney Mansfield read Ordinance No. 928, this being an ordinance
~ adopting a Sign Code.
~.{ Motion Holbrook, second Ayres to approve Ordinance No. 928. Roll call
C~ vote... All.in favor. Motion carried. Ordinance No.-928 declared duly
adopted.
~ Attorney Mansfield read Ordinance No. 9a9, this being an ordinance adopting
a fire prevention code, described therein and providing penalties.
Motion Ayres, second Tonn to approve Ordinance No. 929. Roll call vote.
Motion carried. Ordinance No. 929 declared duly adopted.
Attorney,Mansfield read Ordinance No. 930, this being an ordinance
authorizing and directing the Mayor and Recorder to execute a contract
with-Concrete Steel Corporation as described therein.
Motion Hill, second Tucker to approve Ordinance No. 930. Roll call vote.
All in favor. Motion carried. Ordinance No. 930 declared duly adopted.
Attorney Mansfield read Ordinance No. 931, this being an ordinance
ordering the Biennial election for city elective officers to be held
Novembers, 1968. -
Motion Tonn, second Tucker to approve Ordinance No. 931. Roll ,call vote.
All in:favor. Motion carried. Ordinance No. 931 declared duly adopted.
Mr. Mansfield told the council he had_been contacted by Mr. John Hill,
Medford Cab Company regarding the problem he was having with the Crater
Cab Company operating in Central Point and White City. He said Central
Point should have a franchise. ordinance for taxi cabs. Mr. Mason-was
instructed to contact Mr. Hill regarding this situation.
Attorney Mansfield told the council he had been doing some study on
the problem of~division of lots. Mansfield suggested a survey-.be a
pre-requisite to obtaining a building permit, if other than plotted
lot lines:
Attorney Mansfield reported to the council on the Grigsby vs City case..
Sterling Tucker, Chairman of the Administrative Committee gave a report
on the committees recommendations on the requests of Chief of Police,
Sibley... .
Requests of Chief of Police Sibley:
1. Amend the Bicycle Ordinance No. 229, so that paper license could
be issued. Also, bring the ordinance up to date on other points.
2. Permission to establish a Police Reserve of six (6) men.'
3. Make the alleys South~of Pine Street and North of Pine Street, one-way
alleys. South of Pine Street, the alley to run one-way Westerly'
North of Pine Street, the alley to run one-way Easterly. This

4. Amend Ordinance No. 886, to give the Police Dept. power to remove
abandoned vehicles, 72 hours after notification has been given
to owner.
5. Increase speed limit on West. Pine Street from 25 to 30 MPH.
6, Make the intersection at 4th and Bush Streets a four-way stop.
7. Paint crosswalks yellow and white at all schools.
Mr. Tucker reported that the committee had agreed on amending the
Bicycle license ordinance, establishing a Police Reserve (limited to
3 men at the present time, furnishing their clothing and cleaning, but
no compensation), making the alleys one-way (North and South of Pine
Street), amending Ordinance no. 886, abandoned vehicles.
They ddd not agree on increasing the speed limit on West Pine~Street,
making a four-way stop at Fourth and Bush Streets, or painting the
crosswalks yellow and white at all schools.
After discussion by the council, CounciLnan Tonn recommended a warning
sign be placed on Haril.ey Road around the curve to warn of speed zone
ahead. Since this is a County Road, Mr. Mason was instructed~to check
this with the County Engineer. The request for a four-way stop at
Fourth and Bush~Streets to be tabled.
Motion Tucker, second Holbrook to approve the requests of Chief Sibley
as agreed on by~the Administrative Committee. Motion carried.
Public Hearing on proposed New Charter - 8:00 p.m.
About twelve (12) person were in attendance.
Robert Marasco asked the council if there would be any special
qualifications for the City Administgator.
Attorney Mansfield said this would be up to the council. CounciLnan
Tucker said it would be unwise to encumber the Charter with qualifications
for officers. and employees.
After more discussion, Mayor Bartley thanked the council and-the
committee for the work the past two years. Attorney Mansfield suggested
the names of the committee be published in the paper.
Fire Chief, ion D. Turner, Sr., submitted his .letter of resignation
to the council. He stated there were four reasons ,why he was leaving. '
1. He had tried for several years to get a Fire Code for the city.
(He said he understood that now the city would have ..one.) 2. There
were too many chiefs trying to run the department. 3. His-time was
more limited now and he did not feel he had time to give the department.
4. After 15 years with-the department he felt it was time to betire.
.Chef Turner recommended Alan Higinbotham for the new Chief. He said ~
Mr. Higinbotham ma,~ young, but was very dedicated to his work and
would make a good chief for the city.
Mayor Bartley commended Mr. Turner on his good work in the past and
the up-grading of the Fire Department. (City Administrator Mason was
~ i instructed to write a letter to Mr. Turner:).
~ Councilman Hill suggested a red warning light be installed at the
~.; Upton Road and Kings Way Sewer Pumping Station. Mr. Mason reported
V to the council that he had contacted Al Thompson Electric about,
installing one.
Discussion on repair or clean-out of sewer lines from main line to
property lines. Attorney Mansfield told the council that the-city
did not have to say that they would be responsible. However, if the
property owner was to be responsible, it should be set out in an
ordinance. A deposit should be required to replace the street in
the proper condition.,
Vern Capps said if he had to clean out the lines; it would necessitate
buying,.,pro~per equipment for the Sob. He maid the property owner should
be required to install a clean-out at the curb. This would be at
their rnsm ~~expense. This could be added to the sub-division ordinance
as a requirement.
Discussion - sewer rates. Tabled for study.
CounclmanlHolbrook reported on the swimming pool information he had
received.. Federal Aid could be obtained. It would cost $600.00 for
Travis~Eng~ineers to make~a~study for the city. He recommended the city
budget $600.00 in the next year's budget to have the study made.
CouncLnanTonn reported that street work was satisfactory. The S.
First Street project being the onlq one under construction now.
Discussion. on paving of S. Fourth Street from the alley to Oak Street.
This would' only be from the paving to the curbs. Mr. Mason instructed
to obtain estimate of costs.
Mr. Tonn suggested the "Speed Zone Ahead" sign b~e installed on West
Pint Street near the curve, at Jackson Creek.
Mr. Mason reported that Mr. Whittle had not given him the description
of the. area of S. Sixth Street ad3oining the Green Oaks Sub. That he
wanted vacated.

Mr. Mason asked the council if they wanted him to re-deposit the
Improvement Bond Fund, Time Deposit. It is now $16,517.93 plus .interest.
Due Date 10/10/68. '
Motion Ayres, second Hill to redeposit. Motion carried.
Mr. Mason read a letter from State Highway Department .giving the
estimate of the construction of Bush Street from Highway 99 to Freeman '
Road as .$95,000.00. Mr. Mason said the city had applied for an
allotment of $25,000.00. However, he felt the estimate was too high.
He was instructed to write a letter and ask for an estimate of the '
cost of construction from Highway 99 to Fourth Street.
Letter concerning the property next to the Time Oil Station and owned
by the State Highway Department. Mr: Mason to contact the department
again concerning the acquisition of this property for an extension
of Manzanita Street.
The Church of .Christ, 3rd and Pine Streets, offered its property to
the city for $50,000.00. Councilman Holbrook recommended the offer
be sent to the~Administrative Committee for their recommendation.
Motion Holbrook, second Tucker to approve the bills and instruct
the City Recorder to pay them from the proper funds. Motion carried.
City Administrator Mason requested three bills be paid from the
contingency fund: 1. Attorney Mansfield's fee for the Grigsby case,
$554.18. 2. General Electric $605.65 (Fire Dept. Rescue Radio).
Rogue Communications $406.95 (Fire alarm).
Motion Ayres, second Holbrook to pay these bills from the contingency
fund. Motion carried.
Councilman Tucker asked the council if they had any recommendations
for officers of the Board of Directors of the Rogue Valley Council
of Goverrunents. Election to be held next Thursday.
Mayor .Bartley passed out brochures for retirement from Woodmen's
Insurance. Meeting to be held Monday at 7:00 p.m., October 7, 1968.
t,~ Motion Ayres, second Tonn to appoint Allen Higinbotham the new Fire
Chief. Motion carried.
Mr. Mason reported to the council that the second paid fireman,
Paul Emery, had resigned. Higinbotham was. instructed to. make a
recommendation for the new assistant Fire Chief.
Mr. Mansfield reported to the council on inYorination on the Zander
case as per their request.
Next council meeting to be November 6, due to election day being
November 5.
