~~~~. City Hall 250 East Pine Street August 6,1968 Central Point, Oregon 7:30 p.m. The Common Council met in regular ad3ourned session with Mayor Bartley presiding. Roll call found: -Present; Ayres, Holbrook, Mushaney,Tonn,Tucker, Absent; _ Hill. Also present: Mason,Mansfield,Tate, Sgt. Corliss. Motion .Ayres, second Tonn to approve the minutes of the previous meetings as mailed to each counciLnan. Motion carried. Mr, Sam Dykes, Central Point Auto Wrecking, appeared before the council to discuss his pending business license. Mr. Dykes had been in violation b~ having too many wrecked cars parked in front of his business. He had been asked to remove all but the number allowed~by the State, ~y the Police Department and City Administrator, and to clean up the area. In some cases, the cars were blocking access to a f~:re hydrant. Patrolman Downing had reported there were 10 cars parked in front of the bh~iness this date. Mr. Dykes said he had only 4-6 cars parked there. He said some of the cars were not his, they belonged to the residences next door. And the manner in which Front Street came to a dead-end there, made it difficult to ascertain the property lines. Councilman Ayres said he felt all cars should be removed unless they were operable .cars for sale. After discussion, the Fire Chief said it would not be satisfactory to put bars around the fire hydrant, since this would make it hard for the Fire Department to i+vork. Motion Ay,~es,second Mushaney to issue a business license to Mr. Dykes, providing he limited the nwnber of cars in front of the business, and that those in front be operable and not dismantled. Motion carried. Attorney Mansfield reported to the council that the Fire Code was ready for typing. The council must now determine how they i+~e-nted to have it prepared. He quoted severe 1 ways and estimates of costs. To have the Fire Code completely retyped and zeroxed would be approximately $150.00. This would be for 1 master copy and 6 copies. Motion Holbrook, second Tucker to have the 1 muster copy and 6 copies made and an ordinance prepared to adopt the Fire Code. Motion carried. Mr. C.L. Perkins appeared before the council to remind them that he had circu]ated a petition to have the dog control measure placed on the ballot several years ago. Councilman Tucker reported on the sign ordinance. He said it had been referred to the attorney in June to have the section pertaining to the Freeway area to be amended. Mayor Bartley reccrrcunended that agroup of citizens and council meet to caanpare the old charter and new proposed charter. He told the council if they wanted to .have it on the ballot in the November election, they must do this in order to have it prepared by Sept. ~,. a, Mr. Harold Reed and Mr. Robert Marasco were attending the council meeting. He asked if they would be willing wo work with the council, attorney, and other citizens to go over the proposed charter. They said they would.. " Meeting to be set as soon as possible. Correspondence: Mr. Mason read ~a letter from the State Sanitary Authority inviting _ the council to a meeting to be held at Jackson County Auditorium, August 23, at 1:30 p.m. Mr. Mansfield reported the Oregon Judicial Council is holding a meeting at the Medford City Council chambers on Sept. 13, at 10:00 a.m. Two of the discussions will be of interest to cities. 1. Fre® counsel` for Municipal Court cases, for person unable to afford counsel. 2. Should ~ they recommend legfs~ation to combine District, Justice of Peace,and ~ Municipal Courts into one lower court. C~ ~ The-council will determine at the next meeting if they would like for ~ - Mr: Mansfield to attend on their behalf. Councilman Tucker said he had talked with Dr. Roberts and he would have his lots at 4th and Alder Streebs cleaned up this week. Mayor Bartley declared a recess while the Fire Department showed the council their rebuilt Fire Truck to be used~for grass fires. The boys in the department had built it completely, from a track which had been stored. Mayor Bartley called the meeting to order again and asked for committee reports. The Administrative com¢aittee had a meeting August 5 with George Gilliam, building inspector. Mr. Gilliam had requested the~Police Dept.. check on any building in progress and report it to the building inspector. Sgt. Corliss will report the matter to the Police ~'hief when he returns from vacation. Mr. Mason discussed drive-way ordinance with council. He requested drawings be made a part of the ordinance. Councilman Tucker, representative to the Rogue Valley Council of Governments, gave a report on their progress. He explained the method of voting applies to the hoard of Directors, not to the full council. Each city will have 1 vote per city in their class. Mr. Tucker will have to vote as the City Council wished him to do. . The ~'ity Council said they were behind Mr. Tucker 100. Gouncil,man Mushaney reported on a meeting of the Police Committee. He said Chief Sibleyy was ma a book of rules and regulations for.the department. Also, he would~~e to have a reserve of 6 men. To be uniformed, have meetings, and have a Sgt. among themselves. They would work at dances, football games, etc. Mayor Bartley asked if they would be paid. Mr. Mushaney said they would all be on a volunteer basis. No pay. Councilman Holbrook said he would like to see a more tho~ug~h report before the council makes any . decision. Mr. Mushaney read several recommendations for changes submitted by Chief Sibley concerning traffic. 6- One of the ~necommendations requested was,'No trucks over 2 T be allowed _ to'park on any street except to load or unload,"-was questioned by Councilman Tonn: `He said some of the drivers stop at the Motel all night. Referred to administrative committee. Councilman Mushaney read a letter written by Chief Sibley commending Sgt. Corliss for attending Command School in Medford recently. He _, said Mr. Corliss had attended on his own time and still worked his-full shift. Mr. Mason was instructed to make a copy of the letter and give to Sgt. Corliss. Councilman Holbrook reported on a meeting of the Parks and Recreation committee. He said he had met with the Fire Department members and students to discuss a ball park. The Fire Department have been working trying to interest the public in helping on the ball park. He had also checked with Jackson County Planning Commission to see what funds could be obtained to help build parks and pools. An architectural firm from Portland had said they could obtain federal funds, but their engineering research costs were too high and City of Central Point could not afford to. do this. Mr. Mason asked the council if they would like to have their expense money paid monthly or quarterly. They said monthly. Mr. Mason informed the council that the bid opemi.ng for South First Street would be August 20,1968 at x:30 p.m. Motion Tucker, second Holbrook to approve the bills and instruct the City Recorder to draw warrants to pay them. Motion carried. Mr. Mason discussed the Errors and Ommissions Insurance with the council. The present. insurance company will not renew the policg~ unless the Mayor and, the council are deleted. Another company will insure, _ but~;° wants double the premium now paid.. Mayor Bartley said he would check into this matter. Mr. Mason asked the council what they wanted to do about retirement `program for the employees. Shoudd he go ahead and have the Public Employees Retirement Board give an estimate on costs, or have._other companies submit... costs. Mayor Bartley said he felt the council should meet with several company representatives and then determine which is best instead of the employees deciding what they wanted. Meeting set for council August 19,1968 at 7:00 p.m. Allowing an hour for each company. Discussion on dividing city into more equal wards. No time left to do this before November election, but shou~id be done in near future. County divides precincts after they reach 500. 'In past, city has had ward boundaries to coincide with the precinct. City picnic set for August 18 at 1:00 p.m. in City Park.
