. Special Adjourned Meeting
The Common Council met in special adjourned session with, Mayor Bartley
presiding.
Roll call found: Present; Ayres, Hill, Holbrook, Mushaney, Tonn,Tucker.
Absent; none. .Also present: N~son,Tate, Mansfield '
Public Hearing .on the proposed Ordinance No. 922, this being an ordinance
authorizing and ordering the construction of paving, curbs, gutters on
South First Street from Chk To Cedar Streets. No one appeared at the hearing.
It was moved by .Ayres, second Holbrook to approve Ordinance No. 922. Roll
call vote. All in favor. Motion carried. Ordinance No. 922 declared duly
adopted.
Attorney Mansfield read proposed Ordinance No. 923,. this being an ordinance
relating to inhaling toxic vapors.
It was moved by Mushy ney, second Tonn to approve Ordinance No. 923. Roll
call vole. Motion carried. Ordinance No. 923 declared duly adopted.
Proposed Ordinance No. 924 was discussed, this being an ordinance didpensing
with an election and calling fora Public Hearing on the proposed annexation
of certain property. (Cupp property-formerly furniture store) Public
Hearing to be September 3 at 7:30 p.m.
It was moved bg~dTucker, second Ayres to approve Ordinance No. 924. Roll call
vote. Motion carried. Ordinance No. 924 decla red duly adopted.
Attorney Mansfield read Ordinance No. 925, this beipgn~n ordinance vacating
a certain alley. (Fast and tidest alley on N. First Street between Laurel St.
and Maple St. It was moved by Hill, second Tonn to approve Ordinance No. 925.
Roll call vote. All in favor. Motion carried. Ordinance No. 925 declared
duly adopted.
Recorder Mason recommended $2.00 permit fee for fences,~in Ord. No. 918.
It was moved by Tucker, second Mus;ney to approve the $2;„BOO permit fee.
Motion carried.
Councilman Hill, Sewer Committee Chairman, reparted.on the committee's meeting.
Representatives from BCVSA and Chamber of Commerce of Medford, will,
attend the council meeting later in the evening.
Medford has decided to go ahead and build $3,550,000.00 treatment plant.
Identical user fee of $2.50 will be the basic fee per month for all users.
Committee will be formed to study charges. The $2.50 will be the basic fee
for normal use.
BCVSA will go ahead with construction of the interceptor lines at cost
of approximately $7,500,000.00. Central Points share will be 3 3/4~
or $281,000.00 plus. The City of Central Point will be responsible for their
own lines within city. It would not be necessary to join the BCVSA at this time.
Central Point is the only one who has not gi~ten the go ahead. Phoenix, Medford,
and BCVSA have all approved going ahead.

Attorney Mansfield told the council that Medford had now decided to ~o
ahead with the BCVSA and get started.

Motion Mushaney, second Ayres to accept the bid of Bray Equipment, Motion
carried.
Mr. Jerry Latham,Chamber of Commerce, appeared before the council. He
explained that a group had been formed to talk about other than technical
problems. The group was composed of 3 members of the Chamber of Commerce,
® 3 from Medford Council, and 2 from the Bear Creek Valley Sanitary Authority.
They had talks with Rogue River Va 11ey Basin Control, Parks and Recreation,
~ and Water Commissioners representatives.

Cost of ~ 8~~ interceptor lines would be paid by 30 year bonds. Medford
will approve proposal if ot~iers will. _ ,
Councilman Mushaney told Mr. Latham he felt thatnC.P. had been left out of
any discussion on this final proposal. _~.P. is a large part of the Valley,
and. should have been asked. How did the Chamber of COmmerce, Medford and
BCVSA arrive at this proposal without asking C.P._anything about it?
Mr. Latham explained that since C.P, deals with Medford, they felt C.P.
would go along with them. C.P. would have to dea 1 with BCVSA for the
interceptor and City of Medford with treatment facilities.
Mr. Mason said he had the same feeling, that C: P. had been left out of
the final decisions. Representatives from C.P. had attended practically
all of the meetings they had been invited to attend,
Discussion on future annexations. It could be a problem, since residents
in the outside areas would not want to annex if they had water and sewer
available. Therefore, there tivould be no control on the buildings, zoning,
etc .. _
Councilman Tucker said he-had two doubts., 1. The non-engineering of the
.lower end of the valley where C.P. comes into the lotirer Bear Creek. C.~.
would still have to maintain pumps. He felt C.P. shoudl go from the .lowest
part of C.P. to Jackson Creek Trunk. The Authority had said orally, that C.P.
-could connect where it would be best for C.P. However, this was only orally.
2. As the tentative agreement is now stated, C.P. would have to pay the
proportmonatb share of the interceptor, roughly, 3 3/4~ and C.P.~s
share of the cost of the Jackson Creek Trunk and full cost of line to the
Jackson Creek Trunk.
Mr. Latham explained that his group was not a legal group. Any negiotations
would have to be with each group. He had hopes of Ashland coming into the
agreement with their assessed va luation.
:Council.rnan Hill said this discussion proves that C.P. has not .been properly
asked about financial angles. C.P. needs more planning on the West side of
town instead of the East side, since C.P~s growth will be more .westerly.
Mr. Tatham said they had tried to get away from dividing the valley into segments.

Caunci]m~,n Mushaney asked Mr. Latham what he wanted C.P. to approve?
Mr, Latham said to agree to tentative proposal.
Bruce Bauer,BCUSA, sa id we are going to agree to agree later. This was an
arbritation group.
Mr. Mason said the council had passed a Resolution already to contract with
either BCUSA or Medford, within reason.
Council.r~,n Mushaney then wanted to know if C.P. would be~~contrant~:ng with both
Med~oriel aril BCUSA?
Mr. Latham explained that the answer was yes, except C.P. would not have any
connect charges within the city. -
Councilman Ayres asked if the $2.50 wou3_d be all C.P. would have to pay, or
would G.P. have to charge $2.50 plus more for maintenenance?
Mr. Latham said the $2.50 wolld only be a basic fee. Costs might go as high
as $5.00 ear $6,00 for users. The city would have to figure what charges
they need for maintenance,,etc. The treatment plant shou3~. be ready in
2 years, and the interceptor in 3 years. -The County has failed to draft any
zoning, so the land has been divided into large lots-in order to have proper
drain fields for septic tanks. ~ This has been a waste of good land.
Councilman-Holbrook asked Mr. Latham if zoning had been discussed?
Mr. Latham explained-that it had been discussed, but it is hard to get
anything done. City of Medford can control industrial growth, because
of the control they have on available water. -
Councilman Mushaney asked Bruce Bauer if they were going to try to
change the State Sanitary Authority regulations? Mr. Bauer said they
definitely were. -
Bryce Townley, city engineer, said he was concerned withfuture annexations.
How could C.P. control the growth to the North and West if a builder or subs
divider can build in the county without having to put in street improvements,
lights, etc. What protection will C.P.-have? Will new users have to go
through the Authority? Will anyone be able to connect to the sewer system?
Will the Authority have any regulations? -
Attorney Mansfield said annexation.-or zoning should be orderly development.
He did not forsee the county getting into zoning in the near future. -
He said he had talked with Mr. Cunningham. Mr. Cunningham had said a group
in Medford would try to annex Medford and Central Point into the Sanitary Authority
by circulating a petition to have it on the ballet and have-the people vote on it. If
we insist on the proper zoning at this time, we will kill any agreement.

Motion Mushaney, second Ayres to endorse the Area Wide Sewage Plan Study as
made by Chamber of Commerce and the group. Motion carried.
Mr. Tatham said a Press Conferences ~,vould be held at 10:00 a.m. at Medford
Hotel. A11 Mayor-s $nd representatives had been invited, including councilman.
A press release would be given on the agreement. Mayor Bartley said he had not
recieved an invitation and:. none of the councilman had either. Mr. Latham said
there must be some mistake, .because letters were sent out to them.
Motion Ayres, second Holbrook to call for bids on South First Street from
Oak .Street to Cedar Street.
Mr. Mason informed the council that Larry Johnson had been accepted for
....Police Training School at Camp Withycombe. Cost would be $100.00 for
board and room. He also needed summer tans to wear there. Recorder Mason
was .instructed to send the $100.00 registration and buy Johnson some
summer tans.
There being•no further business, it was moved by Ayres, second Mushaney
to adjourn. Motion carried. -9:30 p.m.
