Pine Street July 2, 1966 ` - Central Point, Oregon 7:30 p.m. The,Common Council met in regular adjourned sess~mn with Mayor Bartley presiding. ` Roll call found: Ayres, Hill, Holbrook, Mushaney, Tonn, Tucker;~present Also present; Mason, Mansfield, Bessey. Absents Tate. ' A correction of the 'minutes was noted by Mr, Tucker, On page 2,. para. 2 it read - "A second Citizen's group is-being formed to promote the new proposed ~ charter, It should read " A second Citizen's group is being formed to ~ possibly promote the new proposed charter." With the correction a ~ motion by Ayres,. second by Hill approved the minutes as mailed to ~ each councilman. ~..~ ~ A Public Hearing was held on the vacating of an alley on North First .Street between Laurel Street and Maple Street. No oneaappeared to object to the vacation. Motion by Mushaney, second by Tonn to vacate the alley. Motion carried. All in favor. Discussion - The blacktop at the parking lot of Bonanza Steak has not been put in accouding to the specifications of the building code, Mr. Masora was instructed to notify Mr. Cartwright about the violation .,and give him ample time to correct it. ,:.. Several Complaints have been made regarding the way the building inspecting _has been done. The Administrative Committee instructed. Mr. Mason to advise George Gilliam of a meeting they are to have with the Administrative Committee. No date had been set. Mr. Tucker. had no report from the Rogue Valley Council of Governments. Discussion - Vacating of road in front of Central Point Plywood. There was no action taken at this time. Tabled. Attorney Mansfield read Ordinance No.-6$~, this being an ordinance relating to jury trials in the municipal court for the city of Central Point,., and amending section 1-5.0, Code of Central Point, 1967 and providing penalties. Motion Holbrook, second Mushaney to ado t 9.%~ Ordinance No. 881. Roll call. vote. All in favor. Ordinance No. ~ duly adopted. qq Ordinance no.~8~ was read by Attorney Mansfield. This is an ordinance relating to fences in the City of Central Point, and amending ordinances qr~, 818 and 893. Motion by Tonn, second by Holbrook to a3opt ordinance N0. $g2 Roll call vote. All in favor. Ordinance No9`~-8$2"duly adopted. A Public Hearing was held for a Zone Change for a bus garage to be _ builtrisear the Administration Office for School District .6. Mr. Meyer, b ' Supt. of Schools,. was present to answer questions asked by the council. Several questions were asked by the council and answered by Mr. Meyer. The only objection was from Mike Swanson who was representing his father. Mr. Swanson stated that this would create an eyesore to their property to have this garage in this area. Mr. Meyer assured Mr. Swanson. and the council that there would be no mess from the garage. He stated that the driveway area would be blacktopped, the building would be out of brick, and there would be very little night maintenance done, if so it would be done inside the building so not to disturb any residence, Motion Mushaney, second Tonn to approve the Zone Change for the bus garage. Roll call vote. All in favor. Ordinance No9:~83'declared duly adopted. 9i° Ordinance No.. 88~ was read by Attorney Mansfield. This is an ordinance relating to animals running at large and amending section 5-8, Code of Central Point, 1967. 9.~0 Motion Ayres, second Holbrook to adopt Ordinance No.-SSt~.' Roll call vote. All in favor. Ordinance No. .88~"2Odeclared duly adopted. A proposed ordinance was read by Attorney Mansfield relating to inhaling toxic vapors, providing prohibitions thereof, etc.., Mr. Mushaney suggested that the penalty be set at a stiffer rate. He suggested it be changed to read "fine not to exceed $100.00 or 6 months in jail or both." Attorney Mansfield is to redraft this ordinance by the next council meeting. 9a Ordinance No. ~ was read by Attorney Mansfield. This is an ordinance q~,.~~cepe~~~3.for Paving, Curbs, and Gutters on South First Street. A Public Hearing is set for July 16, 1968. Motion Tonn, second Mushaneyt to dopt this ordinance. Roll call vote. All in favor. .Ordinance No declared duly adopted. I~.The city is to do as much work as posw~ble. Discussion - Foreclosure proceedings on the Elizabeth Norris property ' on Laurel Street. The sale is set for Friday, July 5,.1968. The .amount owed on this property is $413.77. This amount is for the delinquent taxes. Motion by Tucker, second by Ayres to authorize the city to go ahead with the foreclosure. Roll call vote. All in favor. Motion carried. The dog control law was discussed. Mr. Mansfield stated .that the city law had priority over the state law: Discussion - Community Action. Attorney Mansfield suggested that Central Point not get involved in it. The city should stay as a ".Little Island". There was no new business discussed. i '~ approving D.D. Turner, Fire Chief, came to the council meeting to request the city tanker be made available to be used by them and the Rural Dept. when ever needed by~either of them. Motion Mushaney, second Ayres to make the city tanker available for the ~~.#~ depts. use, but that it be operated by one of our city firemen. All in favor.
