Budget Meeting
The Common Council met in special adjourned session to discuss the
budget for 1968-69. °
Present: Ayres, Dill, Holbrook, Tonn, Tucker. Mason; Tate
Absent: Bartley, Mushaney.
City Adfiinistrator, Freeman Mason, explained several items included
in the budget. Other Revenue in the General Fund $1,500.00 included
revenue from the farming land being leased by Mr. Neidermeyer. The
Street Fund available cash•on hand would be a minus $3,000.00, since
costs for street improvements had been more than anticipated during
the budget year and revenue was less.

General Fund expenditures included a roof for the City Hall and library
maintenance contract for all equiFment in•City Hall, Police and Fire
Depts. Capital outlay included a radio for Police Dept. about $870.00.
Discussion on water lines to be replaced on Bigham Drive and S. First
Street.
Don Turner explained the Fire Dept. proposed budget. Schools and training
to be set at $400.00. Telephone to $500.00. Add $600.00 to Volunteer
Firemen Fund. Mr. Mason said 1 man might be brought from the Street
Dept. to become the second paid fireman. Radio expense would cover
repair and maintenance. Suggested two beds be purchased for firemen
on duty. Each fireman furnishes his own bedding.
Mr. Sibley explained the proposed Police Dept. budget. He requested
Chief salary $9,000.00, Sgt. :`~ti,100.00, patrolmen $30,000.00 plus item
for overtime. Under Schools, he included training for at least
three reserves. New car if 4 Dr., could possibly run highbr a
should be considered. P.A. System $245.00, 2 channel radio $870.00,
and equipment as follows: $600.00
• ~2 'shot guns and mounts, 1 cage $105.00, 2 warning lights. Total
budget approximately $11,000.00 over last year.
After further discussion, the next meeting was set for April 23, 1968
at 730 p.m.

'. Discussion on retirement for city employees. It was suggested that the
•• city pay 5~ and the employees pay 5~. Mr. Mason was instructed to contact
several companies on retirement programs, and report information to the

Mayor Bartley proposed the city employees start paying their water bills.
He said they were now getting ample salaried to enable them to do so.
He proposed $20,00 a month for each councilman and mayor.
It was moved and seconded the meeting be adjourned. Next budget meeting
set for April 30, 1968. Motion carried. 10:00 p.m.

The Common 6ouncil.met in special adjourned session for discussion and
work on budget.
Present: Ayres, Holbrook, Mushaney, Tonn, Tucker. Absent: Hill, Bartley.
Also present: Mason, Tate.
Discussion was held on the proposed salaries for the coming year.
Councilman Mushaney proposed a 7~ across the board raise plus $10.00
a month in lieu of the water bill. The employee then would pay his
own water bill. Since the employees had received water free in the past
because the city had given it in lieu of a raise when funds were
limited, he felt those persons receiving free water now should be
given the $10.00.
Again, it was noted that the Planning Commission would be notified that
they would have to pay for their water, since the Oregon State Statute
on Planning Commissions stated that they could not receive compensation.
The City Administrator was instructed to work out the new salaries
with the 7~ raise and the $10.00 and have the ft~gures ready for the_next
budget meeting.. Next meeting set for May 13, 1968 at 7:00 p.m.

The Council met in special adjourned session for work on the budget.
Present: Bartley, Mushaney, Tonn, Tucker, Ayres; councilman. Mason, Tate.
Novasad, Reynolds; .budget. committee .
Absent; Holb rook, Hill.
Salaries were discussed. Councilman Mushaney explained that at the last
meeting it had been decided on 7~ increase + $10.00 for water and sewer
Cost of living National .average 7.4~ other 6.5~. So the decision was 7~.
The decision on the council compensation was set at $2k0.00 per year or
$20.00 per month. This would be in lieu of water and sewer services
as now received.
City administrator reported he had a meeting scheduled for the employees
to meet with a representative of the Public bnployees Retirement for
Monday, May 20 at 7:30 p.m. A,fmgure of $4,000.00 to be put into the
budget in case the city did decide on ,the retirement program.

The Common Council met in special adjourned session.
Present: Bartley, Ayres, Holbrook, Mushaney. Mason, Tate
Absent: Hill, Tucker, Tonn.
Budget members present: Reynolds, Rowe, Novasad. Absent: George,`Griffeth,
Bigham.
It was moved°and seconded Dale Bartley be elected Chairman of the Budge~r
Committee. All in favor. Motion carried.

C~ Committee. All in favor. Motion carried.

~ The committee reviewed the budget completely.
Mr. Mason was-instructed to advertise a Public Meeting to be held,
June 3, 1968 at 7:00.p.m.
Mr. Mason said a balance of $1,218.46 was left in the Water System-
Enlargement Fund.- Plans were to use this to do as much work on the
shop building as possible. It was decided to budget the entire
amount for this purpose and close out the fund.

The meeting was called to order by Chairman Dale Bartley.
City Administrator explained how he had entered the salaries. He had
divided them amoung the different funds in order to balance them.
Each page of the budget was discussed with the committee.
Motion Ayres, second Novasad to approve the budget and
June 7. Motion carried. „-
