Roll call: Present: Ayres, Hill, Holbrook,Mushaney, Tonn,Tncker. Absent ; none. Also present, Mason,Tate. It was moved. and seconded the minutes of the previous meeting be approved <as mailed to each councilman. Motion carried. - t Planning Coanrai.ssion minutes-no discussion. Motion carried. Mrs. Ivan Skyrma.n, representing Central Point on the Jackson County Library Board, appeared before the council to ask them to consider the growing need of the Central Point Library. More help m~:needed half time, and a courier to deliver-more books to the Library. Mr. Omar Bacon, Jackson County Librarian, presented percentage figures concerning the growth of the area and the contributions of the county, City of Medford, toward the library.' Mr. Bacon also stated that another librarian was. needed to be available to assist the branches. Plans ~ ' were being presented to have a more complete film library for loan along with a pro3ector. Central Point Branch also needs at least a half°`time person, more books and magazines to up-date it to the present needs. Mr. Bacon said .perhaps the City Council could write a letter or pass a resolution to the County Court to help support the request for the items mentioned in the proposed budget. Mayor Bartley said the council would be happy to cooperate any way they. could. they were proud of the present Central 'point Library. A letter would be written to the Jackson County Court. Former Police Chief, Ed Zander, suggested the city council members-set an amount. to be paid each councilman for attending council meeting. He said Sparks, Nev. paid their counciLnen $300.00 each month. However, the City of Central Point would not be able to pay that amount, but should have compensation for their time. Mayor Bartley said the council had talked about this, but nothing had been done at the present time. - 1, Mr. Zander also stated he thought the Fire Department-would operate more efficiently if the paid fireman was the Fire Chief. At the present time, the .fireman has to wait until he can contact the Fire Chief before he can proceed with some of the normal operations of the department.. s. ~'-~' 1 `~ ~~v Mayor Bartley said the system used now was ~ unusual one. However, this was the departments first paid fireman and there were some problems to be worked out. The council would take the suggestion under advisement. Mrs. Homer Lamb suggested the new police car have a cage in it to protect the police from prisoners while transporting them. Mayor Bartley said the new police car would have the cage. Vernon Ca~pps,Public Works Supt., suggested to- the council that new maps be made showing each water and sewer line i.n the city. He needs-these maps- and thought they should be kept up to date. He wanted to have Mark Boyden, surveyor, to assist-him in the drafting. He would show the depth, type of pipe, location, valves, etc. The city has grown to the point where it is necessary to have all of this information available. He suggested two copies be filed at City Hall and two at the Water Departm®nf~ shop. Most of the maps now are outdated. 1946 was the molt®recent. The council ,was in favor, and advised Mr. Capps to proceed with the mapping. They felt his idea was very good... If he felt ,he was running into great expense, to_contact the council .again for any .decision to proceed. Attorney Mansfield again read the franchise ordinance, with the Pacific Power and Light Company and explained it to the council. Attorney Mansfield said it had come to his attention that a citizen had circulated a petition to place on the ballot, the question of the City of Central Point being annexed into the Bear Creek Valley Sanitary Authority. In his opinion, the city council would have to be the one to make the decision as to whether they wanted to beoincluded in the Authority. Since the council did not want to be included at this time, he felt they should make a news re3~ee stating their stand against annexation. Mr. Mansfield read a e prepared ..news release. ~~The City of Central Point underst~ds that a move has been started to annex the City into the Bear Creek Valley Sanitary Authority. The City has had under consideasation several alternatives. as concerns a sewer system in order to determine-which might be in the best interests of the City. _ , To be annexed to the Authority at this time, however, would commit the City to one alternative and would completely eliminate annexation to the Authority at this tirr-e. ~~ Councilman Hill stated he felt that the statement did not explain enough to the people of Central Point. He felt more detailed information should be given. Alternatives should be given. Mr. Hill, who .is on the sewer committee, was to work with the Attorney to draft another news release. - - Councilman Mushaney said the State Sanitary Authority made a news release last Saturday,. March 30 that no more hook-ups to any existing sewer line could be made. Mr. Mushaney said it may take five years for either the City of Medford or Bear Creek Valley Sanitary Authority to build a plant. ~'~~ .. In the meantime, the State Sanitary Authority plans to stop all progress in building. Mr. Mansfield explained the Fire Department dispatching agreement with the State Forestry, Rural Fire District and City of Central-Point. Costs would be City of Central Po~fiait 40~ and the Central Point Rural 60~. Mr, Sam Taylor suggested no other departments be added without the approval of all concerned. Any request be made before Feb. 1,196, in order that there would be ample time to include it in the budget. Attorney Mansfield read the agreement between the City of Central Point andthe Central Point Rural Fire District. It was moved and seconded the agreement be approved. All in favor., Motion carried. ~ Fire Chief,Don Turner, explained the new system to the council. He felt it "~ would ,serve all of the departments better..... The State Forestry has three phones, including one in the sleeping quarters, and the alarm can be, set ,off from any ~ one of than. There will be no delay in the alarms. If there is a power failure, the City has a system set up that will set off an alarm in the Fire all. The Police Dept. have been advised of the siren, and if they hear.it~, they will contact the department. If necessary, thereis a direct ,phone line ,_ to be used direct to the State Forestry. They have maps. of all the .areas. If there is a question as to whether the fide is rural or city, they will push either button and the call will be answered by that department, until it is determined which district the fire is in. Ed Zander brought in a petition showing what Mr. Wernmark had asked the people to sign in order to annex to the BCVSA. It was 3ust for information for council. Proposed. Ordinance No. 915, and ordinanee calling an election within the city Central. Point, Oregon, to be held on the 28th day of May,1966, and submitting to the legal voters of said city at said election the question of adopting a new charter for said city as set out therein, and submitting to said voters the question of repealing a 11 Charter provisions-presently in existence., Discussion-Councilman Holbrook questioned the ward system for electing councilmen. Councilman Mushaney said Section 7 established methods of establishing wards. Attorney Mansfield said the charter provided in .. Sec. 43,-that all ordinances now in effect would still be in effect unless the council amended or repealed them.. Motion Holbrook, second Tonn to approve O~dt3~ No. 915, Roll call vote. A11 in favor. Motion carried. Ordinance No. 915 declared duly adopted. Mr. Mason asked the council if they would like to redeposit the Time Deposit of the Improvement Bond .Fund. Due date, April 4,1966. The funds would draw. 5~ interest.- , Motion Mushaney,_second Ayres to redeposit the Time Deposit of the Improvement Bond Fund. A]1 in favor. Motion carried. ,{ Discussion-SOUTH FIRST STREET IMPROVEMENT from 03k to Cedar Street. Motion Mushaney, second Ayres to have Mark Boyden do the surveying and Bryce Townley do the engineering for this Sob. All in favor. Motion carried. ~.~ Discussion-fiLin~ fees for the Zoning ordinance. Motion Tucker, second Ayres to set the filing fee of $25.00 for any ~~filing in the Zoning ordinance. Motion carried. ---- Discussion-proposed sign ordinance. Various points were brought out by the council, concerning freeway signs, billboards, height of-signs and square footsage allowances. Also fees for painters, etc. Motion Ayres, second Tucker to refer back to the planning commission. It was moved and seconded a stop sign be erected at the corner of Rachel Dr.•and West Pine Street. Motion carried. Budget meeting set for April 16,1968 at 7:00 p.m. Clean-up day set for May 18. Pick-ups to be made 11:00 a.m. and 3:00 p.m Ben Mushaney,chairman. Councilman Mushaney suggested tothe council that a plaque be mounted on the City Hall wall outside/~he names of servicementkilled in Viet Nam be placed on it. The first one would be John Boyce. Motion Mushaney, second Ayres to instruct the Recorder to check with the So.Ore. Trophy for costs. Motion carried. (would be a budget item.) Councilman Holbrook reviewed plans for Parks to be planned at Jewett School and Richardson School. The one at Jewett would be an off-freeway park and the one ab Richardson would be a ball park. Don Turner said the Central Point Volunteer Fire Department-had worked hard on the plans for the ball park at Richardson and had a plot plan on the wall in the Fire Hall. Councilman Holbrook would be representative for the council,Clif Ayres for the citizens and a representative would have to be appointed-from the school, making it a joint project as per agreement with the city and school. Councilman Tonn reported he had been approached by Mel Burnett about the city leasing part of the Burnett property on the corner of S: 3rd St. and C~k Street fora new city hall site. He did not want to sel]. it, and would rather lease. - Mr. Mason explained drainage problems in the Royal Hei~hts Sub. at the North end of Go~met Ave. and Crown Ave. and adjoining the School District property. Mr. Mason advised to try and work with the school to solve the problem. Motion Hill, second Torn to approve the bills and instruct the-City Recorder to draw warrants a~n the proper funds for paying them. Motion carried. Attorney Mansfield discussed major traffic offenses with the council. ', He felt the District Court was s®t up better to handle such cases as driving under the influence, driving while suspended, reckless dritring. In the past these cases had been cited into District Court, but perhaps the new acting Chief of Police wanted them in Municipal Court. The council felt these cases should be cited into District Court' if-it was the best way of handling them. Police committee to meet with chief and attorney to set a policy of handling these cases. a~`' Ed Zander brought to the attention of the council that property owners or renters near the Community "ible Church had started ' a wrecking yard. They have cars there. Council advised the Chief several old wrecked to check them out. Councilman Mushaney told the council that Don Turner, Fire Chief, had invited the council to come out to!<.the Fire Hall after the meeting and see~how the new alarm system works.
