The Common Council met in Special Adjourned session with Mayor Bartley
presiding. Roll call found: Ayres, Hill, Holbrook, Mushaney, Tonn and
Tucker; present. Also present, Mason. Absent: none.
The purpose of this meeting was to consider the report from the Police
committee from their meeting of February 19, 1968.
Mayor Bartley reported on a proposed meeting ~~ith the BEar Creek Sanitary
Authority. and the City of Medford Engineers to be held February 26,1968
at 1:30 P.M. Discussion. Administrator Mason to attend this meeting.
Councilman Holbrook reported on a questionnaire for the Jackson County
Cultural Center. No decision.
Councilman Ben Mushaney, Chairman of the Police Committee then reportedc
on the Police Committee meeting, mentioned above, bringing out the
various failures by the Chief of Police since the last meeting ~n.th
him. After a lengthy discussion it was recommended to the Council
that the Police Chief be terminated as of now and that Patrolman
Charles Sibley be appointed Chief Pro-tem. More discussion.
Motion by Ayres, second by Tucker, to ask for Chief Zander's
resignation immediately, with due oonsideration to two weeks severance
pay, three weeks vacation pay and any accumulated time that he might
\ have, and that if he refused to resign then he is to be advised of
his termination by the Mayor and City Administrator at 8:30 A.M., on
February 21, 1968. Roll call vote: Ayres, yes, Hill, yes, Holbrook, yes,
Mushaney, yes, Tonn, yes, Tucker, yes. Vote unanimous. Motion carried.
Motion by Mushaney, second by Tonn that if Patrolman Sibley would
accept the position of Chief of Police pro-tem that he be appointed
with an adjustment of salary. All in favor. Motion carried.
A meeting to be held with Charles Sibley as soon as possible.
Motion by Mushaney, second by Ayres that the meeting be adjourned to
the call of the Mayor. All in i~avor. Motion carried.

The Coannon Council met in Special Adjourned session with Mayor Bartley
presiding. Roll call found: Ayres, Hill, Holbrook, Mushaney, Torin
and Tucker; present. Also present, Mason. Absents none. "
Mayor~Bartley brought the Council up to date on the happenings since
last Wednesday morning regarding the termination of Edward Zander.
The subject of whether the Council should hold a Public Hearing to
answer citizens that had questions as to the whys and wherefores of
the termination of Mr. Zander irks then thoroughly discussed.
A motion was made by Councilman Hill, seconded by Tonn that the heads
~ of Police Committees from 1964, to date, meet to draft the list of
~ violations of the Rules and Regulations by the former Chief so that
the :Council would be prepared to answer questions at the next regular
meeting March 5, 1968 and to provide copies for each Councilman prior
to that meeting." All in favor. Motion carried.

Discussion on whether or not to make a public release through the
Newspaper as to the itemized.reasons for termination. Motion by
~:~ushaney, second by Ayres that the City Attorney, Mayor Bartley

'and Mason prepare a release for the news media. All in favor.
Motion carried.
Councilman Tucker suggested that the. local reporter should be informed
of this meeting and state in this release that the entire CouriciL
re-affirmed their stand on the termination. Mason to advise reporter.
.Motion by Tucker, second by Holbrook that the meeting be adjourned to
the call of the Mayor.. All in favor. Motion carried.
