The Common Council met in regular adjourned session with Mayor Bartley
presiding.
Roll call found:- Ayres, Hill, Holbrook, Mushaney, Torn, Tucker; present.
Also present, Mason, Tate, Mansfield: Absent; none:
It was moved and seconded the minutes bea.approved as mailed to each
councilman. Motion carried.
It was moved and seconded the bills be approved and the City Recorder
be instructed to draw warrants from the proper funds to pay them.
Motion carried.
Planning Commission minutes were discussed.
Request of Mrs. William Mintz to have a "Nome Occupation",~ in her home.
She would like to convert the former garage into a Beauty Shop. The
Zoning Ordinance provides such a business as a conditional use in the
R3 Zone. -
Motion Tucker,~second Ayres to allow the Beauty Shop at 413 S. First
Street, with the stipulation that the shop be separated from the residence.
No connecting doors. Also, the Conditional Use regulations of the Zoning
Ordinance,~Section 3.040-3a and the Section 4.200 must be conformed to
as well as, the State Board of Cosmetology rules.
Motion carried. (letter to be sent to Mrs. Mints.)
The Council would have the right to examine the property, to ascertain
if there would be any noise, smoke, etc, If at any time they determined
the business was not satisfactory to the area, they would notice Mrs. Mintz.
Motion Tucker, second Holbrook to table sign ordinance until future
date: Motion carried.
Mr: Ted Davenport, District Manager of Pacific Power and Light Company
read.a letter to the council from the company .requesting a non-
exclusive franchise for 20 years. He presented an application with
a check in the amount of $100.00. Also five copies of a proposed
ordinance, which had been drafted for approval by the council. He
explained that specifically, a change had been made in the fee from
2~ to 3~,of the gross earnings in Central Point. The present franchise
will expire April 30, 1968.
Attorney Mansfield recommended the council take a copy of the proposed
ordinance and read it, and he would also check it.
Motion Holbrook, second Ayres to have Attorney Mansfield examine the
proposed ordinance and return a summary for the council. Motion carried.
Attorney Mansfield read letters from D.F. Perkins and G.C. Cunningham
regarding the improvements made on Maple Street and the proposed assessments.
He then read proposed Ordinance No. 912, this being an ordinance declaring
the ,assessment of property benefited for the cost of construction of paving,
curbs and gutters on Maple Street from Highway 99 to North 10th Street.

vote. Motion carried. Ordinance No. 912 declared duly adopted..
Attorney Mansfield read proposed Ordinance No. 913, this being an
ordinance relating to City of Central Point Improvement Bonds in the
smn of $75,338.51 and amending Ordinance No. 911. Mr.' Mansfield
explained this was an ordinance to amend certain words in Ordinance No.911.
Motion Hill, second Mushaney to approve Ordinance No. 911. Roll call
vote. Motion carried.. Ordinance No .. 913 declared duly adopted.
Attorney Mansfield explained proposed legislation that would effect
the city's budget if it passed. It is legislation regarding the city
providing counsel for indigents, even in traffic cases.
Discussion with the Engineer, Bryce Townley, regarding the installation
of the pumping plants at Upton Road and Comet Ave. in the Royal Heights
Subdivision. Mr. Tovznley said .he had talked with Mr. George Plumb, who
had done the inspection. Also, with Vern Capps and Mr. Carstensen,
County Engineer. Part of the difficulty had been with incorrect
information on the "As Built" plans given the city by Mr. Carstensen
when the pumping plants were originally installed. This resulted in
the wrmng size pumps being called for in the new installation. Mr.
Totanley said the proper size pumps had to be ordered and installed,
and he felt .the pumping plants would now do the proper job.
Councilman Mushaney asked Mr. Toxrnley if the city was_the only one being
penalized, or is the former city engineer also being penalized.
Mr. Townley said Mr. George Plumb, who had worked for Mr. Warren
on the design of the stations, had agreed to bill out 2/3 of his
time. Townley would deduct $220.00 from his bill, which was the amount
the city had to pay for having the Casper Sanitation Service pump
during the period of waiting for the new pumps. Contractor would
allow $120.00 deduction.
Bryce Townley reviewed the reports on the Sewage Disposal problem as far
as the city was concerned. He said they could go three ways: (1) N~dt~za,~e:
with the Bear Creek Valley Sanitary Authority. (2)~City of Medford
(3) Goon their own. He said the engineering costs have been high for,
the various studies. If the city is not happy with the reports, he
recommended they instruct him to make a study for the city to go alone.
Generally, he felt it would cost the city more to go this way. He
would do the study for approximately $1,000.00. Townley said the city,
if they go alone, should consider some type of emergency power system.
The Medford Plan does not .include the storm drain.
The Sanitary Authority report shows that it would require approximately
16 people for administration and maintenance of their system.
Mr. Townley's proposal:

This will not be a critique of the .other studies;
but, as you requested, will burnish the vital statistics
necessary for you to make your final decision. Namely:
1. Total cost of Sewage Treatment Plant and trunk lines.
2. Annual Bond costs to repay No. 1.
3. Annual operational and maintenance costs
~.,::= 4. Compare 2 and 3 with Medford and B.C.S.A. annual costs.
On a flat fee basis, the report can be prepared for $1,000.00."

.Mayor Bartley read an article from the Ashland Daily Tidings,
"George Flannigan says, " Central Point has been bought off by Medford."
Mr.;~Flannagan was referring to the Bear Creek Valley Sanitary Authority
and the City of Medford Plan for sewage treatment for the valley.
The"council instructed the attorney to ask the Ashland Daily Tidings
for a retraction.
Mayor Bartley reported on meetings with the Rural Fire Department,
regarding changing over to an alarm system for the City Fire Department,
Rural Fire Department and the State Forestry Department, The alarm
would be located in the State Forestry office on Table Rock Road.
The city would have to budget for the costs if they decide to go in
with them,: The cost to the Rural and city would be approximately
$11,000.00 per year. They would share on a 60-40 basis. b0~ Rural-
and 40% city. The city would have to install a direct line to the
Forestry office. The Rural Dept. would like to have a member of .
the city council on the board. Chief Don Turner was in favor of the
merger.
Motion Mushaney, second Ayres to join with the Rural Fire Dept. on
the fire line. And to pay the $1,100.00 for the next quarter from
the emergency fund. Motion carried.
Ben Mushaney was appointed to represent the city at the meetings:.
Chief Turner reported on the fire in the Ag building at Crater High
School. ,The department laid 2600 feet of hose. He said Mr. Meyer,
Supt. of School District 6, was going to have another fire hydrant
installed. ~ `
Councilman Mushaney praised the Fire Department in their handling of
the fire. He said the Supt. of School. District 6 was going to write .
a letter to the Fire Department for their find job. Chief Turner-.
and his men responded quickly and was aided by the Rural Bire•~

requesting the city install a "Stop" sign at the exit from the new
Junior H;gh School on Scenic Ave.
Motion Ayres, second Tonn to place a stop sign at the Scenic Avenue
exit of the .Junior High School. Motion carried.
State Sanitary Authority requested the council send them a letter
requesting the State to ask ..Cheney Forest Products and the Mt. Pitt
Company. to cut down on their fall-out•tfrom their burners.
The council instructed the City Recorder to write a letter. Mr.
Mason said he had a request from Donald E. Faber for the council
to nominate him for a director on the Rogue Basin Flood Control
Committee. Motion Ayres, second Hill to instruct City Recorder
to write letter nominating Mr.•Faber. Motion carried.
Discussion on filing "Green Belt", on the property city p~xrchased
from D. Neidermeyer on Bear Creek, for tax purposes. Mr. Mason
said the deadline is April 1. Tabled for study by the. Administrative
Committee.
Mr. Mason read a letter from the State Highway Department informing
the city they are eligible to apply for $25,000.00 for street amprove-
ments, on a street which is receiving excessive wear due to increase
in traffic, etc. Application must be filed by July 1, 1968.
The council instructed the City Recorder to file for the following
streets•
l.• Bush Street from Highway 99 to Freeman Road.
2. .East Pine Street
Councilman Mushaney said an Association of Police Chiefs meeting will
be held in Ontario, February 22 and 23. He said the council should
approve the Chief of Police goir~ to Ontario for. the meeting, and city
pay his expenses.
Motion Mushaney, second Ayres to approve the Chief going to Ontario
and city pay his expenses. Motion carried. .
Application from Larry Johnson to join the Volunteer Fire Department
/r was discussed. Johnson would only attend fires on his_off duty
hours from his Police job.
Motion Mushaney, second Ayres to approve Larry Johnson joining the
fare dept. Motion carried.
Report on meeting with Mr..Meyer, School Supt. Several items
were discussed and a better feeling between the city and school is
anticipated. Some of the items discussed, were (1) Any officer hired
by School, is under the school authority. (2) Incidents at the
school can be handled by the school, but the chief of Police should be
notified, so that he will be informed if something comes up later.
(3) .,Better. communications between the city and school on problems
relating to both.
Mayor Bartley showed the council the AWARDS OF PROGRESS to be given
to business firms in Central Point or individuals. He wanted to have
fumes--for them before he presented them.
Motion Tonn, second Tucker to obtain frames if they could be bought
for about 50¢ each. Motion carried.
Councilman Tucker reported on meeting of the Jackson County Association
of Governments. He wanted the council to approve several recommendations
- for the next meeting: (See 2 pages attached) .
Mr. Tucker said, pertaining to the City of Central Point being on the,
'board, "Big enough to be noticed, but not, big enough to be trusted.".
Motion .Ayres, second Mushaney to approve. the proposals of Councilman
Tucker,. .including the $25.00 annual fee. Motion carried.
Mayor asked the council how the police committee was.. working out.
Ayres reported the Police Department was working satisfactorily.
Q Mushaney reported everything going fairly smoothly, with the exception
~ of a schedule being worked out.
