°The Common Council met in Special adjourned session with Mayor
Bartley presiding. Roll call found: Ayres, Hill, Holbrook, Mushaney,
Tone and Tucker; present. Absent: none.' Also present: Mason.
The purpose of this meeting was a report from the Police Committee
on a meeting held by the Committee and City Administrator on January
9, 1968.
Chairman of.the Police Committee, Ben Mushaney, reported on the
discussion of previous policies that have been set up for the Police
Department and have not been adhered to. He also informed the Council
of various infractions, by a member or members, of the Police
.Department, and suggested alternatives that might be used to correct
~"" these violations. Councilmen Tonn and Ayres-confirmed the report.

The two alternatives that were discussed were two months probationary
~ period or resignation of the person under discussion. 'A question and
answer period followed. The Police Committee recommended that the
person under discussion be requested to resign.
Compensatory Time was discussed. Motion by Mushaney, second .by Ayres.
that in the future there would be no Comp time allowed, only extra
time for -trials, etc. Holidays would be allowed for all Police
personnel and the time off to be taken within a thirty (30') day
-period if at all possible. All in favor. Motion carried.
The Mayor at this time then called the Councils attention back to
the discussion on the two alternatives mentioned above. Motion
by Ayres, second by Mushaney that the Committees recommendation
requesting resignation be approved. Roll call vote ended in a tie
vote. Mayor Bartley broke the tie with a No vote.
-The second alt~irnative of a sixty (60) day probationary period was
then discussed. Motion by Holbrook, second by Hill that the person,.
discussed_be informed by the City Council in a Special Meeting, of
the probationary period, not to exceed sixty days, and rules and
regulations to be followed. Meeting to be held January, ~ 1968
730 P.M. at City Hall. Ma3ority in favor. Motion carried.
.'Motion by Mushaney, second' by Tonn that the meeting be adjourned to
the call of the Mayor.. All in favor. Motion carried.

The Common Council met in Special Adjourned session with Mayor Bartley
presiding. Ayres, Hill, Mushaney, Tonn and Tucker, present. Absent:
Holbrook. Also Present; Mason, Zander.
Purpose of this meeting was a continuance of the meeting of January
15, 1968. Mayor Bartley opened the meeting with a statement of what
the meeting was intended to accomplish.

Motion by Ayres, second by Mushaney to delete the 60 day probationary
period, specified in the aueeting of January 15,.1968, and. leave the
probation period.to the descretion of the Police Committee. Discussion.
Motion and second withdrawn.
Motion by Ayres, second by Tonn that the recommendation of the Police
Committee, dated January 22, 1968 be adopted. (Copy in Police Personal
file in Vault,) Chief Zander requested permission to speak in hms
own behalf. Permission granted. Discussion and answer period.
followed. Comp time and work schedule brought out as examples of
diligence. Each Councilman was asked to comment.
Councilman Mushaney reported on the contents of the previous meetings
and the main reason for theseāmeetings. Principally lack of efficiency
in the Police Department.
Councilman Hill commented on the work schedule. Stated that if the
Committee was unhappy with the present schedule that they should find
one that would work.
Councilman Tucker, no comment or questions at this time. Councilman
Mushaney commented on present work schedule. Could see no reason why
this schedule could not be used. Work schedule thoroughly discussed.
Questions by Chairman Mushaney, answers by Chief Zander.
Councilman Tonn. No Comment.
Councilman Ayres. Most everything already covered.
A letter from Patrolman Sibley t~ Chief Zander read by Chairman Mushaney;
regarding certain criticizms that he had receives.
Various points of the recommendation were brought up and questioned.
Statements of various nature regarding problems in the department were
presented to the Council by Chief Zander; School District 6 problem,
money escorts, no personality problems, monthly meetings with
department. Chief Zander brought up the sub3ect of Police training. .
Requested that Patrolmen Johnson and Bissett be sent to Camp Wythecombe
for training. One in March and one in April. Tentatively approved
by Council. First Aid program discussed.. Identification of Police
cars; Chief Zander requested that Police Car doors be painted black
so as to identify them from other Police Department's cars. Endorsed
by entire Council.

' Question on motion that the recommendation of the Police Committee of
January 22, 1968 be adopted. Councilman Hill questioned item'#T.
Chief Zander requested a different type of dicipline rather than
probation; such as a cut in Salary. Chief Zander then requested
item #1 be'deleted. Discussion. Roll call vote on motion. All in
favor. Motion to adopt recommendation of the Police Committee dated
January 22, 1968 approved.
9:45 P.M. Councilman Holbrook arrived.
0.~y~ Chief Zander brought before the Council the subject of the termination
of Officer Howe and the reason for. the termination. Lerighty discussion.
Officer~.Howe was brought before the Council. Charrman Ben Mushaney
requested Officer Howe to coaunent on the reasons given for his termin-
~' anon. Officer Howe denied charges and stated that he could see no
~ reason for his being terminated. '

~ Sergeant Corliss was brought before the Council to answer questions

~ brought out by Chairman Mushaney.' Sgt. Corliss skated that there
was dissension within the department and that he.would have to go
along with the Chiefs request. More discussion with many questions
and answers.
-Mayor Bartley requested Officer Howe to comment on statements made by
Chief Zander and Sgt. Corliss. Officer Howe denied that he was not
doing his job and requested that he be re-instated. Members of the
- Police Department were requested to leave the Council Chambers while
~bhe Council discussed the subject of terminating Officer Howe.
_ , After more discussion a motion was made by Ayres, second by Mushaney
that Chief Zander~s request for the termination of Officer Howe be
.denied and that Officer Howe be placed on probation. Roll call vote.
All in favor. Motion carried. Officer Howe on indefinite probation.
Motion by Tonn, second by Ayres that the meeting be adjourned to the
.call of the Mayor. Alb in favor. Motion carried.
