The Common Council met in regular adjourned session with Mayor Bartley
~~. presiding.
Roll call found: Ayres, Hill, Holbrook, Tonn,Tucker, Mushaney; present.
Absent; none. Also present: Mason,Mansfield,Tate. '.~
Motion Mushaney, second Tonn to approve the minutes of the previous
meeting as mailed to each councilman: Motion carried.
Attorney Mansfield read proposed Ordinance No. 910, this being an
ordinance fixing interest rates nn City of Central Point Improvement
Bonds, Series VI, accepting a bid of the purchase thereof,, and.:directing
~ the sale and issuance thereof to the successful bidder.
~ Bidder being First National Bank of Oregon, $75,338.51. Interest rate 4.9937:x.
Aiotion Ayres, second Tucker to approve Ordinance AIo. 910. Ro11 call vote.
_ Motion carried. Ordinance No. 910 declared duJ,y adopted.
Mr, Clif Ayres, Manager of the First National Bank,CPntral Point Branch,
explained to the council it would be better for the city to open bids
and award them at the council meeting instead of the Friday preceeding.
He felt they would be able to get a better interest rate, that way.
~` - Mr. Mansfield said he felt the way the city had been .doing it, was a
better way, since it gave them a chance to check out the bid before
accepting it, However, it could be changed if the council preferred it.

Mayor Bartley reported on a meeting of the Jackson County Association
of Governments.

.~ Discussion -resolution to be passed by the city, (approving member-
. ship). Mr. Mansfield read the proposed Resolution N 1L~3.
Motion Ayres, second Mushaney to approve Resolution ~o. 143. Ro11
call vote. Motion carried. Resolution No. 1,L~3 declared duly
adopted.
Councilman Tucker was appointed to attend the meetings held~for the
Jackson County Association of Governments, since he will be new
Chairman of the administrative committee.
Mayor Bartley reported on Bear Creek Valley Sanitary Authority meeting.

Motion Tonn, second Hill to approve the recommendations for a
menu by the Mayor. Motion carried. pPo~t-
Correspomdence
~Mr Mason read a letter from the American~Fire Px'otection Co. requesting
final-.payment on the installation of the pump on the fire truck for
the .city. Mr. Mason said the job had not been done satisfactorily,
and there was more work to be done on it. He suggested the city
not pay any more until the job had been completed to our satisfaction.
Don Turner, Fire Chief, said the trouble was with vibration. They
had.. promised to fix it.
The council said to not pay until it was completed to our satisfaction.
Mr. Mason told the council that Steve Shafer had donated a park bench
to the city. He had made it as part of a project towards earning
his Eagle Scout Award. The council instructed the City Administrator
to write a letter thanking Mr. Shafer for the bench.
Mayor Bartley read a letter from the City Administrator, F.W. Mason
reviewing the accomplishments in 1967 and suggesting projects to ~
be done in 1968.
Mayor Bartley told the council he felt the most gratifying event for
ham was having the legislators in Central Point and having a question
and answer session with the citizens of the area.
He said he did not plan ,to run for re-election .this year. He suggested
the council begin now to prepare Mr. Warren Holbrook to run. for Mayor.
He would ,be well qualified, since he is now Chairman of the council.
Coatmittee Reports were given.
Don Turner, Fire Chief, said he would like to express his thanks to
the council for the water line the council had the city crew install
on Glenn Way. The Fire Department now has plenty of pressure in
that arka.
Attorney Mansfield said he had been requested to.c'.heck out the
requirements pertaining to lights on bicycles. He explained that
' ORS 483.034 and ORS 483.401 clearay- defined the requirements. He
felt that enforcement and advertising would be better than another
ordinance.
Attorney Mansfield beiefly explained some of the 1967 legislation
as pertained to the cities, Authorizing the Tax Commission to
enter into agreement with cities to collect sales or city tax. And
also.the new laws as pertaining to government immunity.
Regarding the changing of street names, Mr. Mansfield told the council
it was defined in ORS 227.120. The Planning Commission would recommend
new names, hearing would be held lifter proper notices. Then if
copies ;of the ordinance passed would be forwarded to all agencies~ased~
required.

Discussion was held on a new Charter. Mr. Mansfield said he would
recommend a manager-council type of government. Various other
problems concerning election for voting on new charter and officers
to be eliminated if the charter passed.-
Attorney Mansfield informed the council on the proceedings so far on
delinquent assessments for foreclosures. He had been contacted by
Mr. Piazza, attorney for ~.C. Harris. Mr. Harris wanted to pay $75.00
now plus $50.00 per month and the semi-annual payments to bring his
payments up to date. Mr. Mansfield said he felt the council should
go ahead as they had decided to do when they passed the Resolution.
Mr. Harris had not made any effort to pay up the last tow times
he had been notified of foreclosure.
The council decided to proceed with .the foreclosures, and advised
the attorney to do so.
Discussion on elections in the coming year.
Mr. Mason requested a meeting of the Administrative and Police
Committee after the council meeting. •
Discussion on vacations for the city .employees. Mr. Mason
presented a form letter that he had each employee fill out requesting
their vacation dmrung the year. Some of the employees were reluctant
to turn their forms in by February 1 as requested. He said he had
a problem with several employees wanting to take vacation at the
same time, unless they turned their requests in by February 1.
Motion Mushaney, second Tonn to have employees follow the
instructions on•the form. as presented by Mr. Mason.. Fill out and
return by Feb. 1 if the form is~not returned by the deadline,
~Mr. l~iason will set the employees vacation. Motion carried.
Mayor Bartley read an article regarding racial problems.
Motion Holbrook, second Tucker to approve the bills, and ir~truct
the City Recorder to draw warrants to pay them. Motion carried.
