The Common council met in regular adjourned session with~Mayor,':;.
Bartley presiding. Roll call found: Ayres, Hill, Holbrook, Tonn,
Mushaney; present. Absent: Tucker,, Mason Tate. Also present:
Mansfield Bessey. Motion was made and c~`~ftfi~"~s of the pr°evious
meeting approved as mailed to each ,Councilman. Motion .carried.
No discussion on Planning'Commission minutes., "
Discussion -Bond Issue. Attorney. Mansfield explained to :the
Council tliat•he would send a Courtesy letter to all the banks''
in Medford and Central Point, making them aware of the upcoming
Bid for the bonds.

accept bids on the bond. issue.
Motion Hill, second Holbrook to approve Ordinance No. 908... %" "

1967 and will be presented to the Council., at the next regular .,_
meeting. for. their .approval. " '
Discussion =Delinquent Assessments. Mansfield stated to ;the `~
Council that he had sent each delinquent property owner"`a`,letter
stating that they would have to pay their assessment up 'in full
or the City would take action to foreclose on their p~r¢iperty.':' "'
After a discussion ~iith the Council, it was felt that the
;pr'operty owners :should be allowed to bring the assessment
payments iip to date"`plus` pay a penalty for the~.~extra work
being-done by the City'and the Attorney. Also the Council
decided~to give the property owners a 30 day "grace period"
in which they could bring .their payments to date. This-;"..
"grace period" would be effective as of December 15, 1967-';"
and that. would give them until January 15, 1968 to take care.

Attorney Mansfield read proposed traffic ordinance No. X09, this
being an ordinance relating to traffic control and repealing
Ordinances No. 735, 806, and 882; adding new provisions to the
Code of Central Point,~1967 and. provide for penalties.
Motion Holbrook,,. second Tonn to approve Ordinance No. 909. '
Roll call vote. All in favor. Ordinance No. 909 declared
duly adopted.. "

Discussion - Engineer. Mr. ,Bryce Townley was present at they:..
Council`meeting. "He talked to the. Council about the Sewer-Pumps
that have been installed 'at the new lift station. After Mr.
' Townley's discussion, Mushaney told the rest of.the.Council
that Yie and Mr. Mason had talked with Mr. Townley and Mr.,Cliff
= Shgw'`in`regards to being appointed as City., Engineer for Central
' Point. '-.Mushaney stated he was very pleased,.with Mr. Townley
and he felt he would do a good job. Mr. Townley was then; questioned
by the other Councilmen before they made any decision. Mr.
_Towriley:discussed his rate for charges. He stated that he.
- charged a straight~_$12:00 per hour which..meant.he did not
,,.add mileage, clerical work, etc. on to this. ,For his field:work
"~ he; charges $18.00 per-hour. This is for a 2-man party and this ._
~. also has no mileage or clerical charges. After. this discussion;,
~- ~ a..motiori was made by Mushaney, second by Ayres to appoint Mr,,,;
~ Bryce Townley as`Engineet for the City of Central Point. =All

Discussion was brought up on the-Sanitary Authority.., Mushaney
' asked Mr. Townley if he would be available to,attend-the 'Sanitary
'Authority .meeting with ,him in the next week or so. Mr. Townley
stated he would be available to attend this meeting.. During
the :discussion, Mr. Townley suggested that the City of ..Central
,Point :a~Ply for a permit to build a sewer plant in case they.,:'
should::d-ecide not to jmin either with Medford or .the ,Sanitary ..
Authority. He stated that if the City didn't apply for the
-=:permit:,at this-time, later when they would need it they would.-
' .be:denYed by the State. Mayor Bartley stated that the Council
:-would discuss this further at a later time.

Mr'. George Plum was present to :discuss the problems with the,..
` new`puinps at the Sewer`Eumping Station. Aftera long discussion
~" ." of"the, ,problems with:the pumps, Mayor Bartley asked Mr.. Plum
,if he felt-the engineer should have to. pay for-all of the extra-.
' pumping' hat had to be done while the pumps were 'not in'operation.
Mr:'Plum felt they should not have to pay for the extra cost. ;:,'
.Mayor Bartley and the Council felt they should have to pay -
for this.~extra cost; but no decision.. was made at this time. '
Street'Committee Report:
Discussion - Re-naming of S. 4th and S. 5th Streets: A report
,was given by'Tonn as to the investigation he had done on .the '
',re-naming of S. 4th ;and S. 5th Streets. He~.stated there were
about-41, homes on those streets. It was suggested'.that a:poly
be taken in that area. to see if the ro ert ..owners had an

objection to the changing of the street names. Also; a,notice
couldybe sent out to all persons living on those-two streets
wthntheir water bills. This notice would be.a questionaire ,
' type, asking them if they: objected-and,if they-shad. any-suggestions
for street names., Attorney Mansfield said :he would check into
' ~ the legal stand, point of .the ..situation and ,:report to, the

` Holtirook~gave a brief report on-.the Convention Center to be built,
~;in-Medford. One of~the proposed places for the Center to be

Ayres gave a report on the League Meeting, in Portland. He said
that Central Point'had no problems. compared to the other .towns.
in Oregon. He felt that everyone enjoyed themselves. '.
Corliss gave a report on°~the Crime meetings. He said that the
League ~s setting up a program so that Police Officers in;the;",-
State of Oregon can be Certified.Officers. This will be:based
on the schooling they-have and'the experience each one has.•°}
He felt that it would be'a very benefitial program.
The-subject of False Arrest was discussed by the Mayor. ., He Y
stated that the lea a had
gu passed legislation taking the:liablity
from the officer and putting it on the City. Therefore, after.
July 1, 1968 the Cities will be responsible for False Arrest._
Discussion -•Grigsby property 'on North First Street: Attorney
Mansfield has filed `a motion of Defendant, City of Central-Point,
to PIaintiffs'~amended complaint. This. is regards to the case
Grigsby vs City of~'Central Point, et al.
Discussion - North First Street. None of the Councilmen 'had
received any complaints or had heard any, complaints on the ±
water drainage on North First Street.. There was no response ,_.`
from the property owners on First Street so everything must
be working the way it should.
Drainage was: discussed on Comet Ave., in Royal Heights Subdivision,
There is a problem with-water building up at the North end;osf ~.
Comet°Ave. since the school has been build'ing`.. The Council _
decided that the Subdivider shou~.d have to take care of ,this
problem.
.Discussion - Library Meeting.: Mayor Bartley had attended~;a. ~,
meeting with members of the State Library;Boar-d and Omar 'Bacon;=~<
Librarian for Medford and Jackson~County. They discussed''the •
problem Central Point is faced with, with the shortage of ,. pace,.
for the Central Point Library.• The Library Board would match
a grant'on a 50-50 .basis for building'a new building. With:`
this grant, the design and plans would have to.bel~approved„
by the Board; at a cost of about $25.00 per sq. ft,~_ They•also ~~ _'
said~they.would-match the funds,for:adding a 2nd addtiori`+to~
the City Hall, with the stipulation that the Library stay ori,
the ground floor. Council decided to table until a later time.,_
A proposal for an Ordinance pertaining to bicycles being-lighted.
was brought up by'Mushaney.~ iHe'.would l.~ike to see something. ~. ~'
done in Central Point to protect the children of~this town.~.~He.;.
®uggested that Attorney Mansfield draw an ordinance so this could

be inforced: `'Mansfield is going to'ch~ck on the situation as
to what the State Statute says about this matter and if it'is
'already-included~in the Code of Central Point.
