The Common Council met in regular ad~ourned,;session with Mayor,~Bartley
presiding. Roll call found: Holbrook, Tonn, Mushaney, Tucker;,:present.~-
absent: Ayres, .Hill. Also present: Mason, Tate, Mansfield.
Motion made;by Holbrook, second Tonn to approve the previous minutes
as mailed to .each. councilman and Mayor.- Motion carried. - --`

Discussion-North Tenth Street Water Zone. Walter Nunley,,Mr.,Danielson;
Rev. Campbell,~,'Mr Hershberg, representing the Gloria.De Lutheran
Church camie~b~fore the Council to protest .the chx~rch being assessed- '_
for the water. line installed .i.n front •of. their property. 'They` did not :. ,"
feel they should be assessed, since they had put-n a service connect
from North Sixth Street into their property. _Mr. Nunley, Elder;~.of the;:
Church, said they had asked property owners on N. Tenth-Street'-to help"
them install..a_•water line, but they did not want:to at that dine.- ,
Later, they.",.petitioned the city #b construct one, and the=church had
already gone ahead and installed their-own.; They did, not have:°the money..
to pay for another one now. `
Mr. Mason explained to the council, that representatives of the,church •~
had come to the•city, and. asked perm].ssion for a,,temporary line ;until. ,~
.such time as the -main line was put in. They were;,in a hurry to',build ~•.
the church. Normally, they would be required to'bring the lirie;.to. `.
their property, but they were allowed to connect onto aline that had ~~

been installed on~North Sixth Street, by Vern_Capps when he subdivnded>:
This was with the understanding that they would connect onto.the;~larger
line later,:incorder to have adequate,-,pressure-and. fire protection. ~.
They had mentioned they were planning to build a school.in the..future.,.=
too. The Church; had made arrangements with Mr'~Trautman to cross "his ,~.
property with`a sewer-line, to Hazel Street..
Mayor Bartley suggested the discussion be tabled until a later
meeting, and do some. research on the matter.
Motion made by Holbrook, second Tonn to table the matter and call a,
.meeting later in` the week with the- church` representatives. Motion',

Attorney read proposed Ordinance No. 902, this being an ordinance-:.~

Mr. Mason asked the council ~f the taxes for the recently purchased
property from Neidermeyers should be. paid out of the continguency.fund.

Discussion on the request, of School District 6 to check the zoning --
for the ShI corne`r` " of `Fourth Street- and Ash, Street. ~ They wanted 'to
build a bus garage there: Mr Mason reported to the oouncl that
according to the newly adopted zoning ordinance, it would not~be
permissable for them ~to build on this locatiom, 'since it is in=~' • -
Residential Zone, and a garage would not be_pe"emitted even as=~a
conditional•use.''Mr.'Mason was instructed by the council-to write
Mr. Charles Meyer•a letter informing hi.m of the regulations: "•
Administrative Report-the committee had-given the o.k:'for the purchase `
of the new police car. Discussion on hiring a new engineer to replace
Mr. Bill Warren, who had gone to Ssigon. Discussion about League -
of Oregon Cities Meeting in'Portland. `"~
Mr. Mason reported to-the .council on a request from Texaco, Inc..
for permission: to 'install a van •type snack bar at their station' ' ~ '
next to the freeway. Since"many_tourists,'ask about refreshments;
they would like to install-one. If it is allowed according to the "'
zoning ordinance, the council would have no objection.
Mr. Mason said he had received two .sign ordinances for the plarinitig~~
commission and council to study. Copies to be given to each member
of the planning commission and then passed'on to the council-m~ber.,' " -
Letter was read from the Commonwealth Co. requesting a letter from'the •"-
council accepting the streets in the Central Valley Subdivision: Mr'" "•
-Mason then read a-letter from the engineer; Mr."Bill Warren; stating
that a couple of items needed to be taken..care.of before they are
acceptable. 1. Manhole 2. Valve box. The council instructed the City
Admnistrator~to write a letter informing them that the council would`
not accept the streets"in Central-Valley Subdivision until the items
had been taken °care of. ~ ~ a ~t' ° `
A letter vas read from°Mrs. Dominic Tate requesting-the Planning`":
commission to rename South-Forth-and South Fifth Streets, SoutY-of.'~
Hopkins Road. They do not connect in anyway with the•balance`of
