The Common Council. met in regular ad3ourned session with Mayor Bartley
presiding. Members, present: Ayres, Hill, Holbrook, Mushaney,` Torin ~_
and Tucker. Absent: none. Also present: Mason & Mansfield.~Absent: 'Tate.
Holbrook, second by Ayres that the minutes of previous meetings

Ordinance No. 901, Authorizing and directing the Mayor and City Recorder
to execute a Lease agreement with Dale and Guth Dorothy Niedermeyer
on property owned by the City of Central. Point was read. Motion by
Ayres, second Holbrook that Ord. #901 be adopted. Roll call .vote:
All in Favor. Motion carried.. Ordinance~991 declared duly adopted..
A discussion of the League of Oregon Cities meeting in Portland,
November 12th, 13th and 14th was held.
Motion~`by Ayres,''second by Mushaney that City adopt existing land
use map dated February, 1967 as official City map. All in favor.
Motion carried.
Mr. Wilbur L. Warrens letter of September 27, 1967 to W.H. Conrad
RE: the Maple Street pro3ect, concerning faster work on the project,.
was considered..
Report from the Administrative Committee: Mr. Mushaney reported ,that.
the Committee had recommended the purchase of the Forts Diesel,T~actor
after discussion of same with Public'Works Director and City Adminis-
trator and that the Tractor had already been delivered.
The Committee also recommended that letters be sent to delinquent
special benefit assessment debtors by Mr. Mason. If after ten days
the City. has received no answer then the recommendation is that the
City. Attorney be therefore directed to initiate foreclosure pro-
ceedings.
The Amusement Tax Ordinance, No. 885, was reported on by Mr. Mushaney.
General discussion.
The Bid Opening for Police Automobiles waa held. Bids were as follows:

The Council. discussed City Traffic Ordinances 735, 806 "and 882:"; .'-;'-
Attorney Aansfield recommended re-examination of the ordinances to
~'. eliminate re-enactment of State Statutes and by Ordinance authorize.
', ~ the Council by motion to establish signs relating to .parking ,and-all
other, types: of traffic regulations not covered by State Statute..

anew proposal to present at the regular meeting.
The Council,~considered the matter of a new Charter.- Methods'of
'. nitating.,ahe.procedure were discussed and the' sub3ect was tabled

Mr. Mason presented~.~the cost of repair of windows on Mr. Pepper's
auto,`>broken~while r. Pepper was on duty, at the Police .Department
