'Minutes of-the Planning Commission were read and discussed..
:Mr Merritt Palmer, 234 S. 4th Street, and a group of residents from
~ his neighborhood came before the council to register a,complaint about.
~ „ .the vacant lots owned by: Dr, Roberts at the corner of South Fourth Street.
"~ ~ .; aed alder Street. Nothing has been done to clean it up since the
`' Communty,.Church burned. It is an eyesore to the neighbors.

Mr. 'Art Addrns, Adams Garage, 132 N. Front Street, came before the council

-He;said'.he.had asked the council before to take some action to have
""the"s.te.cleaned up and check the activities going on in the garage
-'concerning fire hazards. Mr. Adams was, concerned that a fire might.
start and. he would also lose his business. ,Fire Chief' Turner and
t~sst. Cha:efSutton left to examine the situateran.

Mr.~.Mdnsfeld.said the city could cite the operators under the nuisance
ordinance f~.they were found to be in violation.
.~Mr: Perkins,: 532 Maple Street, appeared to register his complaint about.
the~paving.:of Maple Street. He asked the council who they expected
to pay for;.;tYie.paving, he was. not going to do so. He said he did not
have the money and had not asked to have the atreet_paved, sThe~cbhn~il
`was: forcing the people to have the street paved, since they did not
`:care about":the resaldents having to pay for it.
' Mayor Bartley explained to Mr. Perkins that the council did not force. r_
the people to pave the streets. The people petitioned the council to
` do its ~A<ma"jority was required before the work was done. Each property
'owner would only pay for the footage in front of his house.
" Discussion--proposed specifications for proposed tr~£ffic light at 4th
aed Pine-Streets. Engineer estimated costs at $4,600.00.
Att;orney.:Mansfield read Ordinance No. 897, this being. an ordinance .
. approairig,plans and' specifications for a particular traffic light at
4th and Pine Streets in the City of Central Poiet, Oregon. It spas
'moved and. seconded that Ordinance no.897 be approved. .Roll call -

Discussion on bids for the Sewage pumping plant in the Royal Heights
Sub. Engineer Wilbur Warren explained the construction and working of
the pump installation. He felt the Pacific pump would give 60%
efficiency." He recommended the bid be awarded to Western Mechancal,~~ "
I~~Iedford, for $7. 776.00. -
Mr. Mason said he° was quite concerned about the engineering costs"for"
the installation: Beafore the council made up the budget, they. had
asked the engineer for an estimate. He"had given a figure of~•$10Q00.00
for the completed job. With the bid of $7,776.00 and the additional
engineering costs, the figure would be well over the $10,000.00 'as
budgeted. The;~school would not be very pleased with this iricrease".in
costs.
It was moved and seconded to accept the recommendation of engineer and•
award the bid to Western Mechanical, Motion carried. •
Correspondence--
Mr. Mason read a letter he .had received regarding the improvement of
the traffic light `at Pine Street and~Highway 99. -"
Discussion-- :.
It was moved and seconded to table for further study. Motion carried. ~i
Letter from the Gleason family thanking the city council and mayor=`-=~
for the flowers .'sent to M.C. Gleason~s funeral.
Attorney Mansfield reported on the Niedermeyer proposed agreement as<
pertaining to-the pro rate on the irrigation "assessment. ~ "
Attorney Mansfield read Ordinance No,898, this being an ordinance •'
authorizing and directing the Mayor and City Recorder to execute a
land sale contract for the purchase of certain real property;''.descrbed
therm, from Dale Niedermeyer and Ruth Dorothy Niedermeyer, husband
and wife.

It was moved-and seconded to approve Ordinance No, 898. Roll„~•call
vote. Motion Carried. Ordinance No. 898 declared duly adopted.'
Mr, Mason reported on the research he had made on the water connect;
for Charles Batemen on Taylor Rd. The records did not show that Mr.
Batemen would be entitled to another water connect in the. future as
~--~,,,~ he said he would.
~~~ It was moved and seconded that th"e council accept the recommendation
of the water committee that anyone wishing water service outside -
the city limits would have to annex to the city. Motion carried.
Discussion--additional amount of $100.00 was requested by Warren
Holbrook for the summer recreation program, to send the Crater Cubs
to the State Tournament.
It was"moved and 'seconded to approve the additional$100.00. `Motion -
carried. It was moved and seconded to designate the money come from
the emergency fund. -Motion carried.- ~ -•

` Mr. Mason reported on an insurance policy for false arrest for the city..
` The company. had said it would be made .to the Police Department only.
Mr. Mason `felt it would be .better to have it made to the-City of `
Csntral Point, officers and employees. Mr. Mansfield, attorney,
-agreed-that :it should be.
Discussion on payment for fire truck pump ins#allation by American
• ~ Fre~Protection Company. Council said to hold check. until the-truck
i's; completed satisfactorily.
~ .Mr.'Mason suggested the police department be instructed in first aid,,
~; ` so that `during a rescue call, they might be of some assistance.
Don, Turner, Fire Chief, and Ed Zander, Police Chief, both agreed. Mr.
~~ Turner said he could arrange for classes of instruction.

Discussion--improvement of South First Street from Oak 'Street to
•':Ceda'r'~`Street. The engineer's estimate was $900.00 for the city share.
' •.~The c`ouricil felt this should be tabled until <spring.•
'• Don Tux~ner,(Fire Chief, returned from inspection of the Harley-Davidson
`Garage~for,fre hazards. He said the property could be cleaned u
_`a little more. The property had a one hour fire wall.
..The Fre~Chief reported that the paid fireman was working out very
well.•~He had sent out letters to property owners about cleaning up
their:lots and cutt~.ng the tall grass. The response had been very
good„°He also told the council again that he felt they should adopt
a`Fire°,Code, The one they had been studying was a very good one,
+ with perhaps some things the city would not need just now, but-would
need in `the future.
Attorney°M'ansfield said the city should adopt an ordinance making the
codification the laws of the city. 'He would prepare the ordinance
fora the next -meeting. -
Mayor Bartley said he had received complaints about the Mayor,~Council,
and employees receiving free water. He said he would like to see the
counci:•l take.:action to go to a monetary basis-instead of the method
now used. Perhaps ~Y the councilmen and mayor for each meeting.
'. ~', Increase the employees salaries to cover the water charges.
Discussion--having two council meetings a month instead of one'. The •
city is growing, and has morepproblems that need quicker attention.
Mayor~~Bartley reported on a meeting with-the cities and the Bear Creek
Va11ey.Santary authority. He said the cities are willing to cooperate
„ if; an•agreement can be worked out. Attorneys for the cities, Bashaw,
Mansfield and Heisel are to get together and-work out the agreement.
